I am directed lefel to your letter no. 555/F_2gl0Z_2017 /19lyO, Bhopal

dated 02.03.2019 &. F-28t0zlz017l19 tyol3596 dated 14.08.2018 on the sub;ect mentioned
above and to convey the administrative approval of the Government of lndia to 15 (Fifteen)
works at a total amount of Rs. 1135.45 crore (Rs. one Thousand one hundred Thirty Five
crore & Forty six Lakh only) based on the appticabte schedute of Rates, to meet ctst of
work debitable to the attocation of the Government of Madhya Pradesh under Central Road
Fund (State Roads) Rutes, 2014. (List enctosed at Annexure)

2. You may accord technica[ and financial sanction to the individuat projects within a
period of four months from the.date of administration approval of the
works faiiing whiclr the
works wi[[ be deemed to have been deteted from the programme. ln any case, th-e period
of
comptetion of project should not exceed 24 months inctuding the period ror ienaeiing. any
excess cost beyond 10% will have to be arranged by Govt. of Madhya pradesh from
their own
resources. No revised estimate witt be considered in this scheme. Audit shatt
admit
expenditure on the basis of technicatty approved and financiatty sanctioned estimaie by
the
Competent State/ UT authority.

3. This approval is accord subject to the fottowing conditions and fo([owing of e-

procurement:
(i) No additional fund in excess of the possibte atlocation of fund as per cRF Act,
zo14
woutd be attocated to the states/UT.
(ii) The Government of Madhya pradesh shatt ensure that progress of works woutd not
suffer due to delay in payments for want of additionat fundi under cRF. The state
Government shalt ensure the comptetion of works within stiputated time.
(iii) The additionat funds beyond the actual accrual for comptetion of these works shatt
be
met by the State Government from its own resources.
(iv) cost of LA & utitity shifting, if any, shatt be borne by state pwD from their o\,vn
resources.
(ut rhe stiputation made in Ministry's circular letter No. NH-11011t2t2000-s&M (pt) dated
08.08.2007 (Notificarion No. GSR 475-E Dated 10.07.2007) shatt be srrictty fottowed.
(vi) lf the approved road merges with any NH, the detait of such.lunclion/tocation shatl be
got approved from this Ministry/NHAI before entrusting the work.
(vii) The funds used for the project approved as pel guidetines circutated to various state

(viii) Disptay boards shoutd be erected on the sanctioned works.
(i*l Tle Ministry's obtigation shatl remain restricted to the cRF accrual for the state and
that no further proposats woutd be considered titt the Bos is brought within the norms. -
(x) ln respect of the work mentioned at Sr. 1O of Annexure to this tetter i.e. Construction
of High Levet Eridge across Sona River on Vittage Bichhi in Chitrangi Btock tender shatt be
invited after taking ctearance from the Ministry oi Environment & ctiriate change.
 4. The State/UT has to submit quarterty progress report of atl works sanctioned from the
cRF for the quarter ending June, september, December and March each year in the
prescribed proforma as circutate-d vide this Ministry tetter No. RW/NH-1101 1/2/z0oo-p&M (pt)
dated 08.08.2007 (GsR 475-E Dated 10.07.2007). The progress report should reach this
Ministry not tater than one month from the date ending of each quarter.

5. The State Government witt be required to furnish work wise utitization certificate as
per Ministry circular No. RW/NH-11011/2/2000-p&M (pt) dated 08.08.2007 (Notification
No.
GsR 475-E Dated 10.07.2007) atong with quarterty progress report. Further instattment
of
funds witI be reteased to the extent of expenditure incuired as per utitization certificate
by
30th Aprit each year.

6. The State Government shoutd furnish comptetion certificate duty vetted by Audit after
comptetion of works as stipulated in the sanction in para 5 above.

contingencies, works charged estabtishment and quatity controt cha;ges are as per Ministry,s
guidetines.
8. The work have been assigned job number, which may be quoted in att future
correspondence.
9. lt may be noted that the approval is subject to the condition that Government of
Madhya Prdesh shatl furnish atl the retevant detai[s of the roads considered
