MODULE ONE: ELECTIONS TECHNOLOGY SUPPORT (ETS)

1.1 Module Objectives


At the end of this Module, you will be able to:
a. Explain the overview of Elections Technology support

1.2 Overview of Elections Technology Support (ETS)


a. Elections Technology Support is primarily set out to provide direct technical
support to users of all Elections Technology for the 2019 elections at all levels
of deployment and usage. In addition, ETS provides support to the training of
key personnel on the use of the Smart Card Reader as well as briefings for APOs
(SCR). This is done to ensure optimal performance of of ETs and users.
b. ETS is deployed at all levels of the use of ET but more present and robust at
Registration Areas (RAs) for deployment at RAC; Polls opening and operation;
collation of elections results at RA levels to:
i. Provide technical support on the use of Smart Card Readers (SCRs) for
voter authentication, to the Assistant Presiding Officers (APOs) i
ii. Provide technical support on the Results Transmission System at the
Polling Units (PUs)
iii. The validation of each PU result entered, and scanning/photographing
of EC8As presented at the RA Collation Centre for all the PUs in assigned
RA, and subsequent upload of SCR accreditation data; and
iv. Provide Support to the Elections Monitoring and Support Centre

1.3 ETS Staff Roles and Responsibilities


1.3.1 Responsibilities of Registration Area Technical Support Staff (RATechSS)

RATechSS are expected to perform the following:

a. Technical Support on SCR: The RA Technical Support Staff (RATECH) is to give


first level support on the SCRs that are deployed in the RA.
b. He/she is expected to be able to solve issues relating to the functionality of the
SCR and also to configure a new card reader, if the need arises. He/she will be
given a few SCRs as spares for replacement. In the event of a changed SCR, the
RATECH should ensure that the data on the SCR is uploaded to the server during
replacement, and also remove the SD card from the old SCR and insert into the
new one. Details of changed SCRs are logged in the Control Sheet given.

c. In addition to this, as each APO gets to the Collation Centre, the RATECH must
collect the SCR and upload the Accreditation data to the SCR accreditation
server.
d. Technical Support on eCollation & Transmission: The RATECH shall provide
support to the APOs in his RA on the use of the SCR for results transmission at
the PU. He/she must ensure that the APOs successfully transmit their results at
the PUs, or at the RA if there is no network at the PU.
e. Validation & Scanning/Photographing of Election Results: The RATECH validates
each of his PU result on the eCollation Portal. After validation, he/she
scans/photographs result to the designated area of the portal.
f. EMSC reporting assignment: RATECHs are to report on the following activities,
guided by the Key Performance Indicators (KPIs) provided on some pre-defined
activity forms:
i. RAC Camp Activities
ii. Continuous Accreditation and Voting
iii. Collation

g. Post-Election Report: RATECHs are to fill in details for specific areas of this
assignment in the designated module of the INEC Technical Support Staff
Management System (ITMS). The LGA Technical Supervisors will also assess the
performance of each RATECH on this Portal.

h. At the end of the exercise, the tablet computer, the eCollation and SCR Control
Sheets, EMSC reporting forms and any other item(s) collected, should be
returned to the LGA Technical Supervisor before leaving.

1.4 Deployment of RATechSS

1.4.1 Deployment at LGA

a. RATechSS are to arrive the Local Government Area on the morning of the eve
of the Elections and report to their respective LGA Supervisors and EOs.
b. At the LGA, check all SCRs deployed for use in the LGA to confirm they are in
good condition. Please, this should be done as a group not on individual basis.
If this is not possible at the LGA, the check MUST be done at the RA centre.
c. The SCRs should be confirmed to have both the Accreditation and eCollation
Apps installed on them. Also check out for the availability of SD card and SAM
Card.
d. The Voter Accreditation App should be checked for the following:
i. Election Parameters – check that the Election Type is the correct type
for the Election
ii. Current System Time, and correct date/time settings

iii. Unpurged data
iv. PU setting
v. USB Debugging
1.4.2 Deployment at Registration Area (RAs)
II RATechSS are to be at their respective RAs the night preceding the Election Day;
that is the eve of the election. They are expected to sleep at the RACs.
III Each RATechSS is expected to have a means of mobility – preferably a motor
bike, on Election Day. This is to ensure that there is no hindrance to the
provision of prompt technical support.
IV RATechSS are to get familiar with the APOs working in their RAs (this will be
possible at the RAC). Brief the APOs handling the SCRs operating the the SCR
for accreditation, authentication and result transmission on both the
authentication and eCollation processes. You are to use the spare SCRs for this
purpose.
V RATECHs are expected to work closely with the Collation Officers at their RAs,
this will assist in harmonizing the results – manual and eCollation. All cases of
discrepancies between the eCollation and Manual Results must be totally
sorted out and eliminated.
VI All EC8As MUST be scanned during the validation process.
VII RATechSS should endeavour to collect copies of EC8As from the APOs in their
RAs, and if possible, a copy of the EC8B from the Collation Officer.
VIII RATechSS are to also post EMSC reports at the stipulated intervals to the
WhatsApp platform. So please ensure that your WhatsApp number is on the
deployment list.
IX It is advisable that each RATehSS has a Power Bank to ensure that his/her
telephone is available throughout the election and collation period, and to also
help preserve the power of your tablet computer.
X Escalate issues to the LGA Supervisor, when confronted with any issue beyond
your control.
XI No RATECH should leave the State without completing his/her assignment,
filling the online report on the ITMS, and getting the permission of his/her
Supervisor.
Enumeration/Payment: for this assignment is both from the State office and from the
Headquarters. The HOD ICT will facilitate prompt payment of the allowances, for those
within her purview.

2.3 PERMANENT VOTER CARD (PVC)

2.3.1 Definition -
a) It is a contactless smart card issued by INEC to registered voters for the purpose
of exercising their franchise. It has a chip that stores the biometrics, biodata
and photograph of the voter.
b) The PVCs were produced with the intention of being cards that will only be
presented at PUs during any election. It has anti-counterfeiting security
features.

2.2.3 Functions of the PVC


- It is the only form of identification for voting.
- It serves as acknowledgement that the voter is duly registered2.2.4 Care of
the PVC
The following are important information on caring for the PVC, to avoid the PVC from
malfunctioning or becoming inoperable:
a) Do not leave in direct sunlight, such as on the dashboard of a car;
b) Do not expose to extreme heat or flame. For example: clothes dryer or clothes
iron;
c) Do not expose to organic solvent, thinners, mineral spirits, etc;
d) Do not machine wash;
e) Do not use as an ice scraper or scraper tool;
f) Do not crimp, bend, bite or twist card;
g) Do not re-laminate;
h) Do not immerse in alcohol, isopropyl, ethanol, methyl, etc;
i) Do not pound with pen or tool;

j) Do not put in cellophane compartment of wallet;
k) Do not put in back pocket to prevent sitting on it and breaking the antennae;
l) Do not punch a hole or slot in the card; and
m) Do not trim to fit wallet or card holder.

2.3 THE ELECTRONIC VOTER REGISTER


2.3.1 Introduction:
a) The Electronic Voter Register (EVR) is a compilation of names of all eligible
voters, on Polling Unit Basis.

2.4 SMART CARD READER

2.4.1 DEFINITION
a) The INEC Smart Card Reader is an electronic device designed on RFID
technology used primarily for reading PVCs issued by INEC.
b) The SCR has both software and hardware components.
c) The software on the SCR that is used for voter authentication is called IVAS
(INEC Voters Authentication System).

2.4.2Features of the SCR


The hardware component of the SCR has the following features:
2.4.3 Functions of the SCR
a) The SCR reads the PVC
b) to verify that a PVC presented at a PU was
issued by INEC;
c) to authenticate that the bearer of the Card is
the legitimate owner of the Card through
fingerprint matching.

2.4.4 Packing and unpacking

a) The SCR is usually stored in a box. While unpacking the SCR, confirm the
following components are contained in the box:

2.4.5 Overview of the SCR


i. Charging the Device:
a. Connect the USB cable to the charger and device for charging.
b. The red indicator on the card reader will flash slowly during charging.
c. When fully charged, the indicator turns green

ii. Turning on/off the Device:


a) To turn on/off the device, press and hold the power button for 3 seconds.
b) Make sure the battery is charged.
c) If the battery is low, the red indicator will flash. In such a case, please charge the
battery as soon as possible.
NOTE:
The power button is also pressed whenever the device hibernates during use.

iii. Logging into the IVAS Software
Step 1: Switch on the device
Once the device is turned on, the login screen in Figure 3.5b is
displayed where the user is expected to input his/her
username and password.
There are 2 types of users: The “Admin” and “User”. The
various users have different roles on the system. The
“Admin” is allowed to setup the device, add/delete a user
and provide support as the case may be, while the “User”
who is the APO1.
APO 1 is only allowed to authenticate the PVC by
reading it with the device and requesting voters to place
their fingers on the Fingerprint scanner.

The Login Button, when pressed allows the user login into the system when the right
username and password is entered.

The Help Button, when touched displays information about the use of the device.

Step 2: Enter your User/Admin password

Step 3: Press the LOGIN button, to display the Dashboard as seen in the figure below:

iv. The Dashboard
a) The Dashboard is where the interface between the User and the Device starts. The
Dashboard has the following icons:

a. VERIFICATION icon is used to verify the authenticity of the Permanent


Voter’s Card (PVC) as presented by the voter

b. QUERY icon is used to query the database to know the number of successful
and failed accredited voters in the PU.

c. COMMUNICATE icon is used to transmit the accreditation data to the


central server.

d. INFORMATION icon shows information about the software on the device.

e. CLOSE-V icon is used to close the application AFTER ACCREDITATION. It


displays the total number of voters accredited, including the number of
successful and failed accreditation. THIS SHOULD BE CLICKED ONLY AT THE
CLOSE OF ACCREDITATION.

f. LOGOUT icon logs out the user from the device.

MODULE THREE: USE OF SCR AND PVC IN ACCREDITATION AND VOTING


3.1 Module Objectives
By the of this module, participants will Operate the card reader to accredit voters using the
SCR

Step 2: Verification
APO I shall:
a) Collect the PVC from the Voter.
b) Press the Verification Icon on the dashboard.
c) Press this icon to read the PVC and verify that it is issued by INEC for the PU

Where the picture on the PVC does not match with the voter, the APO I shall:
i. refer the voter to the Presiding Officer, or APO (VP), as the case may be, who
shall:
a. politely inform the voter of the problem; that he /she cannot be accredited
and asks him/her to leave the Polling Unit.
b. Hand him/her over to the security agent where there is resistance or defiance.

Step 3: Authentication
APO I shall:
a) Press the Authentication Icon to open the fingerprint scanning
screen
b) Request the voter to place her/his finger on the fingerprint scanner
c) Press the camera icon or the upper side yellow button to authenticate the
fingerprint of the voter as shown in picture 1below
d) If authentication is successful, Picture 2 below is displayed showing a green indicator
and the scanned fingerprint will be displayed on the screen as well as a voice prompt
stating that the verification is successful.
e) If authentication is not successful, there will be a voice prompt stating that the
accreditation is not successful, and the voter is required to repeat the authentication
process.

Where the Card Reader fails to read the PVC the APO I shall:
i. Inform the APO II to tick the FR box on the EVR
ii. refer the voter to the Presiding Officer, or APO (VP), as the case may be, who shall:
a. politely inform the voter of the problem; that he /she cannot be accredited and asks
him/her to leave the Polling Unit.
b. Hand him/her over to the security agent where there is resistance or defiance.
c. Report the incidence to the SPO.

Where the Card Reader fails to authenticate after the third attempt, APO I shall direct
the voter to APO II who shall:
a. tick the FA checkbox;
b. request the voter to thumbprint and write his/her phone number on the spaces
provided on the EVR;
c. refer the voter to the PO or APO(VP) for issuance of ballot paper(s).

Step 4: Close of Polls

This takes place at the end of the poll.

i. Press the CLOSE-V icon to close the application.


ii. A prompt to confirm if the user wants to close the IVAS software is displayed. If it is
the end of poll, the user presses the YES button, and is prompted to enters his/her
password. If it is not the end of poll, he/she presses the NO button.
iii. It displays the total number of voters accredited, including the number of successful
and failed accreditation. This should be clicked only at the close of Polls.
iv. To view the accreditation details at a later period, press the ESC key on the SCR from
the dashboard screen.

MODULE FOUR: USING SMART CARD READER FOR ELECTRONIC
TRANSMISSION OF ELECTIONS RESULT AT PU LEVEL

4.1 Module Objectives


At the end of this module you will be able to:
a) Use SCR for E-transmission

4.2 Introduction
a) One of the problems noticed in the electoral process is the irregularities that take
place between the Polling Units (PUs) after announcement of results and the point of
result collation. Sometimes results are hijacked, exchanged or even destroyed at the
PU, or on the way to the collation Centre’s. It becomes necessary to apply technology
to transmit the data from the Polling Units such that the results are collated up to the
point of result declaration. This brought about the e-Collation Project.

4.2.1 Benefits of the System


The system eliminates human errors and delay in results collation and improves accuracy and
credibility of collation process.

4.2.2 Definition of Terms


a) e-Transmission – This is the electronic movement of election results from the Polling
Unit (PU) using the Smart Card Reader (SCR) to a centralized database system where
the collation of such result is done.
b) e-Collation – This is the electronic tabulation or summation of votes cast at an election.
The summation takes election results from PU (or any other level) and sums up to the
point of declaration (depending on the Election Type).
c) Publishing – Uploading of results from PU to a centralized database system.

4.3 Using the Smart Card Reader for E-Transmission

4.3.1 Home Screen


a) When the device is turned on, the home screen displays two icons; IVAS and e-
Collation. See figure 1 below.

4.3.2 Launching The e-Collation Application


a) After successfully filling the EC 8A series (Result Sheet) and announcing the result, the
Presiding Officer shall tap the e-Collation application (App) icon on the home screen.
See figure 2.

b) The PO shall enter his unique User Name and Password which will be provided and
tap on Login button.
Note: The password cannot be shared.

4.3.3 e-Collation Dashboard


a) On successful login the SCR shows e-Collation dashboard which displays the Type(s)
of Election, Constituency, Polling Unit, Ward and LGA. See figure 3

b) Then Tap on the button, the SCR will take you to PU Result Data Entry Page.

4.3.4 PU Result Data Entry Page


The Page is divided into 3 Segments. See figure 4.

a) The first segment shows election type and other information.
b) The second segment displays Text Boxes for Registered Voters, Invalid Votes (Rejected
Votes), Accredited Voters, Total Votes Cast and Valid Votes.

Step 1: The PO shall enter figures from the EC 8A series into three boxes: Registered Voters,
Invalid Votes (Rejected Votes) and Accredited Voters.
Note: No figures should be entered in Total Votes Cast and Valid Votes text boxes as these
will be automatically generated after Publishing the result. Those two fields are not
editable.
 The last segment shows the contesting parties.

Step 2: The PO shall select the Political Party by tapping on the Party’s acronym on the Result
Entry Page. He/she shall enter the Party’s Score as contained in the EC 8A
series.
Step 3: Then tap the Update Result button.

Step 4: Repeat Step 2 and 3 for all the contesting parties.
Note: Before Publishing the Result, PO should check and recheck the figures entered
correspond with the figures in EC8A entries in order to avoid wrong figure inputs. After
Publishing, the PO cannot make any changes to the result.
Step 5: Click on Publish Result button. This action will lead you to Result Submission Window.
Note: If the Total Valid Votes is more than the Accredited Voters, the System will not allow
you to Publish the Result.

4.3.5 Result Submission

To Publish the result:

Step 1: I wish to PUBLISH this result button is auto selected,

Step 2: Enter appropriate Password in the space provided and

Step 3: Click Submit Result.


In the event that there are reasons to nullify Election, the PO should:
Step 1: Select I wish to NULLIFY this result button,
Step 2: Enter the nullification reason,
Step 3: Click Submit Result
Click CANCEL button to change entries.

This implies that the result has been transmitted and ends the process.

Note: Then after submission, wait for notification to confirm the acceptance of the result:
thus, SUCCESS! RESULT HAS BEEN PUBLISHED.

4.3.6 To Confirm Result Submitted
Step 1: Log in using the same username and password.
Step 2: On the e-Collation Dashboard Plus Sign (+) will be replaced with Tick sign ( ).
Step 3: Click on Tick Sign.
Step 4: The already sent result will be displayed showing Valid Votes, Total Votes Cast and all
other information.
Note: PO should make sure that the success message (SUCCESS! RESULT HAS BEEN
PUBLISHED) appears before login out.

MODULE FIVE: USING SMART CARD READER FOR ELECTRONIC COLLATION


AND TRANSMISSION OF RESULTS
5.1 Module Objective
At the end of the module participants will be able to:
a) Log into E-collation software
b) Explain steps in entering and transmitting elections result
c) Scan and upload Elections

5.2: Logging into the E-Collation Software


To log into the system, you must be an Authorized User and have the following:
a) Tablet & Browser (preferably Chrome)
b) User ID & Password (To be provided by INEC Administrators)

STEP 1: OPEN THE LOGIN PAGE

GO TO the URL http://178.62.46.207:9001 through your browser to be taken to the LOGIN Window
as displayed below

STEP 2: At the LOGIN Page, enter your User ID and Password


Step 3: Press on the login button to submit (You must be logged in to access this system).

You will be taken to the Result Collation page displayed below:

Note you can always return to the Election Home page (User home page) by
clicking on the Election Link on the left panel of the page as indicated below.

After performing step 3, you will be redirected to the Collation dashboard shown in the
image below.

STEP 2: Enter Polling Unit Results by pressing on the “Add or Update Result” link for the
appropriate polling Unit you wish to process as shown in the image above as illustrated
above.
This will direct you to a selection of entry option page displayed below:

Entry options:
a) You can enter result using the online form (Blue button).
b) You can upload result spreadsheet (Green button).
c) You can cancel result/ nullify result (Red button).

STEP 4: Enter result values appropriately

STEP 5: Check the boxes to CONFIRM the election and also the result entered,
STEP 10: Press the “Save PU result button” (Blue button) to submit. As displayed below:

After this, observe the status of the polling unit has changed from “NO RESULT SUBMITTED “ to
“AWAITING VALIDATION”

To Validate or UNPUBLISH the polling unit result, click on the “Add or Update Result” link for
the appropriate polling Unit you wish to process. This will direct you to the validation page.

Step 6: Validate by checking the box to confirm that the result is accurate, and then the press
“Transmit Result” button (Green button) to validate.

After submitting you will get a Validation successful notification “VALIDATED”

You can also choose to UNPUBLISH the result if it’s not correct.
By clicking UNPUBLISHED Button

After performing Collation “adding result using online form” & Validating of the result,
you will proceed to the Collation dashboard shown in the image below

STEP 1 : On the dashboard, press the “Scan Result Sheet” button as highlighted below

This will take you to the result sheet scan/upload page as displayed below:

NOTE:
a. Avoid Uploading blurry or bad image (Ensure you Capture a clean image
before upload)
b. Document must be saved in jpg or png or PDF Format
c. Jpeg must be saved as small letter file format .jpg (automatic for image
captured on tablet)
d. Ensure & Re -Check Result Sheet Captured before uploading to avoid
uploading wrong document
e. Optimize image size on tablet to IM Size through Camera Settings to allow for
speedy upload of result sheet

6.2 INTRODUCTION

Configuration of SCRs is the process of setting up the devices in preparation

data, carrying out stress test and setting up of election parameters.

6.3 STEP-BY-STEP PROCEDURE

A. STRESS TEST
The stress test involves testing the functionality of the following components:
i. The T Card
ii. Near Field Communication (NFC)/P Secure Access Module (PSAM) card
iii. The SIM card

B. CONFIGURATION OF THE SCR
Step 1: Purge all old data from the SCRs.
a) Log in using Username – Admin.
b) Click on the Reset Button.
c) Confirm that you are deleting all the data.
d) Confirm that you want to give up the records.
e) Confirm that you want to delete and reset all the data.
f) On confirmation, it prompts for the Admin Password.
g) Data is thereafter expunged.
Step 2: Setting up the election parameters.
a) Log in as Admin.
b) Go to Config.
c) Click the PU Code button to input the delimitation of the PU that the SCR
is being configured for.
d) Click on the Server IP button to input the server IP, and click Confirm.
e) Click on the Server Port to input the Server Port Number and click
Confirm.
f) Click on the Download Config Icon to download the config
file from the Accreditation Server.
Step 3: Confirmation of the Date and Time Settings
i. After booting the SCR, check the Time displayed on the Top-right
corner of the screen. If the Time displayed is not correct, then do the
following:
f) Check the availability of a network.
f) If a network is not available, identify an alternative network that can
provide data network.

f) Return back to the IVAS application and configure the SCR to the
appropriate PU, using the given IP address and Server Port Number.

MODULE 7: SMART CARD READER MAINTENANCE SUPPORT

7.1 SCR Care, Maintenance and Storage

i. Store SCRs in their boxes and in the storage, compartments provided


for them in well fumigated conducive environment;
ii. Keep SCR dry and clean to avoid corrosion of electronic board;
iii. Keep away from excessive heat or cold. The SCR should be stored at a
temperature of between -200C to 800C;

iv. Do not disassemble device;


v. Charge batteries to 40% and remove batteries for long-term
storage;
vi. Recharge batteries to 40% every 4 months;
vii. Store batteries at a temperature of between 250C to 350C;
viii. Hitting or shaking the device could damage the circuit board. It should
be handled gently.

ix. Regular software upgrade when required.

7.2 Troubleshooting
RATECHs are expected to provide support either on site (PU) or by telephone.
7.2.1 Problems with starting up

a) Press and hold start button for about 3 seconds


b) Check the battery to be sure it is properly fixed
c) Battery might have run down. Charge the device by connecting the charger to
the USB port on the device. The red-light flickers during the charging process
a. and turns green when fully charged.
d) In the event that all of the above steps failed, call the LGA Technical
Supervisor/SPO for replacement.

7.2.2 SCR fails to read several PVCs

a) Ensure that a distance of 0 to 3cm is maintained between the PVC and the
SCR
b) Ensure the SAM card has been inserted into the right slot.
c) Ensure that USB debugging is activated
d) Ensure that the Near Field Communication (NFC) is working.

e) In the event that all of the above steps failed, call the LGA Technical
Supervisor/SPO for replacement.

7.2.3 Device unable to recognize any fingerprint

a) Use a lint free cloth to clean the fingers of the voter and the fingerprint
scanner.
b) Ensure that the finger of the voter is properly placed on the fingerprint
scanner.
c) In the event that all of the above steps failed, call the LGA Technical
Supervisor/SPO for replacement.

7.2.4 SCR is Hanging/Freezing

a) power down the SCR for 2 minutes and restart


b) Where the above fails, remove battery

7.3 FREQUENTLY ASKED QUESTIONS


Q. What happens to a voter with PVC, but his/her name is not in the EVR?
A. Voter shall be referred to the PO who shall politely ask the voter to leave and
will NOT be allowed to vote. Could be a possible case of a transferred voter
whose old PVC has not been retrieved from him/her.

Q. What happens to a voter with no PVC but his/her name appears in the EVR?
A. Voter shall be referred to the PO who shall politely ask the voter to leave and
will NOT be allowed to vote.

Q. How do I resolve a case where the voter’s PVC fails to be read by the SCR but
voter’s name appears in the register?
A. The voter shall be referred to PO or APO (VP) who shall politely ask the voter
to leave and will Not be allowed to vote

Q. How do I resolve a Device Registration Failed Issue after launching E-


Collation App?
A. That shows there is no internet connection on the SCR; proceed to the RA for
better network.

Q. Why is the SCR showing “Not in valid date” and unable to verify PVC?
A. Check and confirm the date and time on the SCR. Accreditation on the SCR
can only start when it is 8:00am on the Election Day, and end at 8:00pm. Get
the SCR connected to internet and update the date/time.

Q. In a scenario where the APOI becomes nervous or he/she does not show
proficiency in the usage of the SCR and it is already generating uproar, what
will you do as a RATECH to salvage the situation?

A. Doing a crash training, demonstrating to the APOI by accrediting at least 5
voters or more on the queue and allow him/her to repeat what you have
done as to ascertain if confidence and proficiency has been restored.

Q. What would you do as a RATECH if you are called from one of your PUs that
the SCR is not booting to the Home Screen (Half way booting).
A. RATECH should try remote support by telling the APOI to press the red
button to shutdown the SCR and wait for 1 minute before restarting the SCR.
If that option fails, the RATECH should go there himself/herself to further
troubleshoot it or replace the SCR if need be.

Q. What would the RATECH do if the Collation Officer is not cooperating or


compromised?
A. You should try to let him see reason why the right thing must be done but in
case he/she is not yielding just work with the Presiding Officers and get a
copy of each PU’s result sheet and also ensure all SCRs are communicated. At
the end of the collation, RATECH should write a report and submit the report
to his/her LGATECH.

Q. What would the RATECH do if he/she stumbles on a new challenge that was
not captured during his/her training or in the manual?
A. The RATECH should call his/her LGATECH to report such challenge(s) and
wait for response before taking any action.

Q. What should I do if the SCR is giving error message: wrong username/


password or I am being denied access to the accreditation platform on the
SCR

A. APO1 should ensure that the username and password are all in lower case.
Also he should ensure he/she is using the designated password for
accreditation, not the one for the results transmission system.

Q. What should I do if the SCR is not reading some PVCs?


A. RATECH should check USB debugging, and ensure its set tightly.

Q. What do I do when the SCR is not reading any PVC from a specific PU?
A. Make sure that the SCR is configured to that PU.

Q. What do I do if the SCR gives error message: “other PU card”?

A. APO 1 should check the delimitations on the voter’s PVC and advise the voter
to go to his polling unit, as printed on the PVC.

Q. What do I do if I get arrested or accosted by security personnel for having SCR
on me or for moving around on Election Day?

A. RATECH should not panic, rather he/she should obey the security officials
first, and then explain whom he/she is. RATECH should also always carry
along forms of identification, as provided by the Commission.

Q. What should I do when the SCR is hijacked?


A. Replace it immediately, then report to the LGATECH, Security, EO or any
other reporting channel, as provided by the Commission; then compile a
comprehensive report of what happened.

Q. What happens when the APO1 and the PO fails to carry out e-transmission of
the results and communication of the accreditation information to the
server?

A. RATECH should advise them to carry out the assignment, however if they fail
to do it, the RATECH should execute the assignment(s).

Q. What is the first thing the RATECH should do on arrival at the RAC?
A. He/She should introduce him/herself to the RAC Centre Manager, SPO and
identify the POs and APOsI in the PUs he would be supporting. He/She then carries
out a refresher training on the use of SCRs with the POs and APOsI.

The Voter Verification Portal is a simplified service provided by INEC for Voters to
use and validate that Registration Status and also ensure that their names are on the
Register of Voters before any Election.

8.3 eReporter

The INEC eReporter Application is an Election monitoring and incidence reporting tool
that helps to report challenges and incidences during elections in real time. The
Application enables stakeholders such as Voters, Observers and Civil Society
Organizations become active and live participants by capturing and sending live videos,
audios, pictures and text content of incidents relating to the electoral process using
mobile smart phones. In summary, the Application is used to track infractions of the
electoral process and challenges faced on the field.

The Application is in two modules:


 The Frontend - Mobile Application for the Electorates
 The Backend - The Web platform would be solely used by INEC staff for:
i. Data gathering on the electioneering process in real time;
ii. It gives a graphical representation of statistical data;
iii. It gives an overview of the election process;
iv. The data from the platform would serve as research document on the
election process.
The eReporter App can be downloaded from Google Play Store. Simply search for
INEC eReporter.

REPORTING GUIDE FOR RATECHs ON ELECTION DUTY

DATA COLLECTION FOR THE ELECTION MONITORING AND SUPPORT CENTRE (EMSC) PLATFORM

The Election Monitoring and Support Centre (EMSC) was established by the Commission to monitor the implementation of
electoral activities for all elections. As part of its responsibilities, the EMSC requires RATECHs deployed on election duties
for the collection of the following data/information using the attached forms for the Registration Areas to which they are
deployed.

Reporting Guidelines

1. Activities

RATECHs are to report on the following activities guided by the Key Performance Indicators (KPIs) provided on the activity
forms:

 RAC Camp Activities


 Continuous Accreditation and Voting
 Collation

2. Location

RATECHs are to indicate the Local Government Area (LGA) and Registration Area (RA) they are reporting for when
posting reports on the WhatsApp platform.

3. Reporting Frequencies

As indicated on the activity forms, RATECHs are to ensure reports are posted within the stipulated intervals and ensure
the right values are provided in the report. Please see example below:

Issue to note:

 In the event of absent of or network failure, the forms should be used to collect all required
