1. The Government of India has received/has applied for/intends to apply for financing from the
World Bank toward the cost of the Andhra Pradesh Integrated Irrigation and Agriculture
Transformation Project (APIIATP) and intends to apply part of the proceeds toward eligible
payments under the contract for construction of works as detailed below.

2. Bidding will be conducted through national open competitive procurement using a Request
for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF
Borrowers, November 2017 (“Procurement Regulations”), and is open to all Bidders as
defined in the Procurement Regulations.

3. Bidders from India should, however, be registered with the Government of Andhra Pradesh or
other State Governments/Government of India, or State/Central Government Undertakings.
Bidders from India, who are not registered as above, on the date of bidding, can also
participate provided they get themselves registered by the time of contract signing, if they
become successful bidders.

4. The Superintending Engineer, Irrigation Circle, Srikakulam (Srikakulam District) now invites
sealed Bids from eligible Bidders for the construction of works detailed below in the table.
The bidders may submit bids for any or all of the works indicated therein. Bidders are advised
to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria
(Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract.
In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting
forth the World Bank’s policy on conflict of interest.

5. The bidding document (and additional copies) may be purchased by interested eligible
Bidders from the office of Superintending Engineer, Irrigation Circle, Srikakulam
(Srikakulam District) from 11.06.2018 to 10.07.2018 (dates) upon payment of a non-
refundable fee (three sets) as indicated in the table, in the form of cash or Demand Draft on
any Scheduled/Nationalized bank payable at (Srikakulam) in favour of PAO, W&P, Interested
bidders may obtain further information and inspect the bidding document at the same address
during office hours. Bidding document requested by mail will be dispatched by courier/speed
post on payment of an extra amount of Rs.1000/- the Superintending Engineer, Irrigation
Circle, Srikakulam (Srikakulam District) will not be held responsible for the postal delay if
any, in the delivery of the documents or non-receipt of the same.

 6. Bids must be delivered to the office of the Superintending Engineer, Irrigation Circle,
Srikakulam (Srikakulam District) on or before 15.00 hours on 11.07.2018 (Date) and will be
publicly opened on the same day at 15.30 hours, in the presence of the Bidders’ designated
representatives. If the office happens to be closed on the date of receipt of the bids as
specified, the bids will be received and opened on the next working day at the same time and
venue. Late Bids will be rejected.

7. All Bids must be accompanied by a Bid Security of the amount specified for the work in the
table below, drawn in favour of PAO, (W&P), Srikakulam (Srikakulam) Bid security will
have to be in any one of the forms as specified in the bidding document and shall have to be
valid for 45 days beyond the validity of the bid.

8. A pre-bid meeting will be held on 26.06.2018 at 11.00 hours at the office of Superintending
Engineer, Irrigation Circle, Srikakulam (Srikakulam District) to clarify the issues and to
answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of
‘Instructions to Bidders’ of the bidding document.
