We all know that special education is a programs designed for those

students who are mentally, physically, socially, and/or emotionally delayed.

And the inclusive education happens when children with and without
disabilities participate and learn together in the same classes. This two
programs needs a law that will assure that this two programs will become
effective and a law that will care for this program for me this programs is
great because sometimes the PWD (person with disabilities) ignored by
others and some of them can’t go to school because they afraid to be
bullied by others especially in inclusive education because they mix the
with and without disabilities person we all know that in our present time we
can’t avoid bullying specially in the Childs. For me the law that must be
promulgated in the Philippines is a law that will care this programs, like
Republic act 5250 an act that establishing a ten year training program
for teachers of special and exceptional children in the Philippines this
law established the teachers under the administration and supervision of
bureau of public school. This law is one of the important in the present time
because it’s correct that they trained very well the teachers to have a better
teachers that will take care the PWD when in class to have teachers that
has a long patience in their students. This act is important also because it
offer a scholarship for the teachers that will undergo in the ten years
training, I think one of the improvement in this law that we need to do is the
trainer of the the teachers is consist of a psychologist who has known in the
behaviour of the humans a guidance councilor to train them how to be calm
when the situations is not good. Another act is Republic act 7277 an act
providing for the rehabilitation, Self-development and self-reliance of
disabled person and their integration an act that is also known as
magna carta for disabled persons this act make the disabled person life
easy when you have visual impairment they give and equipment for you to
learn how to read. And if you are hearing impairment they give you an
interpreter and this law also aims to improve the existing facilities and they
expect when they pass this law is readily achievable means a goal can be
easily attained and carried out without much difficulty or expense. Another
law is republic 10627 or Anti Bullying Act this law protect person who
experience excessive bullying wherein they on the point that they are
depressed and have an anxiety because they experience bullying every
day and this is the role of this law. In inclusive education we can’t avoid the
bullying especially when it has a student who are very naughty and don’t
listen to any one bullying might happen in inclusive education that’s why
this law is applicable for this programs. Based on the content of this law
school personnel of public schools shall be subject to administrative
disciplinary proceeding under the rules of civil service or the department.
Under this act the schools shall perform this following conduct awareness-
raising programs with school-stakeholders in preventing and addressing
bullying, Ensure that the anti-bullying policy adopted by the school is
implemented, monitor all cases or incidents related to all reported cases of
bullying. On this law I think they need to improve it by giving a seminars for
all the teachers and all personnel and staffs to always check the student
and ask them if they okay and fine to reduce the numbers of bullied person
this improvement is very applicable and important to the inclusive
education where in the students there is very sensitive and can become
depressed in easy way specially when they get a bad comments and they
get hurt so that we must advice to the teachers in inclusive education to
always inform and always remind your student that PWD is very sensitive
and don’t give bad comments and that’s the anti-bullying act. This four law
is important in the two programs in our present time it must always come
on our mind that we are all equal there’s no high person and low person
though the person in our government has power but still they are person
like us even you have an disabilities we’re still equal we don’t need to
compare our self because we have our own beauty in our self and
sometimes the persons with disabilities has more talented than a normal
person that’s why normal person should not judge the persons with
disabilities. I remember the clip in the Facebook one PWD who don has a
hands but still he can draw it shows that even they have an disabilities
they still human they have a rights and we should respect them.
