INVITATION FOR PRE-QUALIFICATION

1. Applications are invited for prequalification of Original Equipment Manufacturers (OEMs)

for provisioning of Plants & Machinery and refurbishment of plant as per details given in
Para-2 below. After the completion of Pre-qualification process, Tender documents will be
issued to the successful pre-qualified firm(s) only. Application(s) must be submitted in
sealed envelope(s) at the following address upto 20-02-2020 at 1100 hrs:

“Bid Center (Rabita Hall), CR Section, C-04 Building,

POF Wah Cantt, PAKISTAN”

The applications will be opened at 1130 hrs on the same date.

Late applications shall not be accepted and shall be returned unopened.

2. Detail of the plant & machinery is as under: -

a) Procurement of RDX Nitration Plant alongwith all essential accessories,

(Qty. 01 No).

b) Procurement of RDX Plasticizing Machine alongwith all essential accessories,

(Qty. 01 No).

c) Refurbishment / Up-gradation of the existing TNT Plant

Involving following;

 Replacement of all corroded : Piping Network, Acid Tanks, Pumps, Sodium

Sulphite Furnace.

 Up-gradation of : Instrumentation and Control Systems, Fumes

Absorption system, TNT dust collection
System, Air Conditioning System.
 Major repairs of : Spent Acid storage Vats.

 Fabrication of : Spare Nitrators, Separators, Washers,

Coolers and Calorifier etc.

 Note:
i. Installation & commissioning and Final Acceptance Test of the plant & Machinery
mentioned above will be carried out under the supervision of OEM experts. The
buyer will provide the required number of technicians/ workforce for this purpose.

ii. After successful installation and commissioning, OEM will be responsible for
continuous/ round the clock (one week) operation of the plant and machinery for
confirmation of quantity and quality of the product(s).

3. The request must clearly state “Request for Pre-qualification Documents” for execution of
work mentioned at Para # 2 above.

4. POF reserves the right to conduct inspections of the completed / in hand projects of the
shortlisted firm(s) in order to physically verify the information provided in the pre-
qualification proposal. The firm(s) found having conveyed incorrect / erroneous information
and the firms performing unsatisfactorily on the inspected projects shall not be considered.

5. Applicants will be informed, in due course, of the final result of the evaluation of
applications.

6. Invitation to Bids shall be issued separately as per following to the successful prequalified
bidders only;

7. INSTRUCTIONS TO APPLICANTS

7.1 Submission of Applications

7.1.1 Applications for pre-qualification must be received in sealed envelope to be

delivered by hand or through registered mail / courier to;

“Bid Center (Rabita Hall), CR Section, C-04 Building, POF Wah Cantt,
PAKISTAN”

7.1.2 The name and mailing address of the Applicant shall be clearly marked on the
envelope.

7.1.3 The applications shall be prepared in the English language.

 7.1.4 The Applicants must respond to all questions and provide complete information as
advised in this document. Any lapse to provide essential information may result in
disqualification of the Applicant.

7.1.5 The Applicants may request clarifications (if any) through email / fax addressed to

Such query must be received in the as per above address at least five (05) working
days prior to Pre-qualification Proposal Submission Date. Queries received after
this time may not be responded.

8. QUALIFICATION CRITERIA

8.1 General

Pre-qualification will be based on the criteria given in succeeding paras regarding

the applicant’s Work Experience of relevant field, Personnel & Equipment / Plant
Capabilities, Financial Soundness & Confirmation of Export Licence. POF reserves
the right to waive minor deviations, if these don’t materially affect the capability of
an applicant to perform the requisite job. The applicant firms shall be evaluated in
the following categories and as per stated marks distribution:

Note:
The applicant must secure at least 70% score in each category. In every Category,
marks shall be awarded based upon the certain qualification parameters as stated

9. Bidders shall be required to update the financial, personnel and equipment information
used for prequalification at the time of submitting their bids, to confirm their continued
compliance with the qualification criteria and verification of the information provided at the
time of prequalification. A bid shall be rejected if the Applicant’s qualification thresholds
are no longer met at the time of bidding and the bidder’s prequalification shall be
discontinued till the firm again attains the qualification criteria.

10. POF reserves the right to:

i. Reject or accept any application; and

ii. Cancel the prequalification process and reject all applications.

11. EVALUATION CRITERIA:

Applicants meeting the requirements mentioned in Para 8 shall be considered for pre-
qualification.

Note: No compromise shall be made on the following:

i. Minimum requirements of 70% score in each category.

ii. Confirmation regarding availability of export permit from the respective government
for supply of such type of plants and machinery.
