i. Without prejudice to the outcome of pending/ new disciplinary cases, if any, & that punishment pertaining to
the period of lower post shall continue to have its effect during the higher post on promotion,
ii. Without prejudice to the outcome of the Court Cases/ Civil Writ Petitions which might be going on in any
Lower Court/ High Court/ Supreme Court and that the decision of any such Court case shall be applicable to
him/her/them.
iii. Under Regulations 10.1 (a) & (b) of Erstwhile PSEB Service of Engineers (Elect.) Regulation, 1965.
iv. Subject to condition that they shall be on probation for a period of one year as per Regulation 13 of
Erstwhile PSEB Service of Engineers (Elect.) Regulation, 1965.
v. On the basis of disciplinary cases report received from their respective offices & if any new case (s)
thereafter has been instituted, the decision of which affects the promotion then the official shall be liable to be
reverted without any notice etc. as per instructions circulated vide memo No. 110682/ 111402 dt: 30.08.04.
The controlling/relieving authority are also directed to ensure that the official (s) promoted are to be relieved
after ensuring that no FIR or CS is pending against them & that there is nothing which adversely affects the
promotion(s) & they may be allowed to join at their new assignment only after clearance.
vi. As per instructions circulated vide this office Memo No. 192877/ 194427/ Eng./ G-212/ Vol. 8/ Loose dated
22.10.1993 further clarified vide UO No. 47222/ ENG/ G-212 dated 07.07.1995 and Memo. No. 139998/
141648/ ENG/ G-212/ Vol-8/ Loose dated 23.10.1998. So if, any of the official(s) promoted vide this order, fails
to join on promotion at proposed posting station within one month, his /her/their promotion will be automatically
considered as foregone without any notice.
vii. Subject to condition that on promotion he/ she/ they shall not be entitled to seniority as AE/ Elect.
respectively, over those who are otherwise senior to him/ her/ them but whose cases are not complete for want
of certain formalities and the sequence of order may not be considered as seniority.
viii. Subject to condition that he/she/they shall submit return of movable/ immovable property, debits and other
liabilities on the prescribed form as required under Regulation 19 (1) (i) of the erstwhile PSEB Employees

 Conduct Regulation, 1971 to the Controlling Officer who shall forward the same to the Secret (Gaz.), Patiala.
3. The officer(s) promoted as Offg. AE/Elect. vide this office order would have continued to work as JE -1/
AAE/ Elect. had he/ they not been promoted as AE/ Elect.
4. The promotion of the officer at Sr. No. 2 & 3 has been made on reservation basis (meant for SC Category
officers) subject to the final outcome of SLP No. 30621/ 2011 [Jarnail Singh & Ors. Vs. Lachhmi Narain gupta
& Ors.] & other connected SLPs in this regard.
5. In case, if any of the officer/ official promoted as Offg. AE/Elect. vide this office order does not join at his/
her new station of posting within the stipulated period, his/ her pay should not be released.
6. The posting and transfer orders of Er. CHETAN GARG AEE (EmpID 109274) appearing at Sr. No. 17 in
O/o No. 209/23-NOV-19 are hereby cancelled.
7. The compliance of this/ these order(s) by the above officer(s)/ official(s) may be made latest by 09.12.2019.
