Introduction
Appraisal of academic and administrative staff is essential to maintaining
sustainable development of academic and administrative staff in the areas of
teaching, scholarship (research), administrative services and community service.
Appraisal can assist in identifying the rights and responsibilities of staff members
so that they can successfully fulfill these responsibilities and it gives them the
opportunity to comment on issues that would realistically improve their working
lives and promote the standards and growth of the institution. The process is
based on establishing a balanced professional relationship between the
appraiser and the appraisee in order to plan the activities of academic and
administrative staff members in the light of the Government strategy. The main
idea of the appraisal process stems from the premise that people are more
productive when they agree on what is expected of them and receive feedback
on their performance. The success of this process is essentially associated with
establishing a constructive dialogue between both parties of the appraisal
academic and administrative staff members and the appraiser. This can be a
valuable process for both the Government and academic and administrative staff
members as it improves communication channels between both sides.
General Objectives
1) Identify and document short and long term goals of academic and
administrative staff (appraisee); including any developmental needs.
2) Provide opportunities for sustainable development based on a positive and
constructive approach that helps to plan the activities of academic and
administrative staff members.
3) Identify specific objectives associated with specific tasks that are agreed
upon for a specific period.
4) Help focus on the allocation of staff development resources.
5) Assist in building bridges between academic and administrative staff work on
one hand, and the department, college and Government objectives on the
other.
6) Provide opportunities for discussion and feedback in order to identify
problems, obstacles, or difficulties that hinder progress and institution
development.
7) Ensure continuous performance evaluation based on fair criteria.
8) Provide records of activities and achievements of academic and
administrative staff.
9) The appraisal process is intended to promote professional development.
Policy
Appraisal will apply to all academic and administrative staff.
Appraisal should be conducted annually and triennially.
Academic and administrative staff members would report (Appraisal Report)
on past objectives, and future objectives and activities, any future
development programs and would have the opportunity to comment on
various issues that would improve the academic developments of the
department/college.
A meeting between the appraisee and an appraiser would be held to discuss
the Appraisal Report.

The deliberations of the appraisal (report and discussion) (should) would be
kept confidential.
A summary report on the strength of the department/college will be submitted
by the HoD/Principal to the Directorate. The HoD/Principal shall discuss the
summary report at the Directorate level meeting. As a byproduct of the
appraisal process, the summary reports would provide the Government with
key developmental indicators.
Directorate will receive from HoD/Principals responses as appropriate on their
feedback on department/college issues.
Procedure
1. The Appraisal process shall start in January every year and will be completed
in 8 weeks (from appraisal form filling to receiving responses)
2. A schedule of the appraisal process (filing of form, meeting, submission of
reports and responses) shall be published by the IQAC Coordinator in the
college web site.
3. Annual appraisals will be conducted for 2 consecutive years followed by a
triennial appraisal on the third year and then annual appraisals and so on.
4. The first annual appraisal will report on objectives and expected activities of
the coming year. Each following annual appraisal will report on the objectives
and activities of the previous year and the objectives and planned activities of
the coming one.
5. The triennial appraisal will report the objectives and activities of the previous
3 years and the objectives and planned activities of the coming 3 years.
6. The HoD will normally conduct meetings with appraisee. However, for large
departments the HoD will form an Appraisal Committee in the department.
7. At the end of the meeting, both the appraiser and appraisee will sign the
Appraisal Form.
8. HoD will submit a summary report on the state of academic status of
department to the Principal. The report will give quantitative and qualitative
information on teaching and learning, scholarship and service. The report
would also summarize the responses to any feedback from academic and
administrative staff on departmental/college issues.
9. The Principal/Superior officer would respond to the college/Directorate on
faculty feedback on academic/administrative issues.
10. The Department/College Board shall discuss issues that have arisen in the
appraisals, including responses from HoD to faculty feedback.
11. The Principal/Superior officer will submit to the Directorate an annual
professional development program for the academic and administrative staff
members.
12. The appraisal forms and discussion during the meeting will remain
confidential and should not be revealed to others without the permission of
the appraisee. However, the appraisal record may be made available to the
Principal/Superior officer wherever required.

Explanatory note for Tables II fa) and II (b)
All universtt1es I colleges will set up verifiable systems for the API related information
required in these tables within THREE months of notification of these regulations They will have
to be documented and collated annually by the Internal Quality Assessment cells (IQACs) of
the colleges for follow up by the college authorities. In order to facilitate this process, all
teachers shall submit the duly f1lled-m Performance Based Appraisal System (PBAS) proforma
to the IQAC annually
2. However. in order to remedy the difficulties of collecting retrospective information and to facilitate
the implementation of these regulations from 31-12-2008 in the CAS Promotion, the API based
PBAS will be progressively and prospectively rolled out
3 Accordingly, the PBAS based on the API scores of categories I and II as mentioned in these
tables is to
be implemented for one year, initially based on t h e existing systems in colleges for one year
only with the minimum average scores as depicted in Table II (a) and II (b) in rows I to Ill. This
annualized API scores can then be compounded progressively as and when the teacher
becomes eligible for CAS promotion to the next cadre. Thus, if a teacher is considered for
CAS promotion in 2010, one year API scores for 200910 alone will be required for
assessment. In case of a teacher being considered for CAS promotion in 2011, two years
average of API scores for these categories will be required for assessment and so on leading
progressively for the complete assessment period
4. As shown in Table II, the aggregate minimum API score required (given in row Ill) can be
earned from
any of the two broad categories, subject to the minimum prescribed in each category. This will
provide for due weightage to teachers who contribute additionally through any of the
components given in Categories
1 and II also for the differing nature of contributions possible in different
institutional settings
5. For Category Ill (research and academic contributions), maintenance of past record is done
on a normal basis by teachers and hence no difficulty is envisaged in applying the API scores
for this category for the entire assessment period. In this category, an aggregate minimum
score is required for promotion over each stage. Alternatively, a teacher should acquire the
required minimum aggregate score over two previous stages, taken together. In the case of
promotion to Professor. the publication requirement shall be met over the two previous stages.
6. Candidates should offer themselves for assessment for promotion, if they fulfill the minimum
API scores
indicated in Tables I and II, by submitting an application and the required profonma. They can
do so three months before the due date if they consider themselves eligible. Candidates
who do not consider themselves eligible, can also apply at a later date.
7. If however. on final assessment, candidates do not either fulfill the minimum criteria under
Rows Ill and IV of Tables II (B) or obtain less than 50% in the expert assessment. they will be
reassessed only after a minimum period of one year.
8 (a) If a candidate applies for promotion on completion of the minimum eligibility period and is
successful, the date of promotion will be deemed to be the minimum period of eligibility
(b) If however, the candidate finds that she I he fulfills the eligibilrty conditions at a late date
and applies
on that date and is successful, her I his promotion will be deemed to be from that date of
application
(c) If the candidate does not succeed in the first assessment, but succeeds in an eventual

Explanatory note for Tables II fa) and II (b)
1.All colleges wtll set up verifiable systems for the API related information
required in these tables within THREE months of notification of these
regulations They will have to be documented and collated annually by the
Internal Quality Assessment cells (IQACs) of the colleges for follow up by
the college authorities. In order to facilitate this process, all teachers shall
submit the duly f1lled-inPerformance Based Appraisal System (PBAS)
proforma to the IQAC annually
2. However. in order to remedy the difficulties of collecting retrospective
information and to facilitate the implementation of these regulations from 31-
12-2008 in the CAS Promotion, the API based PBAS will be progressively and
prospectively rolled out.
3 Accordingly, the PBAS based on the API scores of categories I and II as
mentioned in these tables is to be implemented for one year, initially based on
the existing systems in colleges for one year only with the minimum average
scores as depicted in Table II (b) in rows I to Ill. This annualized API scores
can then be compounded progressively as and when the teacher becomes
eligible for CAS promotion to the next cadre. Thus, if a teacher is considered
for CAS promotion in 2010, one year API scores for 2009-10 alone will be
required for assessment. In case of a teacher being considered for CAS
promotion in 2011, two years average of API scores for these categories will
be required for assessment and so on leading progressively for the complete
assessment period
4. As shown in Table II, the aggregate minimum API score required (given in
row Ill) can be earned from any of the two broad categories, subject to the
minimum prescribed in each category. This will provide for due weightage to
teachers who contribute additionally through any of the components given in
Categories and II also for the differing nature of contributions possible in
different institutional settings
5. For Category Ill (research and academic contributions), maintenance of past
record is done on a normal basis by teachers and hence no difficulty is
envisaged in applying the API scores for this category for the entire
assessment period. In this category, an aggregate minimum score is required
for promotion over each stage. Alternatively, a teacher should acquire the
required minimum aggregate score over two previous stages, taken together.
In the case of promotion to Professor. the publication requirement shall be
met over the two previous stages.
6. Candidates should offer themselves for assessment for promotion, if they
fulfill the minimum API scores indicated in Tables I and II, by submitting an
application and the required proforma. They can do so three months before the
due date if they consider themselves eligible. Candidates who do not
consider themselves eligible, can also apply at a later date.
7. If however. on final assessment, candidates do not either fulfill the minimum
criteria under Rows Ill and IV of Tables II (B) or obtain less than 50% in the
expert assessment. they will be reassessed only after a minimum period of one
year.
8 (a) If a candidate applies for promotion on completion of the minimum
eligibility period and is successful, the date of promotion will be deemed to be
the minimum period of eligibility
(b) If however, the candidate finds that she/he fulfils the eligibility conditions
at a late date and applies on that date and is successful, her/ his promotion will
be deemed to be from that date of application
(c) If the candidate does not succeed in the first assessment, but succeeds in
an eventual assessment, her I his promotion will be deemed to be from the later
date.

others who enter Stage 2, subsequent to this notification, the requirement of three publications, as defined in
these regulations, will be applicable.
