Banning the Import of Products containing Hydrochlorofluorocarbons (CSCS). _ antral 8666/FS/KIL/ETIWTL/ALMI November 2019 PROPOSED COMMERCIAL DEVELOPMENT AT NKIL 6505, KING LAM STREET, CHEUNG SHA WAN, KOWLOON FIRE SERVICES PACKAGE CONTRACT WORKS SECTION | - GENERAL REQUIREMENTS 1 General 1a ‘This Specification describes the standards, performance, materials, manufacture, supply, installation, testing, commissioning, operation and maintenance of all systems within the scope of this Package Contract. 112 The intent of this Package Contract is to provide for the completion in every detail of the Package Contract Works, and unless otherwise stated, the Package Contractor shall furnish all labour, superintendence, materials, tools, equipment, storage, permits, certificates, drawings, temporary works, inspection, testing and all accessories, auxiliaries and incidentals necessary to complete the Package Contract Works in a proper, safe, thorough and skillful manner to the satisfaction of the Architect. 12 Building Provisions 12.1 It shall be the Package Contractor’s responsibility to ensure that the Management Contractor is informed of all holes/openings and inserts required in the building structure, so that the Management Contractor will have sufficient time to co-ordinate the builder's work requirements of all Package Contractors and submit to the ‘Architect for approval. Where additional holes/openings are required after concrete has been poured, such holes shall be provided at the Package Contractor's expense, unless they are covered on a duly authorized basis by the Employer on an instruction issued by the Architect. The Package Contractor shall also be responsible to ensure that these holes/openings are correctly reserved and protected during construction. The Package Contractor shall supply and install all the sleeves before concreting works and be responsible for the clearance of holes/openings, sleeves and nails etc., after concreting works. 122 Infill and repairs around openings in the building structure for the passage of building services shall be carried out by the Package Contractor. Where pipes and services, pass through walls, floors, etc., (including floors in duct shafts) the Package Contractor shall provide pipe sleeves and fire rated/acoustic infill into the gap between the sleeves and pipe/services. 123 Concrete bases andior foundations required for the support or anchoring of equipment shall be provided by the Management Contractor, except where otherwise specified. ‘The Package Contractor shall provide the Management Contractor with the dimensions and locations for all bases to be provided or set in the building structure, The Package Contractor shall furnish the bolts to the Management Contractor for setting the bolts in position. Anchor bolts in concrete bases shall be securely fixed in position with template before concrete is poured. Templates shall be furnished by the Package Contractor. 124 All structural and supporting steelwork required for the installation of the Package Contract Works shall be supplied and fixed by the Package Contractor, except otherwise specified, 8666/FS/KILIETWTLIALMI November 2019 Me PROPOSED COMMERCIAL DEVELOPMENT AT NKIL 6505, KING LAM STREET, CHEUNG SHA WAN, KOWLOON FIRE SERVICES PACKAGE CONTRACT WORKS, 13 Limited Access 13.1 The Package Contractor shall note the limited access available in ceilings, pipe and duct shafts. 13.2 All services shall be installed in the correct sequence to ensure that they can be accommodated. Where works by other trades are to occupy the same pipe and duct shaft space, care must be taken to leave clear access for sequential or future provision of these services within the builder's work shafts, plant rooms and false ceilings, ete. 14 Climatic Conditi 14. ‘The Package Contractor is deemed to be familiar with climatic conditions prevailing in Hong Kong and to be aware of the high temperature (up to 40°C) and the high relative humidity (up to 99%) during summer and the contrasting low temperatures (down to 7°C) and low relative humidity experienced in winter. 142 ‘The Package Contractor in submitting a tender will be deemed to warrant that all, materials and items of equipment are suitable for continued use and/or operation in the various climatic conditions encountered. 1s Statutory Oblizations and Other Rewulations 15.1 ‘The Package Contract Works shall fully comply with all statutory obligations, ordinance and regulations together with any amendments made thereto as required by the following bodies :- - Buildings Department; - Environmental Protection Department; - Fire Services Department; - Drainage Services Department; Highways Department; = Power Supply Company; - Electrical & Mechanical Services Department; - Labour Department; = Water Supplies Department; = Food and Environmental Hygiene Department; Lands Department; and = any other local authorities having jurisdiction. 152 ‘The Package Contractor shall arrange for all submissions, liaisons and pay the cost of all statutory inspections and certificates. The payment to the Authorities shall be paid ‘well in advance so as to meet with the Management Contractor's Programme. 8666/FS/KILIET/WTLIALAL November 2019 2 PROPOSED COMMERCIAL DEVELOPMENT AT NKIL 65 KING LAM STREET, CHEUNG SHA WAN, KOWLOON FIRE SERVICES PACKAGE CONTRACT WORKS 16 16.2 Wd 172 18.1 1.8.2 183 184 18.5 1.8.6 18.7 Metric Units ‘The Package Contractor shall provide all information, drawings, manufacturer's data and materials in metric (S.1.) units and dimensions or include a conversion table which must be printed on or within data sheets produced by the manufacturers. Separate locally produced, e.g, "duplicated" typed conversions or conversion tables will not be acceptable. Notations Notations and symbols used throughout the tender documents are as listed on the abbreviations and symbols sheet of the Package Contract Drawings. All other notations used shall have their normally accepted meaning and where any doubt or ambiguity is found, the Package Contractor must seek clarification in writing from the Architect at the time of tender. Submissions Unless otherwise stated, all submissions to the Architect for approval must be made at the times stated in the various parts of this Specification, All submissions must be made early enough in the Package Contract to enable the Architect to fully check each item prior to giving approval. The Package Contractor shall ensure that submissions are made at least two months before any equipment is required to be ordered to meet the Management Contractor's Programme. The Package Contractor shall supply full drawings of all equipment to a scale suitable for the fullest understanding by the Architect of the design details, within the time required by the Architect that they may be incorporated into other elements of works and as instructed by the Architect, together with the fullest particulars and details of positions where power supply, water supply and drain point for any elements is required. The Package Contractor shall be responsible for ensuring that the Package Contract Works are carried out in strict accordance with the approved working drawings. A schedule of submissions for working drawings and equipment shall be submitted for checking within two weeks after award of the Package Contract. Drawings showing locations of structural openings for services shall be submitted for consideration at least one month prior to erection of formwork or reinforcement at the affected area. No claims for extensions of time or additional costs shall be entertained as a result of the Package Contractor's failure to make submissions in adequate time. 8666/FS/KILIETWTL ALIM November 2019 <3 PROPOSED COMMERCIAL DEVELOPMENT AT NKIL 6505, KING LAM STREET, CHEUNG SHA WAN, KOWLOON FIRE SERVICES PACKAGE CONTRACT WORKS 18.8 19 19.1 1.9.2 193 1.101 1.10.2 1.103 1.10.4 If, in the opinion of the Architect, the Package Contractor's failure to make his submissions in adequate time may result in a delay in the completion of the project as ‘a whole, then the Architect shall have the authority to instruct the Management Contractor to instruct the Package Contractor to order materials and or equipment from a source approved and nominated by the Architect at no increase to the Package Contract Sum. If the Package Contractor subsequently fails to place such orders within a period of two weeks from receipt of the Architect's instruction, then the Employer shall have the right at his sole discretion to order the materials and/or equipment directly from the manufacturer(s). The cost of all such orders, including freight, shipping, insurance, handling and administrative charges shall be deducted from the Package Contract Sum or recovered in any other method atthe discretion of the Employer. Sizes of Plant and Equipment ‘The Package Contractor shall be required to demonstrate that the duties required of the equipment by the Specification are attainable by the Package Contractor's proposed plant or equipment. Physical sizes of all plant and equipment are to be suitable for the spaces allocated for the accommodation of such plant and equipment, taking into account the requirement of access for delivery and operation and maintenance purposes, Before ordering equipment, the Package Contractor shall provide the Architect with full details of the weights of the equipment for purposes of determining floor loadings, ete, Makes and Types of Equipment ‘The Package Contract tender has been drawn up in such a manner as to allow firms tendering to submit proposals incorporating their particular types of equipment and installation techniques while at the same time ensuring that the building services installations comply fully with the basic requirements and fit into the Building, having regard to the architectural and planning requirements and to the provisions which are being arranged in the building structure for the accommodation of the Package Contract Works ‘The Employer reserves the right to reject any tender which disregards the basic requirements or intentions of this Package Contract, or which secks to vary the scope of the Package Contract Works, the Package Contract Conditions or any other requirements of the Tender Documents. In selecting makes and types of equipment, the Package Contractor shall ascertain that facilities for proper maintenance, repair and replacement can be provided without such a delay as could cause any inconvenience or loss to the Employer Within this Package Contract all equipment which is of a common nature shall be supplied from a single manufacturer. 8666/FS/KILIETIWTLIALAL November 2019 ae PROPOSED COMMERCIAL DEVELOPMENT AT NKIL 6505, KING LAM STREET, CHEUNG SHA WAN, KOWLOON FIRE SERVICES PACKAGE CONTRACT WORKS Mu Ml 12 13 lia 1s 116 ‘Shop Drawings The Package Contractor is to note that the Construction Drawings indicate the general design intent. The Package Contractor in conjunction with the Management Coniractor shall be responsible for the preparation and co-ordination of his working drawings with other trades and with the fabric and the building structure, and for the installation of all services in the correct sequence and position. All working drawings must be submitted to the Architect and his confirmation must be obtained that such drawings comply with design intent prior to execution of the respective installation works. The working drawings shall be based on the Package Contract Drawings and shall take into account any modification either to the building or to the installation which may have taken place during the course of the works and shall be correctly related to the details of the actual items of plant and equipment installed. The Package Contractor shall prepare all equipment schedules and all necessary wiring diagrams, including internal wiring diagrams for items of electrical equipment and diagrams showing the interconnections and interface between different equipment and services. Three copies of all such drawings, schedules, diagrams, shall be submitted to the Architect for approval before any work is commenced. After receiving written approval, twelve copies of all stamped approved drawings, schedules and USB Drive in Autodesk Rivet 2020 and AutoCAD version 2014 or above, shall be supplied by the Package Contractor, free of charge, for distribution. ‘The Package Contractor shall allow in his programme for amendment and/or resubmission of drawings, schedules and diagrams to the Architect and the duration shall include the time necessary for co-ordinating with the Management Contractor and other Package Contractors for the preparation of the aforesaid drawings, schedules and diagrams and the time required by the Architect for checking the same. The Architect shall endeavour to reply to the Contractor's Submissions within a period of 4 weeks. No claim will be entertained nor extension of time be granted arising out of any amendment or resubmission required. To assist the Package Contractor in the initial preparation of the working drawings, a set of architectural general plans and structural framing drawings will be provided after the award of the Package Contract. The Package Contractor shall be fully responsible for updating his working drawings based on any changes to the general plans which may from time to time be required, Checking of working drawings by the Architect shall not relieve the Package Contractor of his responsibility for the technical, dimensional and co-ordination content of the working drawings, in accordance with the Package Contract Drawings and Specification, and in compliance of all relevant standards, codes and ordinances whether referred to in this Specification or of a statutory nature ‘The Package Contractor shall coordinate with Management Contractor and pro\ necessary information and drawings (including AutoCAD file) for the preparation of Combined Services Drawings and Combined Builder Work Drawings for CSD / CBWD Package Contractor. 8666/FS/KILIETIWTL/ALI November 2019 -U5- PROPOSED COMMERCIAL DEVELOPMENT AT NKIL 6505, KING LAM STREET, CHEUNG SHA WAN, KOWLOON FIRE SERVICES PACKAGE CONTRACT WORKS. 12 1121 1.12.2 1.123 1.124 1.12.5 1.12.6 113.1 Builder's Work Drawings ‘The Package Contractor shall coordinate with Management Contractor, CSD / CBWD Package Contractor, other Package Contractors and submit to the Architect for approval and subsequent distribution as in Clause 1.11.3 drawings and/or schedules showing details for all builder's work required in connection with the installation of all services. In case where preliminary builder's work information has already been given on the Package Contract Drawings, such information is to be checked and verified by the Package Contractor for incorporation in his own drawings. It is the intention that all holes, inserts and chases shall be incorporated within the structural work as it proceeds and not cut out subsequently, except in so far as may be necessary due to subsequent authorized variations to the Package Contract Works. ‘The Package Contractor shall acquaint himself throughout the period of the Main Contract Works with the Management Contractor's detailed construction programme and shall prepare the builder's work drawings in such order and at such times as t0 enable them to be checked and approved and subsequently issued to the Management Contractor not less than four weeks before the actual construction is planned to take place. ‘No claims will be entertained in respect to additional holes, inserts and chases, that ‘may be required after the structure has been erected unless these are necessary due to authorized variations to the Package Contract Works, ‘The Package Contractor should note that openings shall be limited to the minimum size required to allow the passage of the ducts or pipe and the sleeves, unless otherwise agreed by the Architect Operation and Maintenance Manual At least four weeks before the Practical Completion of the Works, two sets of ‘Operation and Maintenance Manual (in English) shall be submitted to the Architect for review and approval. The Manual shall be bound in suitable hard covers, properly labelled and indexed; and shall contain, as a minimum, the following (properly ordered and indexed) in a form completed and agreed with the Architect. ‘The Operation and Maintenance Manual shall be prepared in accordance with B.S 4884, 8) Description of general and individual systems and equipment. b) Detail and frequency of maintenance (including replacement items). ©) List of spares including those recommended by the manufacturers. 4) Method of operation of all systems. ¢) Equipment schedules. 1) Catalogues and performance data on all items of equipment. 2) Method of maintaining and overhauling all equipment, bh) Name of local agent for equipment. Following approval, three (3) print copies and one (1) set of O&M Manual in ‘pd? format shall be submitted to the Architect before issuance of the Certificate of Practical Completion of the Main Contract. As-built Drawings As-built drawings shall be provided as specified for all equipment and systems incorporating all amendments made during the course of the Package Contract. During the preparation of working drawings, the Package Contractor shall liaise closely with the Management Contractor and other Building Services Package Contractors to ensure complete co-ordination of services. As-built drawings shall be developed, in AutoCAD version 2000 or above, throughout the installation programme and shall form a continuously updated record of the Package Contract Works installed. Drawings shall be prepared on the following metric scales :- Floor plans and sections : 1:100/1:50 Plantroom layouts and sections : 1:50/1:20 Details 1:20 At least four weeks before Practical Completion of the Works, three copies of all as-built drawings shall be submitted to the Architect for review and approval Following approval, three (3) print copies and one (1) set of USB Drive in both ‘AutoCAD” and ‘pdf? file of all as-built drawings shall be submitted to the Architect before issuance of the Certificate of Practical Completion of the Main Contract. "As-new" Condition At the time of handover of the Package Contract Works, the whole installation shall be in "as-new" condition. ‘The Package Contractor shall co-ordinate with the Management Contractor, during the course of the Package Contract, to protect all plant and equipment, and shall restore/repaint as necessary before completion of the Package Contract. 8666/FS/KILIET/WTL/ALIVL November 2019
