1. Confirmations of the Minutes of the 27th meeting of the Joint Co-ordination Committee of IPPs granted LTA in SR held on
25.06.2019 were circulated vide letter ref. no. C/CTU/SR/OA/27JCC dated 02.09.2019.

2. All those generation projects that have achieved COD and their respective dedicated transmission lines have also been
commissioned, may not be required to attend JCC as the coordination work has already been over. Therefore they are not being
called for further JCC meetings (Details of all such generation projects as per Table T1).

3. The 27th Joint Co-ordination Committee meeting of generation projects in Southern Region was held at POWERGRID Office,
Gurgaon on 25th June, 2019. The list of participants of the meeting is enclosed at Annexure-I.

4. CGM (CTU-Plg) welcomed the participants of the 27 th JCC meeting and requested to take-up the agenda.

5. CTU informed that Minutes of the 26 th meeting of the Joint Co-ordination Committee of IPPs granted LTA in SR held on
25.03.2019 were circulated vide letter ref. no. C/CTU/SR/OA/26JCC dated 17.06.2019.

6. Representative of Suzlon Infrastructure Pvt. Ltd. (SIPL) stated that vide email dated 27.05.2019 they have forwarded
observations on the minutes stating that SPIL is a deemed Stage-I grantee in respect of Chandragiri, Kumarapuram and
Kadambur wind farms and they shall not be applying for the stage II connectivity and shall not avail the LTA for all the three
sites. SPIL has submitted that as per the minutes of the 26 th SR JCC, it has been mentioned that SPIL has not attended the
meeting after 21st JCC meeting held on 20.12.2017 and no update has been received. Accordingly it is requested that
remarks may be modified so as to reflect the correct regulatory position with respect to the above LTAs.

CTU representative stated that the JCC forum has been created for co-ordination purpose to attempt matching of generation
schedules with the associated transmission system. Further, all those generation projects that have achieved COD of total
capacity and their respective dedicated transmission lines have also been commissioned, are not called in the JCC meeting
as the coordination work has already been over. In the instant case, neither the generation nor the dedicated line has been
commissioned. Accordingly since there was no representative from Suzlon in the 25th SR JCC meeting, the status has been
correctly mentioned as “Not attended” in the minutes.

It was also informed that the transmission system to effect connectivity and LTA of all the three wind farms of SPIL has been
commissioned on 10.06.2018. Further as per the LTA agreement, CBG is liable to be encashed in case of adverse progress

of generation project or associated works. The matter was referred to CERC in Petition no. 18/MP/2018 with regard to
generators who have been granted LTA but have become deemed Stage-I connectivity grantee in terms of CERC Detailed
Procedure notified on 15.05.2018. However, no specific directions have been issued in the petition with respect to SPIL.

SPIL representative stated that they will approach Hon’ble Commission through petition for directions pertaining to status of
their LTA and treatment of CBG in respect of Chandragiri, Kumarapuram and Kadambur wind farms.

After deliberations, it was decided that the minutes of the 26 th meeting of the Joint Co-ordination Committee of IPPs granted
LTA in SR held on 25.03.2019 are confirmed as circulated and the regulatory aspects pertaining to SPIL may be recorded in
the present meeting.

7. It was re-iterated that JCC forum has been created for co-ordination purpose to attempt matching of generation schedules
with the associated transmission system, and accordingly, the information given by generation developers is being taken into
cognizance for co-ordination purpose which can be achieved only if the applicant/generation developers provide realistic
schedule & other status of generation project /dedicated line. However, for any substantial issue, it may kindly be submitted
to CTU, by clarifying the nature of issue to be dealt therein, as per the Regulatory framework.

8. It was also emphasized that Joint Coordination Committee meetings were institutionalized by the Central Electricity
Regulatory Commission to enable better coordination of generation and transmission projects in terms of the applicable
CERC Regulations, Detailed Procedure and BPTAs/LTAAs. It was also mentioned that the BPTAs/LTAAs executed with the
generation project developers/companies monitored hereunder provides that if any of the developers fail to construct/
complete/ commission the generating station/dedicated transmission line or makes an exit or abandons its project, then
POWERGRID shall have the right to collect the transmission charges and/or damages as the case may be in accordance
with the CERC Regulations, Orders etc. Further, as per the BPTAs/LTAAs, the construction phase bank guarantee submitted
by the project developers/LTA customers is also encashable in case of adverse progress/abandonment of individual
generations project(s)/unit(s) assessed during the Joint Coordination Committee meetings. It was also informed that in light
of a number of recent CERC orders, wherein the Hon’ble Commission has emphasized upon strict implementation of the
various Regulations, Procedures and statutory Agreements, CTU shall assess the progress of various generation projects
and take appropriate actions in terms of the applicable provisions/clauses of the Regulations/Procedure/Agreements.

9. CTU informed that recently in number of cases, generation developers have submitted online additional details in respect of
Connectivity (CON-4) only when the generation projects are on the verge of commissioning. Thus, a very short period of
time is available for processing and issuance of Connection Offer (CON-5) and subsequent signing of Connection
Agreement. As per the CERC Connectivity Regulations/ Detailed Procedure, 2009, the CON-4 details are to be furnished to
CTU at least 2 (two) years prior to physical interconnection which may be adhered to by all the applicants.

10. All information exchanged, discussions/decisions taken in the JCC meeting shall be subject to the CERC Regulations and
Detailed procedure made therein.

11. It was informed that some of the generation developers / applicants have been repetitively not attending the JCC Meetings.
All such generation developers / applicants were requested to attend the future meetings so as to have a better co-ordination
otherwise suitable action may be taken as per CERC Regulations/Detailed Procedure.

12. All those generation projects that have achieved COD of total capacity and their respective dedicated transmission lines
have also been commissioned may not be required to attend JCC meeting as the coordination work has already been over.
Therefore, they are not being called for further JCC meetings (Details of all such generation projects as per Table T1).

13. Regarding execution of TSA, it was informed that under the applicable provisions of CERC (Sharing of Inter State
Transmission Charges and Losses) Regulations, 2010 and CERC Orders pronounced thereupon, TSA notified under
Regulation 13 is the ‘default transmission agreement’ and mandatorily applies to all DICs.

14. It was clarified that in terms of the recent CERC Orders and directions, the liability to pay transmission charges shall
commence irrespective of opening of LC and signing of TSA. In default thereof, necessary action in terms of CERC
Regulations including curtailment of STOA may be taken. Regardless of the said CERC Orders, all DICs are duly bound to
establish payment security mechanism (LC) under Regulation 12 (8) of CERC (Sharing of Inter State Transmission Charges
and Losses) Regulations, 2010 to facilitate smooth transaction of power on LTA basis.

15. Further, it was also brought to the attention of all the participants that CERC has pronounced Order in Petition No.
229/RC/2015 wherein inter alia it has been re-emphasized that all Designated ISTS Customers (DICs) are bound to
establish payment security mechanism (LC) and pay transmission charges from the date of commissioning of associated
transmission system or scheduled date under BPTA, whichever is later. In case of default in payment of transmission
charges and/or maintaining LC, the DICs TSA shall be liable for termination/suspension and shall be disabled from
injecting/drawing to/ from the ISTS through any type of access.

16. It was also informed that the stage-II grantee covered under clause 9.2.2 of the Detailed Procedure for grant of Connectivity
to RE projects are required to achieve the milestones given in the clause 9.3.2 of the Procedure and submit the proof to CTU
within 9 months from date of grant of stage-II Connectivity failing which Stage-II Connectivity shall be revoked by the CTU.

The LTA customers were requested to update the progress of their generation projects, dedicated transmission system and the
deliberations are summarised below :
