LEGAL MANDATE:
The passage of R.A. 7160 otherwise known as the Local Government Code of 1991, was
meant to institutionalize democracy at the local levels of the government. The need of a new
order wherein the growth of LGU’s is the ultimate priority was institutionalized when the LGC
became a law. The challenge of every LGU like Calapan City is to nurture this need to ensure
that this Code will translate into measurable and successful programs supported by legislation.
Local Legislation is now more pronounced than ever before, with the promulgation of
RA 7160. In a broad sense the professional competence and diligence of Calapan City’s
legislative, their staff ably supported by the Office of the SP Secretariat is the key that will
unlocked the implementation of this law, through legislative procedures.
The Calapan City Government’s Legislative Branch in its attempt to fully realized its
Vision and Mission intends to optimize its functions and is a believer in the power of man to
analyze and diagnose its unique situation. It follows the principle that effective and efficient
legislation can pave the way for “Excellence in Local Governance”.
The Sangguniang Panlungsod is the law making body of Calapan City. It enacts
ordinances, approved resolutions and appropriate funds for the welfare of the City and its
constituents. The Office of the Sangguniang Panlungsod Secretary provides secretariat in support
to the City Council
The SP as a Legislative Body of the City stands at the center of local governance and
through it flows the authority of the governed, thereby empowering the Sanggunian to be able to
act decisively in furtherance of social order and human developemnt objectives.
As the Legislative Branch of the City Government of Calapan, the SP acts through four
(4) basic mechanisms namely:

A group called Mindoro Movement for
Meaningful Change presented a video to
support their resolution entitled, Resolution
recommending the naming of Caluangan
Lake into “Calapan Lake”, where in the
group submitted it to the the City Council
for proper action.
A total of 305 referrals were addressed and acted upon by the 23 Standing Committees of
the Sangguniang Panlungsod through a Legislative Procedures conducted for 2016.
