Correa informed the August Council the newly enacted ordinances


which recently approved and was already reviewed by the Sangguniang Panlalawigan
namely:

1. Municipal Ordinance No. 2, Series of 2018, entitled “AN ORDINANCE


INSTITUTIONALIZING THE STA. MAGDALENA EMERGENCY RESPONSE TEAM (SM-ERT)
OF THE MUNICIPALITY OF STA. MAGDALENA, SORSOGON, PROVIDING FUNDS FOR ITS
OPERATION AND FOR OTHER PURPOSES” (Proponent: Hon. Norman G. Correa)

2. Municipal Ordinance No.3, Series of 2018 entitled “AN ORDINANCE REVISING


MUNICIPAL ORDINANCE NO.02, SERIES OF 2013 TITLED “AN ORDINANCE CREATING
THE STA. MAGDALENA MUNICIPAL COUNCIL FOR CULTURE AND THE ARTS, DEFINING
ITS COMPOSITION, POWERS AND FUNCTIONS AND PROVIDING FUNDS FOR ITS
OPERATIONS”, IN PURSUANT TO DEPARTMENT OF INTERIOR AND LOCAL
GOVERNMENT MEMORANDUM CIRCULAR NO. 2017-133, DATED SEPTEMBER 29, 2017.”

The Hon. Norman G. Correa, proponent of the said ordinances, highlighted Municipal
Ordinance No. 3 (creation of Culture and the Arts Council), requested from the
Honorable Chair, for an urgent action to fill up some personalities fitted to its mandated
composition pointing out their significant roles in enacting the three (3) pending
ordinances considering that this council is the proper recommending body to any related
resolution/ordinances related to culture and the arts and other related heritage
activities. The following pending ordinances are the following, to wit:

1. AN ORDINANCE NAMING THE NEWLY CONSTRUCTED MULTI- PURPOSE COVERED


BUILDING LOCATED INSIDE THE OLD PUBLIC AUDITORIUM, AT BARANGAY 3,
POBLACION, STA. MAGDALENA, SORSOGON AS “STA. MAGDALENA PEOPLE’S
MULTI-PURPOSE COVERED BUILDING (SMPMPCB)”.

2. AN ORDINANCE CONVERTING THE OLD MUNICIPAL HALL INTO “ MUNICIPAL LIBRARY


AND MUSEUM” OTHERWISE KNOWN AS THE “ NO TO DEMOLITION, YES TO
CONVERSION and RESTORATION ORDINANCE” AND FURTHER APPROPRIATING
THE AMOUNT OF ONE MILLION PESOS ( P1M), FUNDS TO BE TAKEN OUT FROM THE
20% MUNICIPAL DEVELOPMENT FUNDS FOR THE YEAR 2020 OR TO BE TAKEN OUT
FROM THE UNAPPROPRAITED FUNDS EXISTING IN THE MUNICIPAL TREASURY, BY
REVERSION OR OTHERWISE TO BE MADE AVAILABLE FOR THE RESTORATION AND
CONVERSION INCLUDING THE HIRING OF A REPUTABLE/WELL KOWN TECHNICAL
PERSONNEL TO MAKE RESEARCH STUDY AND PLANS TO EFFECT THE RESTORATION
AND CONVERSION OF THE SAME, AND FOR OTHER PURPOSES, SUBJECT TO ALL
LEGAL PROCUREMENT, AUDITING RULES AND PROCEDURES.

In furtherance, the Hon. Norman G. Correa moved for an MDC resolution recommending the
enactment of the above-mentioned ordinances, duly seconded by Mr. Mario “Toots” Fungo.
Hearing no objection from the floor, it was approved subject to final endorsement by the
Culture and the Arts Council.
