Dear Director Binag,

With respect to the trainings we conducted on the mentioned dates concerning your letter dated October
11, 2019, which we received today since there was slight error on the e-mail address and communicated
with you before through your facebook with my ID entor b. entor, regarding the STO follow ups without
knowing there was this violation letter send to us.

Pleased be informed that the seminars were carried out in lieu of the approval of the PRC CPD seminars that
were given a 40 CPD units on the training period as approved by PRC. We are reminded and reprimanded
during our STO interview in Quezon City that the conducted safety training was a violation and we explained
and was given the chance as it was scheduled for CPD purposes as approved by PRC CPD programs.

It was when I realized that there was a conflict between PRC approved programs and DOLE safety trainings. I
was informed with the understanding that the Safety training would be credited by DOLE until such time we
would have our own STO- Safety Training Organization approved, the Certificates would take effect and will
not prejudice the attendance, then we will work out for the processing of our STO application in those period
and most of the time we are engaged in doing PRC approved CPD seminar .

After that meeting we stopped from conducting CPD Seminars that falls with Safety training and same time
COSH and BOSH training despite the already approved PRC programs/ seminars having a 40 hours CPD units.

The latest announcement posted is about SO1 training and Safety Awareness were not actually conducted as
it was only to create a boost and momentum, a marketing strategy to maintain our presence especially that
we have our on-going process of STO which we have concluded our 1st interview as a STO in Quezon City and
expected that on the second meeting with our Consultant we would be granted such opportunity to serve
with legality . We are sorry for the wrong approach made by our Company. That marketing strategy invited
us to conduct In-house trainings by the Companies who needs safety trainings.

We initially complied with the submission of BOSH and COSH Technical Manual after a series of review and
re submittal with your office to be improve as per current OSHS Course Outline. We are then looking forward
on the next Interview and was shock to have this Notice of Violation as we believed we have already
deliberated such violation during the said interview. During the announcement, we were allowed and not
stopped to make our presentation and we travel Cebu to manila to undergo the said interview and did not
know that said violations would be so serious and flagrant . We reported that we conducted the safety training
in Cebu under CPD programs.

Our title for the safety seminar is COSH safety training with CPD units . The purpose of their training is for job
purposes, for STE and PCAB requirements and safety training with CPD units for PRC renewal of licenses and
become a safety officer one day. We have explain to them that we are still in the process of finalizing the STO
accreditation. The participants are aware of the training programs for CPD and DOLE accredited training
programs.

We pray before you to become an Accredited STO for we are in dire need of the accreditation and we will
serve the Industry and the OSH in compliance to the Law. We as a Multi-disciplinary training provider covered
number of seminars on the areas of professional development intended for architects and engineers, non
engineers such as teachers, policemen , nurses and other PRC professionals which may include TESDA training
as well as the Construction in terms of Project management estimate and Scheduling. We are an accredited
CPD provider by PRC with license for Mechanical engineering and Master Plumbing. By following OSH laws
and CPD laws, we are promoting the best and sufficient training program to prepare our Professionals for
ASEAN competencies as well as the SAFETY both local and International practices.

For the meantime we have been cooperating with an existing STO for the continuance of our safety training
as well as conducting In house training with other companies with our competent lecturers who are also
accredited safety practitioners.

Being an advocates of Safety -Ligtas and Maingat, we would like to support your good office and the
administration of Duterte in proliferating the promotion as well as the protection and prevention of general
welfare and SAFETY of the Filipino people in the application of the right practices of Safety as enshrined with
the Policy of the State . Hope you will enlighten us on our next move and we fervently pray that you will
consider our application in view of the foregoing and to improve the safety professionals competency.

Lastly, we would like to invite you one day as our Guest Speaker in the upcoming TOCAE Awards we conducted
bi-annually spearheaded by yours truly. The Ten Outstanding Cebu Architects and engineers Awardees who
are also Advocates for Safety, environment, renewable energies, business economy, engineering practices
with the future plan also of Awarding the Best Safety workers in Cebu and that with your kind approval and
other programs in lined with DOST, DTI and PRC for research and development, safety applications with the
City government and LGUs training supports.
