INTRODUCTION
Tanzania Forest Fund (abbreviated as ‘TaFF’) is Public Conservation Trust Fund established under
sections 79 to 83 of the Forest Act Cap. 323, as a mechanism to provide long term, reliable and
sustainable financial support for enhancing conservation and management of forest resources in
mainland Tanzania. The Fund was made operational in July 2010 through Treasury Circular No. 4
of 2009 and embarked in full implementation of its functions in July 2011. The Fund is under the
Ministry of Natural Resources and Tourism and governed by a Board of Trustees.
The main objects and purposes of Tanzania Forest Fund are as follows:
(i) Promote awareness of the importance of the protection, development and sustainable use of
forest and bee resources through public education and training;
(ii) Promote and assist in the development of community forestry directed towards the
conversation and protection of the forest and bee resources of the country through the
making of grants and providing advice and assistance to groups of persons wishing to form
themselves into a group;
(iii) Promote and fund research into forestry and beekeeping;
(iv) Assist in enabling Tanzania to benefit from international initiatives and international funds
directed towards the conservation and protection of biological diversity and the promotion
of sustainable development of forest and bee resources;
(v) Assist groups of persons and individuals to participate in key public debates and
discussions on forestry and beekeeping matters;
(vi) Assist groups of persons and individuals to ensure compliance with the Forest Act; and
(vii) Promote such other activities of a like nature to those set out in the objects and purposes of
establishing Tanzania Forest Fund as will advance the purposes of the Forest Act.

Tanzania Forest Fund involves various stakeholders in her efforts to attain objectives and purposes
for which it was established. Offering grants is among the means of stakeholders’ involvement and
this is initiated through submission of project proposals. To that effect, Tanzania Forest Fund
through this call, is inviting eligible stakeholders to submit project proposals. Kindly be informed
that, in 2019 about fifty percent of Tanzania Forest Fund’s grants will be offered to projects which
are directly relevant to the development of the beekeeping sub-sector, particularly promoting
beekeeping industries.

project proposals, all individuals and institutions/organizations interested in submitting
project proposals under this priority area, will compete on sub-themes shown hereunder:
(i) Support existing and facilitate establishment of beekeeping groups and support them
with modern beehives, necessary equipment and tools, necessary training and market
searching for the purpose of assisting beekeeping groups to practice commercial
beekeeping;
(ii) Support existing and facilitate establishment of centres for collecting honey and other
products from beekeeping;
(iii) Support existing and facilitate establishment of centres for processing and packaging
honey and other products from beekeeping; and
(iv) Training, equipment, tools and new technology for facilitating establishment of small
scale industries/firms for processing, packaging, labelling and value addition to
honey and other products from beekeeping; and
(v) Training, equipment, tools and new technology for facilitating revival of beekeeping
industries/firms which are not operating.
3. Research in forestry and beekeeping. Priority will be given to research which will contribute
to improving protection, conservation and management of forest resources, as well as
improving quantity, quality and value addition to products from beekeeping.
TYPES OF ASSISTANCE
Tanzania Forest Fund offers three types of assistance to grantees as elucidated hereunder:
(i) Monetary assistance - Tanzania Forest Fund could provide financial assistance to support
implementation of approved interventions/project activities.
(ii) Material assistance – The Fund could provide required materials, tools, technology,
facilities and equipment.
(iii) Technical assistance - The Fund could provide technical assistance to grantees by hiring
professionals to offer the requested services. In 2019, the Fund will support short course
training on how to improve beekeeping practices; beehives production; tree nurseries
establishment; tree planting and protection, conservation, sustainable use and management
of forest resources.

GRANTS TYPES
Tanzania Forest Fund offers three types of grants as elucidated below:
(i) Small Grants – amounts not exceeding Tanzania Shillings (TZS) 5 million.
(ii) Medium Grants – amounts exceeding TZS 5 million, but not exceeding TZS 20 million.
(iii) Large Grants – amounts exceeding TZS 20 million, but not exceeding TZS 50 million.
Kindly be informed that, the three types of grants offered by Tanzania Forest Fund are
regulated by the Guidelines for Preparation of Project Proposals and Procedures for
Making Grants. According to the mentioned guidelines, individual applicants are eligible
to small grants only.
It is important to note that all project proposals which show elements of copy and paste will not
be considered for funding.

SUBMISSION OF PROPOSALS
Applicants are required to submit their proposals both in electronic and hard copies. Hard copies
will be submitted through ordinary mail mode or EMS, while electronic copies will be submitted (in
PDF format), through the following email address info@forestfund.go.tz The Secretariat of Tanzania
Forest Fund will notify all applicants on receipts of their project proposals. Below please find

Annex 1: Format for Preparing Small Grant Project proposals
Introduction
▪ Before completing the application, please read the criteria for eligibility and objectives of the call for
proposals, to verify whether your project is eligible for receiving Tanzania Forest Fund’s grants.
▪ Please submit a complete application form using the given format and instructions otherwise your
applications will not be considered for funding.
▪ Applications must be submitted before or by the end of working hours of the deadline. The deadline
is the date the project application is to be received by the secretariat of Tanzania Forest Fund. Late
applications will not be accepted.
▪ All proposals must be clear, legible and have a font of 12 points with 1.5 sentence spacing.
▪ All applicants should indicate in the proposal the personnel and their expertise to ascertain
implementation of the project.

13. ENDORSEMENT BY VARIOUS AUTHORITIES
Public institutions should fill section No. 13.1 only, while all non-public institutions should fill sections
No. 13.1, 13.2 and 13.3. All individual applicants (who are not researchers), should write the word
‘Individual’ in the designation in section 13.1, and should submit letters from two respected/reputable
and legally accepted Guarantors as detailed in the section of Eligible Applicants.

2.2 Endorsement by Village/Street Executive Officer(s) of the proposed project location
3.2 Introduction
The introduction should clearly identify the topic or problem to be dealt with, and presents a
general vision of the proposed project, its context within the appropriate priority area of
Tanzania Forest Fund and background information on previous or on-going efforts to attain the
proposed project.

3.4 Methodology
Under this section the applicant is required to describe in detail how project objectives will be
operationalized to realize the project results. Project interventions and activities o be
implemented should be clearly described and a work plan should provided. The role of various
actors should also be clearly explained. For research project, this section should contain
information regarding data collection tools and methods for data collection and analysis, as well
as research results’ dissemination plan.

allowances at the agreed rate may be requested. The budget should be divided into three
instalments as follows: 40% (1st instalment), 30% (2nd instalment), 30% minus 10% retained
funds (3rd instalment), and 10% of 3rd instalment (retained funds). The project budget should be
prepared based on the information provided in Table 2.

3.9 Annexes
Additional information for clarity of the proposal must be provided in annexes. Information to be
annexed includes organisation profile including copy of certificate of registration (except for
government institutions), log frame matrix, maps, letters of support and commitment from
collaborators, curriculum vitae of key staff, and other related information. Increasingly, individual
applicants should submit letters from two or more reputable Guarantors.
For all research proposals, relevant literature review and reference information should be part of
the proposal while for other proposals should appear in an annex. Each reference must include the
names of all authors, the article and journal title, book title, volume number, page numbers, and
year of publication. Adherence to citation principles should be observed by all project proponents.
