INTRODUCTION

As a chemical engineer, safe work practices are the most important aspect to be
considered. Utilization and operation production equipment that doesn’t comply with the
standard operation, wrong act, and process failure because of the tools, both natural and human
error leads to an accident at work when the safety aspect ignored by workers.
National Safety Competition 2016 with theme "Safe Work Practices towards Productive
Apprentices” is a place for chemical engineers to train analysis capabilities on solving a case
related to safety aspect

GENERAL REQUIREMENTS
1. Participants must be undergraduate or vocational program (diploma) students majoring
in Chemical Engineering by November 13th, 2016.
2. Participants must form a team that consists of two (2) students from the same major and
same college or university. Members of the team are allowed from different year and
shall be the same until the end of this competition.
3. Each participant can only participate in one team.
4. Every college or university may submit more than one (1) team.
5. Each team is only allowed to submit one (1) paper.
6. Each team must complete all the required administration documents and follow the plot
of the competition and the rules from the committee.
7. All entries will become the property of National Safety Competition 2016 Committee.
8. The title used for the abstract, paper, and presentation must be the same.
9. Judges’ decisions are final and cannot be contested.
10. The committee has the authority to make decisions strictly on the following conditions
that are not subject to the provisions. The results of the committees’ decision are final
and cannot be contested.

CASE
HAZARDOUS AREA CLASSIFICATION

A. INTRODUCTION
1.1 Facility Description
Paus Biru is an offshore gas condensate field with water depth of 70 m located in
Indonesia. It is designed as not normally manned platform with quadripode design
which includes these features:
 19 wells capacity with 4 dual splitter slots and 11 single slots;
 A design production and export capacity of 200 MMscfd;
 A design pressure of 87 barg;
 A design temperature of 110oC.
Production shall be designed with the following main systems or equipment:
 Wellhead production and test manifolds;
 Test separator;
 Closed and open drain system;
 Cold Vent/Flare System and boom;
 Offloading pump;
 Chemical Injection Package;
 Wellhead control panel;
 Export facilities, i.e. trunk line and pig launcher;
 Diesel generator;
 ESD/ F&G systems;
 PLC based Process Control System (PCS);
 BWA transmission system;
 Hydraulic Power Unit (HPU);
 Instrument, Telecommunication and Electrical room complete with HVAC
system;
 Boat landing;
 Diesel Pedestal crane.

The purpose of hazardous area classification is to ensure that ignition sources are
generally not available to ignite potential flammable atmospheres.

C. BASIS
3.1 General
It is free to propose the applicable International Standard to define the Hazardous
Area Classification. The HAC philosophy shall be to make the platforms as safe
as possible by identifying the sources of release of flammable gas and ensuring
that the electrical equipment is certified for those areas. The reasons for
classifying the installation into hazardous areas are:
 To define the extent of flammable atmospheres in the event of non-
catastrophic releases of flammable gas to atmosphere.
 To ensure that electrical apparatus is of an appropriate design.
 To ensure that sources of ignition are adequately segregated from sources
of flammable gas.
 To assist in the location of clean air inlets for ventilation systems or
combustion equipment.
 To permit the location of life saving appliances, flammable liquid stores
and emergency control points in non-hazardous areas.
 To assist in the location of flammable gas detectors.
Hazardous area classification drawings shall be prepared and shall identify the
potential and continuous flammable gas sources. The classification of hazardous

areas depends on the natural or artificial mechanical ventilation of the relevant
area. Paus Biru platform has a high level of natural ventilation; the main deck
floor will be made of grating, except underneath process or chemical equipments
and manifolds where drained drip pans are installed. This will facilitate gas leak
dispersion and avoid liquid leak accumulation.
3.2 Methodology
The classification of individual point sources is used to develop the hazardous
area schedule for Paus Biru platform during normal production phase. The overall
methodology for the classification of individual point sources involves the
following steps which are described below:
 Identify source of release
 Determine grade of release
 Determine fluid category
 Establish the zone classification
 Determine hazard radii
 Determine hazard area
 Determine temperature class

D. EXERCISE
By utilizing PFD, HMB, Equipment List and Layout/Plot Plan (as attached), you are
requested to:
1. Develop HAC Schedule, in order to provide schedule of hazard radii for a
range of potential hydrocarbon release sources in the facilities.
The schedule to be addressed during normal operation production phase only.
During this phase, the platform is considered to be not normally manned and
the schedule is based on the classification of individual point sources.
Consider to use template for Hazardous Area Schedule (attached).
2. Highlight Minimum Requirement of Hazardous Area Class for particular
equipment:
 All electrical equipment (outdoor and indoor)
 Diesel driven electrical generators
 PCS and SSS including ESD and F&G system (i.e.Field mounted
process control, F&G Detectors and emergency shutdown (ESD)

 Offloading pump motor
 Field mounted telecom and general alarm equipment
 Emergency and escape lighting
 Navigational aids system

Compile these documents to a folder with a .zip/.rar file with a maximum
size of 10 MB and a folder name with predetermined format. The file
must be submitted before 23.55 WIB August 12th, 2016.
3. Participants will receive notification email confirming their submission within
2x24 hours after submitting the registration documents.
4. Results of the selection process will be announced at safecom.ft.ugm.ac.id on
August 29th, 2016.

B. GUIDELINE
1. A summary of participants’ whole ideas including background, problem
statement, objectives, proposed solution, and conclusion.

words in a foreign language is written using italic font style.

Grand Final National Safety Competition 2016 on November 11th - 13th, 2016
in Yogyakarta.

B. DESCRIPTION
1. Creative and Innovative
Paper containing creative and innovative ideas to solve the case, using both
qualitative and quantitative safety analysis.
2. Logic and Applicative
Paper containing solution of the problems that can be realized by conducting a
review of the theory and data.
3. Objective and Systematic
Paper equipped with data or information from legitimate sources that can
support the idea or proposed solution. Also paper must be structured
coherently due to the paper guideline and not one-sided or discredit any party.

4. Originality
Paper containing solutions which have never been published before.

C. GUIDELINE
1. Format:
 Language : Indonesian;
words in a foreign language is written using italic font style.

 Font size : 12 pt for the contents, 14 pt for the title
 Margin : Top, left (4 cm), right, bottom (3 cm)

Include the detailed proposed solutions along with problem analysis of the safety
aspects to solve the case.

I. Conclusion
Include the authors’ conclusion regarding the analysis and the proposed
solution in a way more concise.
II. Suggestion
Include advice the authors’ gives to the parties concerned.

Include references used by the author so that readers can easily find the source
mentioned with the following rule:

2. Written with line spacing 1 for one literature and 1.5 for the distance with the

B. GUIDELINE
1. Each team is given 40 minutes for presentation in Indonesian language and
question and answer session with the judges.
2. Each team are required to create one (1) poster related to their presentation
contents with the following provisions:
 Poster size: A1 Ivory 360 grams printed as many as two (2) copies
 Poster made as interesting and creative as possible, communicative,
and does not contain SARA element
 Poster is original, not a plagiarism
 Poster content: Grand finalists identities (name, university name and
logo, title), highlights proposed solutions, keywords, supporting
information (table, image, equation), National Safety Competition logo
 Posters’ assessment is not integrated with the presentations’
assessment
 Best poster category will be judged by the judges
3. During presentation, National Safety Competition 2016 committee will only
provide a laptop (with standard program Ms Word, Ms PowerPoint, Ms

Excel), LCD, viewer, pointer, microphone, and speakers. Participants can
bring a personal laptop.
4. The information and terms about the presentation stage will be given more
detailed together with the grand finalists announcement
