Documento para uso exclusivo en el sistema de revisión de documentos de UNE
prEN 1463-2:2019 (E)

European foreword

jo
This document (prEN 1463-2:2019) has been prepared by Technical Committee CEN/TC 226 “Road
equipment”, the secretariat of which is held by AFNOR.

ba
This document is currently submitted to the Formal Vote.

This document will supersede EN 1463-2:2000.

This document has been prepared under a standardization given to CEN/CENELEC by the European

tra
Commission and the European Free Trade Association, and supports basic work requirements of
Regulation (EU) Nr. 305/2011.

The main changes with respect to the previous edition are listed below:

— To adapt the structure of the standard to the new CEN rules when applying this standard as a
harmonized standard under EU Regulation 305/2011.

de
— This standard have been fully harmonized with the structure of EN 1824 “Road marking materials”.

— To avoid redundancies with EN 1463-1 all definitions which are stated already in EN 1463 have
been removed from Clause 3.

— In 4.2 “Test site characteristics and location” (former 4.1.2 “General specifications for test sites) the
“in use” characteristic for “straight and flat” have been added as a reference.
nto

— In 4.5 “Road surface conditions” (former 4.1.5) concrete road surfaces have been added as a
suitable surface. To avoid any misunderstandings the following Note have been added: “Durability
Descargado por angel.rodrigo@ciesm-intevia.es el 20/01/2020 a 16:36

needs to be demonstrated at least on one road surface. Should the intended use of the road stud be
for more than one road surface, bonding tests on the other road surfaces are recommended”.

— In 5.1 “Duration” (former 4.2.1) the duration of road trials had been reduced from 1 year down to
11 month as the number of test sites are limited. Accordingly time needs to be planned for removal
me

and applying a new test.

— In 5.2 “Longitudinal application patterns” (former 4.2.2) drawings have been added to avoid any
misunderstanding.

— In 7.2 “Stage 1: daylight examination” (former 5.2) the paragraph a) have been revised to avoid any
misunderstanding.
cu

— Added in 7.3 Stage 2: night-time examination (former 5.3) process step a) “clean the
retroreflectors” and a note about cleaning. While this just describes best practice, this information
has been added to avoid any misunderstanding.

— Added in 7.3 Stage 2: night-time examination (former 5.3) process step d) “if the total number of
Do

test studs remaining is less than 43, the assessment shall be considered void” as a further
proceeding to stage 3 makes no sense under this condition.

— In Clause 8 “Result classification” (former Clause 6) the classes S0-S3 have been removed in
accordance with the changes introduced in EN 1463-1:2009.

4
Documento para uso exclusivo en el sistema de revisión de documentos de UNE
prEN 1463-2:2019 (E)

— Added informative Annex C “Standardized documentation of weather conditions using the Köppen
classification”.

jo
— As temporary road studs do not require CE mark, respective paragraphs have been moved to
Annex D (informative).

ba
— Added informative Annex E “In-Situ testing of retroreflective properties using a portable (hand-
held) retroreflectometer”.

The Annexes A, B, C, D and E of this European standard are informative.

Introduction

jo
Retroreflecting road studs are horizontal guiding devices that reflect incident light by means of
retroreflectors in order to warn, guide or inform road users. They may be constructed in one or more
integral parts and may be bonded to, anchored within or embedded within the road surface.

ba
Retroreflecting road studs are provided either as permanent or temporary devices for road users.
The initial performance requirements such as dimensions, night-time visibility, night-time colour,
daytime visibility etc. are specified in prEN 1463-1:2019.
In this part of the standard suitable methods are given for conducting road trials with the aim of
achieving comparability and reproducibility of test results.

tra
1 Scope

4 Test sites and conditions

4.1 General
Do

Test sites shall be arranged at suitable locations which meet at least the requirements of 4.1 to 4.5. The
test results will depend on the weather, traffic and road surface conditions. These shall all be described
in a general report for the test site.

6
Documento para uso exclusivo en el sistema de revisión de documentos de UNE
prEN 1463-2:2019 (E)

4.2 Test site characteristics and location

jo
Roads used for test sites shall be straight and flat (in use specifications refer to a maximum slope of
4 %), with the lowest longitudinal and transverse gradient possible and without singular points (such
as traffic lights and intersections), substantial obstacles to daylight, sources of frequent dirt (such as
quarries and field exits) and movement of tracked vehicles.

ba
Any change of site conditions during the test period shall be avoided.
The lengthwise slope and any special circumstances shall be stated in the general report for the test
site.
4.3 Weather conditions

tra
At the termination of a road trial, it is recommended to produce a weather report for the duration of the
road trial. The weather report can be based on data from the nearest meteorological station and it can
include data obtained on the test site itself; it should include aspects of the weather of influence to the
results of the road trial.
If it is agreed between the participating parties that weather information is to be collected, the weather
report shall include as a minimum an account of temperature conditions during the testing period.
NOTE de
Annex C (informative) is providing guidance for a simplified reporting method in accordance with the
Köppen Climate Classification. The weather report can include a monthly account of mean minimum and
maximum day temperatures, the cumulated precipitations in millimetres of water and the number of sand/grit
scattering actions, snow ploughing actions etc.

4.4 Traffic conditions

Studs shall be tested on a dual carriageway road of two lanes in each direction so that traffic can be re-
nto

directed for safe installation and subsequent assessments. On this test site there shall be no other than
the national maximum speed limit.
Descargado por angel.rodrigo@ciesm-intevia.es el 20/01/2020 a 16:36

The annual average daily traffic (AADT) of test sites shall be at least 5 000 for the total carriageway in
the test direction and shall contain 10 % to 25 % heavy vehicles. A vehicle is considered a heavy vehicle
if its maximum gross mass is greater than 7 500 kg.
Other special requirements (e.g. snow clearance, studded tyres) not included in the general minimum
me

requirements as specified in this clause, but considered indispensable for some countries or special
applications, may be taken into account by the participating parties for the selection of the test site and
recorded in the general report for the test site.
4.5 Road surface conditions

Road trials shall be carried out on asphaltic or concrete road surfaces of an age of one year or more, in
good condition and without damage in the form of wheel tracks, fissures, cracks or similar.
cu

Durability needs to be demonstrated at least on one road surface. Should the intended use of the road
stud be for more than one road surface, bonding tests on the other road surfaces are recommended.

5 Organization of road trials

Do

5.1 Duration

The duration of road trials shall be:

— approximately one year for permanent studs; minimum 11 months which should include summer
and winter season.

stud manufacturer.
me

7 Measurements related to performance

7.1 General

At the end of the field trial testing period, the procedures described in 7.2 to 7.7 shall be followed.
7.2 Stage 1: daylight examination
cu

a) Any parts of the stud of all test studs present sharp edges to traffic as a result of damage, wear or
separation of parts of the stud shall be considered as non-conforming;

b) any missing test stud or reflector shall be considered as non-conforming;

Do

c) record conforming and non-conforming studs on the Road Trial Assessment Form (RTAF);

d) if the total number of test studs remaining is less than 45, the assessment shall be considered void;

e) all non-conforming studs according to 7.2 a) should for safety reasons be removed from the road as
quickly as possible before proceeding to 7.3.

9
Documento para uso exclusivo en el sistema de revisión de documentos de UNE
prEN 1463-2:2019 (E)

NOTE An example of a RTAF is given in Annex A.

jo
7.3 Stage 2: night-time examination

After sunset position a car on the road so that its driver is aligned with the line of studs to be tested. The
headlights shall be on dipped beam.

ba
a) Clean the retroreflectors.

Care should be taken during the cleaning process to ensure that the performance of the retroreflectors
is not influenced. The use of abrasives, abrasive tools, chemical solvents, high pressure jets and any
other surface influencing methods will negatively impact the test result. Try to remove the residual dirt
with a soft paint brush under running water. Let the studs dry in air. Before measurement, carefully

tra
clean them once more with a soft cotton cloth.
b) For test studs still conforming after stage 1 determine at a distance of 50 m ± 3 m for permanent
studs, or 20 m ± 2 m for temporary studs, whether the stud has any retroreflection. If a test stud has
no retroreflection at all it is non-conforming.

c) Record conforming and non-conforming test studs on the RTAF.

de
d) If the total number of test studs remaining is less than 43, the assessment shall be considered void.

7.4 Stage 3: primary assessment

After stages 1 and 2 count the remaining conforming test studs.

7.5 Stage 4: selection of test studs for photometric testing
nto

a) select from the conforming test studs identified after stage 3;

Descargado por angel.rodrigo@ciesm-intevia.es el 20/01/2020 a 16:36

b) select using a numerical sequence until 10 test studs have been selected using the position number
of the test studs as recorded on the RTAF;

c) starting at the lowest numbered conforming test stud, select every 5th conforming test stud. Keep
the sequence continuous by returning to the lowest numbered conforming test stud not already
me

selected until 10 test studs have been selected.

7.6 Stage 5: testing selected test studs

When photometric testing is to be carried out in the laboratory, the selected test studs shall be removed
according to the following procedure:
a) before removing the selected studs mark and identify the test stud body with its position number
cu

and the face which is opposite to the direction of traffic, which will not be tested;

b) remove all selected test studs;

c) it is essential that during the removal, packaging and transportation procedure, there is no damage
to the reflective lens face to be tested. Any damage caused during or after removal will negate the
Do

selected test stud. Another test stud shall be selected by continuing the procedure described in
stage 4.

NOTE For the purpose of this standard and in order to test physical durability of the retroreflective road
studs and their adhesion to the pavement, the determination of climatic zones C, D, and E based on temperature is
deemed to be sufficient.

Winter maintenance is defined by the number of times that snowplough have operated on the test field
during the road trials. Winter maintenance is applicable if this number is equal to or greater than 20
and shall be considered only for the Köppen zone C.

In Situ testing of retroreflective properties using a portable (hand-held)
retroreflectometer

ba
E.1 General (scope)
The coefficient of luminous intensity, R of raised retroreflective road studs degrades with traffic wear

tra
and requires periodic measurement to ensure that sufficient visibility is provided to the driver.
This test method covers the measurement of the retroreflective properties of raised retroreflective road
studs at the specific geometry available on portable (hand-held) retroreflectometer, by means of a
portable retroreflectometer that can be used in the field. The measurements are giving an indication to
determine the need for replacement.
NOTE This method is not suitable for carrying out initial type testing in accordance with the EN 1463-1.

E.2 Terms and definitions

E.2.1 Coefficient of luminous intensity, R
de
of a retroreflector, ratio of the luminous intensity (I) of the retroreflector in the direction of observation
to the illuminance (E┴) at the retroreflector on a plane perpendicular to the direction of incident light,
expressed in candelas per lux (mcd∙lx−1).

E.2.2 Portable retroreflectometer

Descargado por angel.rodrigo@ciesm-intevia.es el 20/01/2020 a 16:36

A hand-held instrument that can be used in the field or in the laboratory for measurement of
retroreflectance.
In this test method “portable retroreflectometer” refers to a hand-held instrument that can be placed
over a raised retroreflective road stud to measure the coefficient of luminous intensity with a
me

prescribed geometry.
E.2.3 Instrument standard

A working standard used to standardize the portable retroreflectometer.

E.3 Summary of test method

cu

This test method involves the use of commercial portable retroreflectometers for determining the
coefficient of luminous intensity of road studs.
In accordance with prEN 1463-1:2019 the entrance angle component βV shall be 0°. Please note that
due to the optical circumstances a βV of up to 1° will generate same values within the required
measurement accuracy. ßH shall be ± 5° and the observation angle α shall be 0,3°± 0,01°.
Do

After calibration, position the retroreflectometer according to the manufacturer's instruction on the
stud to be tested making sure that the road-axis marking on the retroreflectometer is parallel to the
lane line of the road.

E.4 Apparatus

jo
E.4.1 Portable retroreflectometer

The retroreflectometer shall be portable with the capability of being positioned correctly on the studs.
The retroreflectometer is used in conditions of full daylight and shall be constructed so that readings

ba
are not affected by ambient light under these conditions.
Offset by stray light in daylight conditions may be tested by measurement in full daylight, where
readings obtained without additional cover of an instrument are compared to readings obtained with
additional cover by a black cloth or other obstructions about the instrument.
E.4.2 Light source requirements

tra
The combined spectral distribution of the light source and the spectral responsivity of the receiver shall
match the combined spectral distribution of CIE Standard Illuminant A and the V(λ) photopic spectral
luminous efficacy function according to the following two criteria for all λ0 between 470 nm and
640 nm.
The source shall be regulated and constant.
E.4.3 Receiver requirements de
The receiver shall have sufficient sensitivity and range to accommodate coefficient of luminous
intensity values expected in use, typically 1 to 1999 mcd∙lx−1.
The light source and receiver shall be at optical infinity to ensure that the angular aperture of an
individual retroreflecting element shall be not more than 0,02°.
nto

The light source and receiver shall be separated from each other by a center to center distance
corresponding to 0,3° ± 0,01° observation angle.

E.5 Calibration
A portable instrument shall be calibrated by means of a traceable standard sample with a known R
value. Independent calibration of the standard sample shall be possible. A transfer standard may be
used for routine tests of the calibration in order to avoid frequent handling of the standard in road
me

conditions.
NOTE The direct calibration, and other calibration methods, is described in CIE 54.2 (1).

E.6 Test procedure

1) Position the retroreflectometer according to the manufacturer's instruction on the stud to be
cu

measured making sure that there are no impediments to seating the instrument on the roadway
surface. Record the value of the measurement in mcd∙lx−1.

2) Remove the retroreflectometer, reposition the retroreflectometer according to the manufacturer's

instruction on the stud, and again record the reading. If the two readings differ by more than 10 %,
again remove and reposition the retroreflectometer and take a third reading and delete the outlier.
Do

3) Wipe the surface of the stud with a soft rag very wet with detergent and water using care not to
abrade the stud surface. Dry thoroughly by patting with a paper towel.

4) Repeat the second and third points and record readings for the studs after cleaning.
