Decision making

As a engineer, make a the best decision is very important thing need to handle because it is about
the impact that will be face in the future either it become better impact for safety, health and
environment or getting worst. The decision need to make regarding this conflict between the
Regulation of Professional Conduct and commercial in order to overcome this issue. There are
some decision or plan that can be consider in order to solve this issue which follow the regulation.

Based on the Occupational, safety and Health Act 1994 and Environmental Quality Act
1974 and heavy machine which is Factories and Machinery Act 1967, employer and employee
have obligation to ensure safety and health at workplaces ant not causing environmental problems.
However, fines and imprisonment will be impose to them who offended the act. Firstly, the
engineer need to report, discuss and advise to the employer and employee regarding this issue and
stop the work for a stipulated period. Due to the benefits or workers and public from HSE aspects,
the recommendation for ceasing this project activities is also necessary.

Besides, plan for the repair or rectify the problem within the schedule. The stop period will
provide the full access of all relevant personnel and measurement to repair this problems. If the
machine have problems, it shall be replaced or repaired. If the working condition is not good and
safe enough, the place shall be cleaned and arranged correctly. If it is about HSE matters, assign
the experts one to modify the work flow involvement and briefing to all personnel. Training and
competence staff also need to provide.

Lastly, during the stop work and repairing work on going, planning and schedule to catch
the project and production activities need to be carried out that cover all aspects after the repair
work is done. The planning include the order and delivery of materials, sourcing suitable tools,
machines and technology to carry work in an efficient and speedy ways, training of staffs to be
more skillful and employment of additional manpower. The current encountered difficulties can
be informed to and discussed with clients. This is to show our sincerity and commitment to them
for quality excellence and to safeguard their interest too. Benefit of all parties will be affected if
HSE matters are not taken as priority.
