Guidelines

1. Training programmes, workshops, conferences to be conducted under Schedule Caste Sub-Plan


(SCSP)/Tribal Sub-Plan (TSP) on the following broad thematic areas:

I. Data Science, Big Data Analytics and Predictive Analytics


II. Machine Learning, Deep Learning, Artificial Intelligence, Advanced Communication Systems
III. Internet of Things, Sensor Networks, Robotics
IV. Cyber Security and Block Chain Technology

2. Following are broad categories under which financial support shall be provided for quality proposals to
SC/ST (Scheduled Caste/Scheduled Tribes) Principal Investigators (PI’s):

I. Conduction of national level Conferences/Workshops/Seminars/Brain Storming sessions etc. of


three days’ duration.
II. Training programmes: In-house Short term training Programmes for Faculty/UG/PG/Doctoral
students of two weeks’ duration.
III. Advanced/emerging technologies awareness programme at school level students. PI’s can
suggest new models, implementation and ideas so that maximum students could be covered
with minimal efforts. DST will evaluate all models and may pick up for implementation. Public
Private Partnership (PPP) model/State Government financial contribution is essential.

3. Project Investigator (PI) of the Project must belong to Schedule Caste (SC)/Schedule Tribe (ST).

4. Permanent position holding Academicians, Scientists, Technologists and other Practicing Researchers who
belong to SC/ST community and affiliated to recognised academic, research institutions and registered
scientific societies, State S&T Councils etc.

5. While conducting national level Conferences/Workshops/Seminars/Brain Storming programmes, PI/Host


Institute should ensure that maximum benefit will reach to the SC/ST community. Public Funded institutes
shall be given preference.

6. Under school awareness programme, preference will be given to proposals who can raise 25% of the total
cost from the State Govt./CSR etc.

7. All NGO’s/trusts etc. should have valid registration with NGO Darpan portal of NITI Aayog
(https://ngodarpan.gov.in).

8. All applicants should provide the University/Institute PFMS (Public Financial Management System) unique
code and mapped to SC/ST scheme of DST. If PFMS code is not available, please provide the bank account
details of the university/Institute be mapped to SC/ST Scheme.

9. For Private Funded Institutes/NGO’s, only one activity (Training /workshop /conference /awareness
programme) will be considered.

10. Please orient your proposal objective to a few specific outputs, which could be possible in a duration of 12
months to 18 months (max).

11. It may be ensured that the permanent registration number/ file number/ letter number (given by DST) and
title of the Proposal are quoted in all subsequent communications.
12. It is expected that PI and Co-PI will remain in the service of the Organization throughout the duration of the
proposal.

13. ICPS encourages multi-institutional consortium based networked proposals.

14. PI has to provide the following certificates along with the application form. Standard format is provided.

i. Certificate from PI (Annexure-1)


ii. Endorsement from the head of Institute (Annexure-II)
iii. SC/ST Certificate from PI

15. Proposals will be approved as per standard DST Rules and Regulations.

16. DST reserves the right to terminate the Project at any stage if it is convinced that the grant has not been
properly utilized or satisfactory progress is not being made.

17. Deemed University will be encouraged for conducting national Conference & Workshop.

18. Engineering collages & technical Institute will be encouraged only for trainings and workshops.

19. The last date for electronic submission only is 30th November 2019. No proposals shall be entertained
after the last date.

General Requirements

1. The coordinating Organization implementing the Project is required to take all the financial and
administrative responsibilities for the Project.

2. In case of a multi-organizational Project, PI has to obtain formal consent from the collaborating
organizations/scientists. Formal MoU/ Agreement may be worked out detailing the obligations and
arrangements stated in the Proposal and got approved by DST subsequent to the sanctioning of the
Project, before the funds are released by DST.

3. International travel is not normally permissible under the Project.


4. Approval of the Research Proposal and the grant released for it is for the specific Project sanctioned
and the released grant should be exclusively spent on the Project within the stipulated period. The
Institution may use funds obtained from any other Organization with the concurrence of DST, for
the Project. Any un-spent balance out of the amount sanctioned must be surrendered to the
Government of India through a crossed Cheque/ Demand Draft drawn in favors of Drawing &
Disbursing Officer, DST.

5. For permanent, semi-permanent Assets acquired solely or mainly out of the Project grant, an
audited record in the form of a register shall be maintained by the Organization.

6. All the Assets acquired from the grant will be the property of the Government of India and should
not be disposed of or encumbered or utilized for purposes other than those for which the grant had
been sanctioned, without the prior sanction of DST.

7. At the conclusion/ termination of the Project, the Government of India will be free to sell or
otherwise dispose of the Assets which are the property of the Government. The Organization shall
render to the Government necessary facilities for arranging the sale of these Assets. The
Government of India has the discretion to gift the Assets to the Organization or transfer them to
any other Organization if it is considered appropriate.

8. The Organization / PI will furnish Six-Monthly Progress Report of the work on the Project on half-
yearly basis. The first half-year period shall be rounded off to the last date of the sixth month. The
subsequent periods of six months shall begin from the first day of the following calendar month. On
completion of the Project, ten copies of a self-contained Project Completion Report as per the DST
format on the work done on the Project should be sent to DST.

9. At the time of seeking further installment of the grant, the Organization / PI has to furnish the
following documents:

10. Utilization Certificate (UC) and Statement of Expenditure (SE) for the previous financial year (in
original or copy if sent earlier); an authenticated Statement of Expenditure (SE) including
committed Expenditure for the Project until the previous month.

11. Request for specific approval of DST to carry forward the unutilized grant to the next financial year
for utilization for the same Project, should be sent along with UC and SE, after completion of the
financial year.

12. The Comptroller & Auditor General of India, at his discretion, shall have the right of access to the
books and accounts of the Organization maintained in respect of the grant received from the
Government of India.

13. The Organization will maintain separate audited accounts for the Project. If it is found expedient to
keep a part or whole of the grant in a bank account earning interest, the interest thus earned
should be reported to DST and should be reflected in the Statement of Expenditure. The interest
thus earned will be treated as a credit to the Organization to be adjusted towards further
installment of the grant.

14. The Organization will not entrust the implementation of the work (except the out-sourced part as
approved) for which the grant has been sanctioned to any other Organization nor will it divert the
grant receipts to any other Organization as assistance. In case the Organization is not in a position
to implement or complete the Project, it should, forthwith, refund to DST the entire grant received
by it or the balance grant remaining with it.

15. All the personnel including Research personnel appointed under the Project, for the full/ part
duration of the Project, are to be treated as temporary employees and will be governed by the
administrative rules/ service conditions (for leave, TA/DA, etc.) of the implementing Organization.
They are not to be treated as employees of the Government of India and DST will have no liability,
whatsoever, for the project staff after the completion of the Project duration.

16. For expeditious implementation of the research Project, PI will take the assistance of the
Organization in the process of selection and appointment of staff and payment to them. Pay Scale
and emoluments for the posts not covered under DST’s OM are governed by the norms prevalent in
the implementing Organization or as agreed upon in consultation with DST.

17. The Project becomes operative with effect from the date on which the Draft/ Cheque is received by
the implementing Organization or with-in one month the same. This date should be immediately
intimated by the Organization authorities/ Principal Investigator to DST.

18. If PI to whom a grant for a Project has been sanctioned wishes to leave the Organization where the
Project is based, PI/ Organization will inform DST of the same and in consultation with DST, take
steps to ensure successful completion of the Project, before PI is relieved.

19. Investigators wishing to publish technical/ scientific papers based on the research work done under
the Project should acknowledge the support received from DST, indicating the Programme.

20. The comptroller and Auditor General will have the right to access to the books and accounts of the
organization for grants received from the Government.

21. The organization would maintain separate account for the project. The grant should be kept in a
bank account and the interest earned should be reported to the Department of Science &
Technology. The interest thus earned will be treated as a credit to the organization and will be
adjusted towards further instalments of the grant.

5. Certified that the organization has never been blacklisted by any department of the State
Government or Central Government.
