REPORT / FINDINGS

I. ADMINISTRATIVE SYSTEMS AND PROCEDURES

All the local unit of the government together with the barangay requires regular
assessment. One of these is the role of administrative procedures that the Sangguniang
Barangay is using and how to govern the barangay as a whole. All the barangay obligations will
be easier if what the rules is demanding for will be provided. Satisfactory and complete facilities
will be as well needed in order to offer sound public service.

In line with this matter, we will evaluate several indicators to be an effective barangay in
this portion. Meanwhile, 2 divisions must be considered – Organizational Development and
Barangay Administration.

Organizational Development

The aspects of developing the organization must be observed to know the strengths
and weaknesses of the system in governing the barangay. The strength measures indicate
good governance and the weakness is due to the limitations from normal administering the
barangay.

In 25 indicators, 13 were conducted by the Barangay. This is 52% done; Mandatory


Appointive Positions Filled-up; Presence of barangay hall, attendance to trainings & other
related activities. The other measures lacked therefore needed to be provided for effective
barangay governance.

Barangay Administration

Barangay Administration is one of the most sensitive things to do for it handles day-
to-day transactions for people. Enclosed here is the fast response for certifications that
they need because most of the time, these service must be done urgently. It also contains
the effective data management for resolutions.

II. LEGISLATIVE SERVICES

To set rules is one of the important things that should be given attention in any local
government. This is the key to effective implementation of rules that aim for better
governance and for developing a government.

Development Legislation

It is a significant task of the Sangguniang Barangay to carry out ordinance and


resolution. This is known as legislation. To make effectual ordinance of barangay,
structure and methods about this concern are needed. If there is no systematic guidance
for all ordinance made, it will be difficult to put into effect. Therefore, a system of
recording and categorizing ordinance and resolutions are essential.

III. EXTENT OF COMMUNITY PARTICIPATION

The participation of the citizens in regulating the barangay is very vital for them to
express their opinions and goals for barangay progress. Because of this, the outlining of
the plans and legislation become more effectual, satisfactory at appropriate to Code of
Local Government (RA 7160).
Citizens’ Participation

Citizens’ participation is important aspect in governing. This shows that the real
power is in the citizens. That is why this must be given concentration.

hearings are important to communicate and comprehend with the citizens for them to
express opinions and perspectives for the better organization.

Transparency

The trust to every citizen must always be considered. The citizens must have
enough knowledge and it will only be possible if we will open to all transactions and tasks
in the barangay.

IV. SOCIAL SERVICES

The Barangay, as the smallest political unit of the country has a very important
obligation for citizens. This is to put into effect services that could help the society as
stated in the Code of Local Government (RA 7160).

In this study, 3 aspects are considered that contains measures to help the barangay
know if they whether carry out or not their programs, projects and tasks that fits the
code. The 3 aspects to be remembered are the following: (1) Health and Nutrition; (2)
Education, Culture, and Sports; (3) Peace, Security and Disaster Preparedness.

Health and Nutrition

A healthy community is a sign of prosperity. This philosophy is perhaps one of the


reasons why the government officials give importance to Health and Nutrition. Though the
Local Government like the Municipal or City Government has responsilbilities that apply
programs and projects for Health and Nutrition, the Barangay is also obligated to handle
undertakings concerning this matter.

Education and Culture

To offer programs and projects that aim to give knowledge to children and adults,
and enriching the culture programs are also the barangay’s role.

Peace, Security and Disaster Preparedness

Every Local Government whether it is Provincial, City, Municipal, or Barangay must


sustain the peace and safety of the residents. The preparedness to any disaster is as well a
challenging commitment of officials.

In the 7 indicators were accomplished by the barangay. It needs to be well organized


to maintain peace and order in the barangay.

V. ECONOMIC DEVELOPMENT

A progressive economy in the barangay offers its inhabitants a better living whether
official or not, through the programs that can be sources of income, employment, and
other opportunities.
Entrepreneurship, Business and Industry Promotion

Promoting trade and local industry is one of the properties that a barangay should
focus on. This is where we can measure the skills and preparedness of community to accept
investors and industries.

According to indicators listed in the Data Capture from BGPMS, these are the

One of the primary phases that contribute a lot to economy of the local government
is the agriculture and fisheries. These are the data in accordance to agriculture and

VI. ENVIRONMENTAL WASTE MANAGEMENT

It is stated in Republic Act 7160 or the Local Government Code of 1991 that the units
of local government must protect the rights of every citizen in balanced ecology. Due to this,
BGPMS include the Environmental Management aspects as one of the Performance area
where 1) Natural Resources Management and 2) Waste Management are involved.
Natural Resources Management

Managing the natural resorces is one of the local government’s concerns. In this
portion, the barangay implement the following:

Waste Management

The Republic Act No. 9003 states that the local government is the one who has the
primary responsibility to pursue the provision of rules in their residence. The collection
and segregation of the biodegradable, compostable, and reusable wastes are needed to be
done in the barangay.

Out of 7 indicators, 5 were practiced by the barangay. The rule for waste
management must be applied.
ANALYSIS
After checking and filling up the data or Performance Sate of Barangay Governance
reports, there were some performance areas that are still ineffective and inefficient in the
performance of duties by barangay personnel due to:

Lack of land-held radio, photocopying machine, and other disaster equipment.

None existence of livelihood & cooperatives that provide income generating projects
and financial assistance to uplift to the living condition of the people.

Ongoing solid waste management plan, no implemented waste segregation and


volume control & none presence of material recovery facility.

Therefore conclude that the (GAPS) in the different areas must have an alternative
action.
ALTERNATIVE ACTIONS

These are the recommendations/advices of the BGPMS Committee that are needed to
be put in practice by the Barangay at certain period. It also asserts the skills needed to
provide the factors to strengthen the organization.

Alternative Actions/Recommendations;

The absence in every aspect in governance is needed to be filled for intelligent


barangay administering.

There must be enough funds for patrol car and communication devices for faster
response in times of crimes and disasters.

It is a must to have public hearings and consultations to convey the citizens and let
them express their opinions and objectives for barangay progress.

The program for health and nutrition is essential as well; Projects for the youth
must also be strictly observed in order to prevent them from using any drugs.

In order to have an effective & efficient service delivery, the barangay personnel
must equip w/ update knowledge and procedure regarding local administration and fiscal
mgt. by conducting seminars/ workshops, trainings. Barangay should provide additional
chairs, conference table, and office & disaster equipment, patrolcar/service vehicle. Strict
enforcement of the approved Barangay Tax Ordinance to generate more income. Provision
of Botika sa Barangay and Public Comfort Room are necessary in the barangay. Provide
affordable but quality Education, Adequate Health and Sports Development Program,
better opportunities for campaign on waste segregation, Provision for an appropriate area
for Waste Disposal (MRF). Sannguniang Barangay should plan; formulate a resolution,
ordinances for the materialization of the said (GAPS) programs/projects.

The assigned officials in their respective committees must be well organized to


serve accurately and maintain peace and order. The Sangguniang Barangagy is responsible
for making the community progressive.
