Relative to the implementation of the SWEEP for FY 2019 you are hereby directed to
comply with the attached guidelines on the hiring of the Environmental Monitoring Officers
(EnMos).
Submit to this Office the accomplished prescribed reporting matrix to the Solid Waste
Management Division on the 5 of every month. Update the regional webpage on SWM to replace
the Basura Patrol submenu to SWEEP and upload recent photos of monitored and validated sites
and other activities of the EnMOs for reporting purposes.

GUIDELINES ON THE IMPLEMENTATION OF THE SOLID WASTE
ENFORCEMENT AND EDUCATION PROGRAM (SWEEP)
I. LEGAL REFERENCE
The implementation of the Solid Waste Enforcement and Education Program (SWEEP) is
consistent with the role of the DENR to provide technical and other capability building
assistance and support to the Local Government Units (LGUs), in the development and
implementation of local solid waste management plans and programs (Section 8e, RA 9003) and
to exercise visitorial and enforcement powers to ensure strict compliance with the Act (Section
8g, RA 9003),
I. BACKGROUND
In 2018, the three hundred seven (307) members of the Solid Waste Enforcers and
Educators Teams in the regions were trained to become Environmental Monitoring Officers
(EnMos). EnMos were deployed in each DENR Provincial Environment and Natural Resources
Office (PENRO) and Community Environment and Natural Resources Office (CENRO). At the
end of the year, the Program has facilitated the direct clean-up of 20,723 unclean sites in the
country, clean-up of additional 1,655 unclean sites after conduct of technical conferences (TC),
mobilized 1,909 barangays to initiate implementation of Ecological Solid Waste Management
Program (ESWM), educated a total of 216,262 households and assisted the creation of 970
model barangays. The EnMOs were also tapped to provide initial assistance to stakeholders on
other environmental concems. The EnMos assigned in the Boracay Island, has significantly
played @ major role in monitoring and reporting on the development and implementation of the
solid waste management activities relative to the rehabilitation of the Boracay Island. All of
these support the objectives of the Philippine Development Plan 2017-2022 for the Environment
and Natural Resources (ENR) Sector to ensure ecological integrity, clean and healthy
environment.
‘The coverage of the Solid Waste Enforcement and Education Program (SWEEP) for
Fiscal Year 2019 shall be maintained to assist 1,047 local government units nationwide. It shall
continue to strengthen institutional arrangements at the Department of Environment and Natural
Resources (DENR) and Environmental Management Bureau (EMB) field offices and improve
monitoring and enforcement of environmental laws.
II. PROGRAM GOAL.
1. Model barangays created and sustained consistent with the role of the Barangay Solid
Waste Management Committee (BSWMC) provided under Section 6, Rule VI,
Implementing Rules and Regulations of RA 9003;

2. Strengthened SWM enforcement by mobilizing barangay clean-up of unclean sites
monitored;
3. Actual and comprehensive data generated on reported SWM facilities and illegal dumps
in the Regions;
4. Other environmental activities supported under the DENR PENROs and CENROs in line
with the implementation of DAO 2018-18.
HIRING OF ENVIRONMENTAL MONITORING OFFICERS (EnMOs) UNDER
THE SWEEP
‘The hiring of EnMos shall follow these guidelines:
1. The EMB Regional Directors shall have the authority to hire the EnMos.
2. Preferably, EnMos to be hired should come from the province where they will be
deployed;
3. EnMos to be hired should preferably hold a bachelor’s degree in Natural Science,
Engineering, Communications, Education, and allied courses.
4. They shall be deployed in the DENR PENROs, Implementing PENROs and CENROs.

Tables 1 and 2 below specify the functions, target and corresponding output to be
completed by the EnMos for Fiscal Year (FY) 2019.

VIREPORTORIAL REQUIREMENT
The consolidated reports shall be prepared by the assigned EMB PEMU or assigned
personnel in the Province to be endorsed to the DENR and EMB Regional Offices through the
DENR PENROs.
The EMB Regional Offices shall submit to the EMB Central Office through the Solid Waste
Management Division the report using the prescribed Monthly Reporting Matrix.
VII. DISTRIBUTION AND COMPENSATION OF EnMOs
A total of 307 EnMOs shall be hired and distributed to cover all DENR PENROs, CENROs,
and Implementing PENROs nationwide. The current number of EnMOs for Regions III, IV-A
and NCR shall be retained to support the Continuing Mandamus of the Supreme Court. Table
No. 3 provides the distribution is as follows:

Each EnMO shall receive a monthly compensation of Eighteen Thousand Pesos (PhP18,000.00)
per month
VII SUPERVISION OVER THE EnMos
‘The EnMos shall comply with the agreements of the EMB and the DENR in line with the
implementation of DAO 2018-18.
