This Ministry proposes to enter into annual contract for Comprehensive Annual
Maintenance Contract (CAMC) for approximately 404 UPSs installed in its offices
and residence of its Officers for which sealed bids are invited from reputed
Firms/Companies based in Delhi.
4. The Technical Bids will be opened on 21.01.2020 at 12:00 hrs in Room No.207-
C in the presence of duly constituted Tender Committee and representatives of
the firms who may like to be present. The Financial Bids of technically accepted
firms will be opened on a later date.
5. The Bids should remain valid for 90 days from the date of opening of Technical
Bids.
6. The Ministry reserves the right to accept / cancel / reject any Bid without
assigning any reason thereof.

Annexure-I
1. Sealed quotations are invited in a two bid system Technical Bid (Annexure-11)
and Financial Bid (Annexure-111) separately as per Terms & Conditions given
below.
2. Both the "Technical Bid" and "Financial Bid" should be put in separate envelop
super scribed as 'Technical Bid' and 'Financial Bid' respectively, and sealed
separately. Both the bids in separate sealed envelopes should be put in a single
sealed cover super scribed "Tender for Comprehensive Annual Maintenance of
UPSs in Ministry of Housing and Urban Affairs, Nirman Bhavan, New Delhi"
to be opened on 21.01.2020.
3. The bid envelop should be addressed to Under Secretary (GA), Ministry of
Housing and Urban Affairs, Room No.207-C, Ministry of Housing and Urban
Affairs, Nirman Bhavan, New Delhi:110011 submitted latest by 20.01.2020
through post or be dropped in the Tender Box by 20.01.2020 on or before 12:00
hrs.
4. Bids received after stipulated date and time shall not be entertained. Tenders
may be submitted by Registered Post or by hand in Person. However, any delay
on this account shall not be accepted as a reason for exception. Bids received
after due date, those received without separate sealed cover of financial bid or
rates not quoted in specified proforma will not be accepted. The Technical bids
will be opened on 21.01.2020 at 12:00 hrs. in the presence of Tender Committee
and the tenderers or their representatives who may like to be present. Financial
bids of only those firms who qualify in the technical bid will be opened on a date
fixed subsequently.
5. Incomplete or conditional tenders will not be entertained.
6. The tenderers should deposit an EMD amounting to Rs. 10,000/- through a
Bankers cheque/ demand draft on any commercial bank in Delhi drawn in
favour of Pay and Accounts Officer (Sectt.), Ministry of Housing and Urban
Affairs, New Delhi payable at New Delhi along with the technical bid. Quotation
received without earnest money or if the earnest money is wrongly addressed,
the same would be liable to be rejected.
7. EMD of unsuccessful bidders will be returned without interest within 15 days of
finalization of the contract.
8. The successful bidder will have to execute an Agreement (Annexure-IV) and
required to deposit performance guarantee of Rs. 12,000/- (Rupees Twelve
thousand only) with the Ministry in prescribed form drawn in favour of Pay
and Accounts Officer (Sectt.), Ministry of Housing and Urban Affairs, New
Delhi payable at New Delhi. The Performance Guarantee deposit will be
refunded after successful completion of the contract after adjustment of pending
dues liable to be paid by the firm, if any. The security deposit will be forfeited if
during the period of contract, the services of contract agency are found to be
unsatisfactory in any respect. The earnest money/ security shall bear no interest.
9. Technical bid in prescribed format (Annexure-II) must accompany the complete
profile of the firm as given below:-
10. The other terms and conditions for awarding the AMC shall be as under:-
I. The contract will be valid for a period of one year. However, the contract may be
terminated prematurely at the discretion of the Ministry.
II. The AMC for UPSs shall be comprehensive in nature and shall include
replacement of batteries and all parts. The rate should be quoted per UPS
including replacement of batteries of reputed brand for one year as per the
enclosed proforma.
III. The quantity of UPSs under the period of AMC could be subject to variation, in
which case, the payments would be calculated and made on a pro-rata basis.
However, new UPSs purchased from time to time, after the expiry of
warranty/ guarantee period, will also have to be serviced/ maintained at the
same terms and conditions, and the AMC has also to be done at the same terms
and conditions for these new UPS. This Ministry reserves the right to
add/remove any item from AMC during the contract period.
IV. The rates quoted will remain in force during the validity of the contract. No
demand for revision of rate on any account shall be entertained during the
contract period.
V. The awardee shall depute atleast one skilled person to this office for attending to
breakdowns. Such person should be equipped with mobile phone to ensure his
availability.
VI. The firm will prepare and maintain a log book for the machines to be taken
under AMC.
VII. The firm would take up any reported fault within one hour. As far as possible,
the repairs would be carried out on site itself. However, in case, the equipment is
taken to the workshop, the firm would provide stand-by equipment for the same.
VIII. If any UPS is not repaired within two working days or if the firm fails to provide
a stand-by, then a penalty of Rs. 200/- (Rupees two hundred only) per day or
part thereof will be charged for delay beyond the two days till such time the UPS
is repaired.
IX. The UPS are installed in Ministry of Housing and Urban Affairs in Nirman
Bhawan and few at other locations like Vigyan Bhawan, LP. Estates and
residence offices of Hon'ble Minister (HUA) and residence of senior officers etc.
On receipt of complaints, onsite repairs should be carried out immediately. In
case the UPS is required to be taken outside the premises for repair, the freight/
transportation charges will be borne by the firm. No extra charges will however,
be payable on this account.
X. It may also be noted in case of contractor backing out in midstream without any
explicit consent of this Office, he will be liable to recovery at higher rates, vis-a-
vis those contracted with it, which may have to be incurred by this Office of
maintenance of UPSs for the balance period of contract through alternative
means.
XL No advance payment in any case would be made. However, quarterly payment
after satisfactory completion of each quarter would be made. A service certificate
on individual UPS should be submitted alongwith the Bill.
XII. Ministry of HUA reserves the right to terminate the contract at any time without
assigning any reason. In this respect, the competent authority also reserves the
right to reject any quotation in whole or in part without assigning any reason
thereof.
