The FPSO Brazil Congress has once again concluded with tremendous success with over 200
industry leaders coming together at the Windsor Convention & Expo Centre on 28 – 29 May 2019.

Held at the beautiful Rio de Janeiro, the Congress has proudly brought in a 40% increase in
participants – a superb growth happening in just its second year! This amazing achievement could
not have been possible without the support of our speakers, sponsors, partners, and of course, the
strong FPSO community.

Examples of the Oil and Gas Operators, Government Agencies and FPSO Contractors at the

A recurring theme over the 2-days at the FPSO Brazil Congress is the huge potential of growth that
can happen for the FPSO industry here in Brazil. It is evident from all the sessions and discussions
that everyone here is excited for what’s to come and the Brazilian community is more than ready to
ride the wave of the FPSO boom!

KEY HIGHLIGHTS

Kicking off the Congress, leaders from market intelligent
consultancies IHS Markit and Rystad Energy explored the
current situation in Brazil’s FPSO market and predicted
continued growth in the coming years. Both speakers
highlighted that regulatory and governance changes aided in
unlocking the oil and gas sector in Brazil, and the reduced local
content rules welcomed more International Oil Companies
(IOCs) in the domestic Brazil market. However, it is important to
note that these IOCs will have technical demands, procurement
practices and standards different from Petrobras and what local
players are accustomed to. This means that local players and
contractors need to adapt to different demands and possibly
deploy new and more innovative strategies than before.

One of the most exciting session of the FPSO Brazil

Congress is without a doubt our Industry Power Panel,
where leaders from SBM Offshore, MODEC, Teekay Offshore,
Ocyan and Pre-sal Petroleo S.A came together to explore

practical solutions in unlocking the immense potential in Brazil’s
pre-salt mega-fields oil production.

An interesting conversation from this session revolved around

digital transformation – where it is crucial to review innovation
and technology can help improve processes and safety. Will
unmanned platforms soon become a reality? Food for thought!

3 Our participants had the opportunity for more in-depth

discussions through our Interactive Discussion Groups (IDGs)
which allowed them to share their thoughts and insights on
critical issues. Our IDG topics revolved around challenges in local
content, contracting models, designing competitive projects,
project engineering and more.

Concluding Day 1’s proceedings, we had a Project Finance

Panel Discussion where leaders from Teekay Offshore, Sumimoto
Mitsui Banking Corporation and KfW IPEX-Bank looked at
ways to strengthen the financing landscape for FPSO and field
development projects in Brazil.

KEY HIGHLIGHTS

5 Day 2 of the Congress started with an update on local

content requirements by government agency ANP. There has
been more flexibility around moving from specific local content
requirements to general commitments in each Exploration &
Production (E&P) phase. ANP is also currently analyzing Conduct
Adjustment Agreements which will be applied to concluded E&P
phases within contracts of previous local content requirements.
This study is still ongoing, and the ANP expects it to come to force
in 2019.

participated in 2 networking activities - the Speed Networking

Session and Group Networking Session on Day 1 and Day 2.
These networking activities provided our participants with
an effective platform to interact with the most number of
participants in the shortest time, and the hall
was buzzing with excitement!

7 FPSO Contractors SBM Offshore and MODEC then took

the stage and delivered separate case studies of their FPSO
operations in Brazil. SBM Offshore focused on process safety
barriers in FPSOs while MODEC shared their EPCI and
Operations strategy of their FPSO Cidade de Campos dos
Goytacazes MV29. Contracting models was another hot topic
in the 2019 Congress, and MODEC’s Commercial and Contracts
Manager was able to shed light into optimal contract structures
for new hiring of FPSOs.

The later part of the day featured 2 different streams on

Pre-Feed & FEED as well as Execution & Operations, where

participants learnt from leaders of BW Offshore, TK-Ocyan,
DBO Energy, Ocyan, Enseada Shipyard as well as Reflex Marine.
Some of the interesting topics include revisiting risk sharing and
funding models, harnessing local capacity and capability for
FPSO projects, adopting robust Health, Safety and Environment
(HSE) measures and more.
