Technical Solution
The solution proposed by us will comply with functional and technical requirements specified in
the terms of reference listed by DULB and in accordance with leading practices. Our offering
would be two different applications;
Phase - 0 (which is the pre-survey phase), and Phase - 1 and Phase - 2. The application for survey
data collection is developed in-house by our developers, will be installed in a handheld equipment
and can be conveniently used by the surveyors. The data collected from survey will be stored in
our hosted database. The online digital platform will be the second application that our in-house
team will develop with integration of data collected from survey, tax assessment unit, collection
unit, property tax analytics module and citizen services. Then we will host the final deliverables
on the cloud platform chosen by DULB.
1.1 Phase – 0 (Survey Application)
The survey process will be outsourced and the application used in the process will include geo-
tagging for geographic identification, door-to-door measurement of all properties, locality survey,
license survey and number of all the vacant plots, residential, commercial, institutional and
industrial building and gathering information of every individual property such as land owner, co-
owner, mailing and permanent address, house style or architecture and age of the building. This
application will be developed in the pre-survey phase and will be made available to the surveyors
through a handheld device. This application is made to ensure that all the data that is being
collected gets directly stored onto our databases and no data is available to the outsourced survey
firm to avoid data security breach.
The architecture of the proposed application design will include the following data fields for
inputs:
 Unique Property Identification (UPI) and QR Code -Will be generated automatically
 Property owner’s Name, Contact details and Permanent & Mailing Address
 Co-owner’s Name, Contact Number and Permanent & Mailing Address (if any)
 Latitude and Longitude Coordinates (equal to the number of corners, for e.g. if a property
has 5 corners then five such coordinates will be taken)
 Distance between Coordinates (equal to the number of corners, measured using a Laser
Distance Meter using Bosh GLM – 150C Laser
 Integrated Mapping API (to show the coordinates plotted)
 Vacant (Yes/No)
 Total Area of the plot
 Area constructed (Area where construction has actually happened)
 House style/ architecture
 Age of building
 Number of Rooms and Each Room’s Measurements
The major benefit for DULB that would be delivered by this application is that the measurements
would be accurate and enable us to deliver accurate geo-tagged properties in the format of a geo-
map that would show the property divisions on the map highlighted with the help of UPI. Secondly,
there will be no leakage of data to the third party involved as the entire data would be hosted on
our databases.
1.2 Phase – 1 & Phase 2 (Integrated Online Digital Platform)
The offering for this phase will be an Online Digital Platform integrated with survey data collected
using the Phase – 0 Survey Application Process. This Digital Platform will be hosted on the central
software application platform of Property Tax. The platform will integrate all the functionalities
and information from the Survey Database and will allow DULB to perform functions related to
Property Tax Management that can be used by DULB officials, staff, surveyors and collection
agents. The real time data will be backed up in .NET framework and will operate on MS SQL
Server as database, which would ensure compatibility with existing Property Tax Framework.
The design architecture of the Online Digital Platform will include:
 QR Code and UPI based search capabilities
 Geo-enabled Survey module with details of owner and co-owner
 Map with all the property area highlighted along with the UPI
 Tax assessment unit
 Collection unit
 Property Tax Analytics unit
 Citizen Services
 Database (with features like Edit, Search and Print options, which can be easily integrated
with the existing Property Tax Management System)
The advantage of the proposed solution is that DULB will not have to keep track of the UPI of the
property as the system will be integrated with a geo-map that will automatically highlight the
boundaries of the property and will mention the UPI of the property. DULB
officials/staff/surveyors/collection agents can use this map to get the entire details related to that
property by simply clicking on the highlight region. Integrating other modules with the survey data
collected will ensure accuracy of the information and in the case of different properties being
merged to create a single entity, the new entity will be treated as a single property.
This application will be then hosted on the Cloud Platform as decided by the DULB officials.
1.3 Point of Difference between our proposed solution and existing solutions
1. Existing solutions rely on a database-oriented approach in which a dashboard is integrated.
The drawback of this approach is that data will not get integrated automatically, DULB will
have to keep track of -which UPI corresponds to which property of which region. Our
proposed solutions eradicate this drawback by making use of a geo-map that offers a map with
all property region highlighted with UPI of the individual properties. Information about the
properties can be retrieved through a single click.
2. Our proposed solution offers a Data Collection Application function along with the
deliverable Digital Platform as a unit. This would not only integrate the data of existing geo-
tagged properties but would give DULB an application to seamlessly collect/update for the
properties that will be undergo any modification such as construction/or will merged into a
single property in the near future.
3. The updating task would become hassle free in the scenario of properties being merged into a
single entity, as officials would have to simply merge the area highlighted in the geo-map and
assign a single UPI to the new property.
4. For testing purposes we have devised a two-tier approach: first is a random sample of 100
property will be picked and measurements will be taken again to validate the data collected
through earlier survey was correct, second will be cross evaluation against existing data hosted
by the DULB department to check the accuracy and efficiency of the survey.
