1.0 INTRODUCTION
Eko Petrochem and Refining Company Limited wishes to construct and commission
20 new PMS storage tanks on a green field maximizing its capacity utilization.

In view of this, Crystaquantum Solutions has been awarded the contract to carry out
the Detailed Engineering Design and the requisite design to meet industry and
regulatory requirements.

The facility is intended to hold storage of one white product, Premium Motor Spirit
(PMS). The tank farm has a combined storage capacity of 453,640 cubic metres of
PMS.

1.1 Scope
The purpose of this document is to specify the basic safety and fire protection systems
and arrangements to be provided on Eko Petrochem and Refining Company Limited
BULK STORAGE FACILITYRMINAL. It covers the specification of equipment for fire
fighting, personnel safety and plant security.

1.2 Definition of terms


 Vendor The supplier of equipment, materials or services.

1.3 Vendor responsibility


The Vendor shall be responsible for the complete design, fabrication, supply, and
inspection and testing of the welded steel storage tanks, in full compliance with the
requirements of this specification, Local Government Legislation and Regulations, all
applicable design codes and standards.

2.5 Conflicting requirements


In case of conflict between documents, the order of priority shall be:

 Purchaser’s or Vendor’s Standards
The Vendor shall obtain written approval from Company before proceeding with work
affected by a conflict.

3.0 GENERAL SAFETY AND FIRE PROTECTION PHILOSOPHY


3.1 Features
The general safety and fire protection philosophy recognizes the following activities:

 Safeguarding of personnel.
 Safeguarding of facilities.
 Safeguarding of the environment.
To accomplish these safeguarding activities two steps will be followed:

 Minimize loss of confinement, i.e. release of flammables to the atmosphere.


 Minimize the consequences of a loss of confinement i.e. explosion and fire.
The minimization of the consequences of a loss of confinement is achieved by the
following means:

 Providing a safe plant layout by separation of the entire facility into hazardous
zones.
 Provision of adequate access and escape routes.
Use of local and international codes and standard as it applies to the design,
installation and operation of oil and gas facility.

4.0 FACILITY LAYOUT


4.1 Basic Principles
a) In designing the layout of the plant, including associated facilities, the
Efficiency shall be considered.

b) The principle of efficiency / operability ensures that:

 The process flow is arranged in a logical manner.


 Equipment and controls are arranged to facilitate operation.
 Ease of maintenance is provided.
 Cost is minimized.
The following are the main aspects to be considered for a safe operation in Eko
Petrochem and Refining Company Limited BULK STORAGE FACILITY PROJECT.

Limited inventory in a process area.

 Access / escape route for fire fighting.


 Separate ignition sources from likely leak sources.
 Limit fire spread caused by hazards escalating from one tank area to adjacent
ones.

5.0 FIRE PROTECTION SYSTEMS


5.1 General
The basic control principle to be applied to the design of fire protection systems is
both manual and automatic intervention.

5.2 Fire Water System


The fire water systems shall comprise of the following main items:

 Four numbers (4) of 1767m3 Fire water storage tanks.


 Three numbers of 636m3/hr Diesel Centrifugal fire pumps (two on duty and
one on standby)
 Two numbers of 15 m3/hr jockey pumps (Electrical driven) to pressurize the
fire ring main (one on duty while the other one on standby).
 8m3 Foam tank to store foam concentrate.
 Fire ring main (10”) distribution system complete with sectioning valves,
hydrants and hose reel.

5.3 Fire Water Storage Tanks


The storage capacity is to be worked out as follows:

 One hour nine minute (1hr 9mins) of maximum flow rate from fire water
storage tanks is expected via the fire water pump to fight fire.
 Tank capacity of 1767m3 each is required for the fire water storage tanks and
shall be in accordance with the requirements of NFPA 22 and IP standard part
19.

5.4 Fire Water Pumps


Three fire water pumps (two on duty and one on standby) will be provided at the
Terminal. The pumps, which will take suction from the fire water storage tank, shall
be the horizontal centrifugal diesel operated type. The pumps, drivers, starting/control
systems and all ancillary equipment shall conform to the requirements of NFPA 20.
The pump capacity is calculated to be 768m3/h.

5.5 Jockey pump


Two electrically driven jockey pump (one on duty and one on standby) shall be
provided to pressurize the fire water ring main system. Jockey pump shall be
continuously operated to maintain pressure of the ring main.

5.6 Fire Water Ring Main


10” diameter fire water ring main shall be provided at the Terminal to provide fire
water to hydrants.

The fire water main shall be permanently pressurized by means of a jockey pump. It
shall be pressurized at 6 barg at the highest point of the fire water network.

5.7 Hose box


Hose box shall be constructed of galvanized CS painted and clearly marked as “Fire
Hose Box”. It shall be in placed appropriately in the fire water ring area close to the
hydrant.

5.8 Hydrants
Hydrants shall be readily accessible from roads and be located in such a way that
possible damage by road traffic will be minimized and it shall be at a space of 80
meter to each other round the facility.

6.0 EXTINGUISHERS
6.1 Fixed Fire Extinguishing Systems
Fixed systems designed to extinguish fires shall be provided typically:

 Sprinkler systems for storage tanks, and loading and unloading gantry.
 The design and installation of fixed water spray systems shall conform to
NFPA 15.
6.2 Portable and Mobile Fire Fighting Equipment
One Hose cabinet containing firefighting equipment for use with hydrants shall be
located adjacent to hydrants or group of hydrants. The equipment contained shall be
sufficient to allow two hydrants hose streams to be operated and shall be typically:

 2 off 30m of 1 ½” collapsible hose.


 2 off jet/fog/off nozzles.
 Quick connections system.
 Adapters and wrenches.
Extinguisher shall be located at clearly visible locations on the way to/from likely fire
areas and enclosures. Hand portable extinguishers shall be located in boxes outside
areas and on wall brackets/hooks in enclosed areas.

CO2 Extinguishers shall be provided as a minimum in the following:

 Admin/Utility building
 Customer service
 Tank Farm Area
 Product Pump house
 Fire water pump house
 Switch gear room
 Workshop/storage
 Canteen
 Fire Truck Terminal

All portable fire extinguishers shall be of cartridge or stored pressure type, designed
for controlled discharge capability.

6.3 Foam system


A foam system consists of water supply, foam concentrate supply, proportioning
equipment, piping system, foam makers, and discharge devices designed to distribute
foam effectively over the hazard.

The water supply to foam systems is fresh from water tanks and of suitable quality to
prevent adverse effects on foam formation or foam stability. There will be supply from
foam tank to each storage tank, loading and unloading gantry.

Annually, all foam systems shall be thoroughly inspected and checked for proper
operation. The inspection shall include performance evaluation of the foam
concentrate or premix solution quality or both. Test results that deviate more than 10
percent from those recorded in acceptance testing shall be discussed immediately
with the manufacturer.

A foam system will extinguish a flammable liquid fire if operated within the proper
ranges of solution pressure and concentration and at sufficient discharge density per
square feet (square meters) of protected surface. The acceptance test of a foam
system should ascertain the following;

 All foam-producing devices are operating at system design pressure and at


system design foam solution concentration.
 Laboratory-type tests should be conducted, to determine that water quality
and foam liquid are compatible.
It is recommended that the design of any top pouring system for total coverage
complies with the guidelines given in NFPA 11 as approved by selected manufacturer.
Each tank shall have a sump or other means to prevent clogging of the foam
concentrate suction pipe in the event of sedimentation.

7.0 SAFETY SHOWERS AND EYE BATHS


Safety Shower and eyewash stations throughout the facilities shall comply with the
design limits defined in ANSI Z358.1-1998. The drawings and specifications to verify
that the hazardous areas that require the installation of an eye wash and shower are
incorporated into the design and identified to the Company. The methodology used
to determine the requirements for safety showers and eyewash at the facilities are as
follows:

 Engineering drawings review to determine the locations of eye wash and


safety showers and equipment that may affect this portion of the project.

8.0 PERSONNEL SAFETY AND PLANT SECURITY


8.1 Personnel Safety Equipment
 A stretcher, blanket and first aid box shall be provided in the office building.
 Safety signs and notices shall be provided throughout the facilities in
accordance with recognized codes and standards.
 Walkways across pipes and working platforms on vessels and equipment shall
be provided with non-slip surfaces.
 PPE shall be provided to personnel by the Company.
