Role Responsibility

o Planning, co-ordination, control of all aspects (scope, time,

budget, quality, risk and benefits) of the project from start to
completion;
o Making and following up on routine plans and schedules

areas and other project stakeholders
o Contract administration to ensure results are delivered in
accordance to the contract;

o Construction management and supervision of the electrical
engineering related contract works right from review and

design, construction supervision, witnessing all soil

all tests for equipment plinths, participating in FATs of steel
structures, witnessing all civil engineering related site tests,
participating in final tests and commissioning of the plant and
equipment.
o Supervising the contractor’s survey-related activities
pertaining to the line route and substation site;
Project Surveyor
o Preparation of any desired line adjustments to optimize the
line route design and minimize disputes and negative impacts.
o Preparing project financial reports and reconciliations;
o Coordinating activities of Projects accounts section with line
Project Accountant
Departments, GoU Ministries and Agencies (MoFPED,
MEMD, URA) & Contractors
o Initiating the project, preparing technical proposals and
project profiles;
Planning Engineer
o Monitoring project implementation to ensure conformity with
Terms of Reference and technical specifications.
o Participating in design and preparation of technical
Communication Engineer specifications;
o Evaluation of bids during procurement of contractor;
 Role Responsibility
o Review of contractor designs for communication equipment
and offering of technical expertise during project
implementation;
o Participating in configuration and commissioning of
communications equipment.
o Participating in design and preparation of technical
specifications;
o Evaluation of bids during procurement of contractor;
o Review of contractor designs for equipment and offering of
Protection Engineer
technical expertise during project implementation;
o Witnessing tests by contractors on all new and modified
protection and telecommunications equipment and
participating in commissioning of plant and equipment.
o Coordinating interface of new plant to UETCL Control
system;
Control Engineer
o Coordinating and supervising switching in of new plant during
commissioning
o Drafting, reviewing and advising on contracts;
o Providing legal support in the acquisition of ROW/
Legal Officer Wayleaves;
o Providing advice on any legal issues that may arise during
project life cycle.
o Responsible for selection, sourcing, negotiations, and overall

o Providing IT support to PMU;
IT Support
o Testing and evaluating new IT equipment installations
o Ensuring proper planning of environmental and
mainstreaming implementation of project environmental
aspects.
Environment Specialist
o Ensuring that the required Health, Safety and Environmental
(HSE) management plans are developed and implemented in
timely manner during the course of the project.
o Operationalizing the safeguard monitoring plan, monitoring
implementation of the environmental and social mitigation
measures
Safeguards Specialist o Implementing the Resettlement Action Plan (RAP), Social
Risk Management Plan (SRMP), Gender Mainstreaming Plan
(GMP), Community Engagement Plan and the Community
Development Action Plan (CDAP).
 Role Responsibility
o Implementing socio-economic aspects of the project
RAP Implementation Team pertaining to compensation and resettlement of Project
Affected Persons (PAPs)
o Designing, coordinating and implementing M&E activities of
the project;
Monitoring and Evaluation o Preparing quarterly/annual reports on project progress and
Engineer/Officer monitoring the project activities on a regular basis;
o Maintaining M&E system of the project and collection and
analysis of different data in relation to project activities.
