Terms of Reference

CONSULTANCY: FACILITATOR FOR THE SECOND PHASE OF THE PAN-


AFRICA STATE ACCOUNTABILITY PROJECT PLANNING WORKSHOP

Venue : Addis Ababa, Ethiopia


Workshop dates: 2-5 October, 2018
Expected Duration of Assignment: 8 days (including 2 days before and 2 days after
workshop).

1.0 Overview and purpose of the workshop


The Pan African state Accountability Project (PASAP) is a multi-partner, multi-level Pan-
African project that is overall coordinated by Plan International African Union Liaison and
Pan Africa Program Office.

The first phase of PASAP ended on 30th of June 2018. An extension period of one year (July
2018 – June 2019) has been approved by the Swedish International Development Cooperation
Agency (Sida), serving both as an opportunity of putting proper closure of phase 1 of the
PASAP, but also as preparatory phase for the next multi-annual application to the donor. We
have now been given instruction to design the 2nd phase of the project for the period July 2019
– June 2024.

As part of the planning of phase two of the project, Plan is organizing a workshop in Addis
Ababa, from 2-5 October 2018. The workshop will bring together Plan International and
partner CSO organizations and networks under PASAP, namely the Institute of Human
Rights and Development in Africa (IHRDA), African Movement for Working Children and
Youth (AMWCY), Center for Human Rights at the University of Pretoria (CHR/UHR), African
Child Policy Forum (ACPF), East African Child Rights Network (EACRN), Child Rights
Network for Southern Africa (CRNSA), and West Africa Civil Society Forum (WACSOF).
Moreover, an important stakeholder in the implementation of PASAP, the Network of African
National Human Rights Institutions (NANHRI) will also participate in the workshop.
Furthermore, invitations will also be extended to other organizations who we consider
instrumental in the project design and implementation.

Through a consultative process involving partners and key stakeholders, the workshop aims
undertake the following:
 Review the findings of the final evaluation of the first phase of PASAP projects to
make sure that the findings (achievements, lessons learnt and recommendations feed
into the planning of the 2nd phase.
 Review and present key aspects of documents regarding donor requirements and
instructions in order for the participants to have a clear understanding of donor
conditions that will affect the development of the second phase of PASAP.
 Design the 2nd phase of PASAP, particularly reflecting on the theory of change; project
objective and outcomes; key implementation strategies and indicative activities and
budget clearly relating to the instructions and templates for the proposal.
 Addressing cross-cutting themes in to the project design, focusing mainly on
mainstreaming gender equality, child participation and CSO strengthening; and
reflect on other.
 Addressing other key aspects relevant for the project, mainly synergy and knowledge
management amongst all PASAP stakeholders

2.0 Scope of the consultancy work


The objective of this consultancy is to facilitate and manage a consultative process involving
multiple stakeholders to develop phase two project plan and implementation strategy. The
facilitator, in consultation with the Project Manager and key project team, will prepare the
workshop programme, facilitate the workshop and produce workshop documentation.

Specific tasks include:


 Design a process for facilitating the workshop to generate agreed outputs.
 Work with the Project Manager and Team to develop a workshop program and
working documents
 Facilitate the workshop
 Support in the review of the workshop proceedings and prepare an edited workshop
report.

Expected Deliverables
 A comprehensive Project Planning Meeting agenda and facilitate plan with
appropriate methodologies and tools
 A comprehensive workshop report along with a draft theory of change and results
framework for the project

The assignment must be completed by 8 October 2018. Plan International will pay for air
travel, accommodation and meals during the meeting days.

3.0 Technical proposal: activities and duration


In line with Terms of Reference, we propose 8 days of facilitation and consultancy work as
follows:
 2 days preparation: to discuss and refine the agenda with the Project Manager and
other stakeholders as necessary; gather any necessary materials; and review project
documents and any last minute preparations for the workshop (most likely during the
period 20 Sept – 26 Sept, 2018)
 3.5-4 days facilitation of workshop: 2-5 October 2018 (with a possibility of slight
adjustment).
 2 days post-workshop support: to document the workshop proceedings + review and
produce the workshop report.

4.0 Qualification and Experience


The ideal Consultant will have knowledge of and/or proven expertise in the following:
 Extensive and advanced technical expertise and experience, methodology and tools in
facilitating multi-partner and multi-level project planning and review meetings.
 Familiar with participatory and partnership approaches, and empowerment of civil society
 Extensive knowledge & experience in results based management and in leading the
development of Theory of Change
 In-depth understanding of child rights monitoring and advocacy in Africa at different
levels i.e. national, regional/sub-regional, pan Africa, and international.
 Motivated, committed, responsible, and able to work independently with limited
direct supervision;
 Commitment to and understanding of Plan International’s mission, vision, and values.
 Computer skills, including word processing, spreadsheets, email, and internet
 Strong analytical skills as well as fluent and effective communication skills in English
 Experience working with a dispersed team

5.0 Procedures for Submission of Expression of Interest


Interested applicants should submit to Plan International their technical and financial
proposals including:
5.1 Technical proposal
 The consultants understanding of the Terms of Reference.
 A detailed methodology, tools and approaches on how the planning workshop
will be conducted. Note that the consultant is expected to propose very
interactive and participatory tools and methodology for the workshop
 Proposed implementation time schedule
 Organizational capacity statement, past experience and activities related to
project evaluations
 Curriculum Vitae for all the consultants and proposed capacity of any
complementary staff.
 Names, addresses, telephone numbers of three organizations that will act as
professional referees.
 Lists of relevant work undertaken in the last 2 year. The consultants should be
ready to provide samples of previous work of similar nature.

5.2 Financial proposal


 An itemized line by line budget proposal for consultancy fees. Proposed fees
should clearly state the net of tax and the total gross figure. The proposal
should also indicate all other expenses that will be billed as cost with
supporting receipts as per Plan International’s expenses policy. Note that Plan
International will pay directly for air travel, accommodation and meals during
the meeting days.
 Tax and any other relevant cost related to and required for the proper
conducting of the strategic review as per the objectives and requirements
detailed in the present ToR
 Proposed terms and schedule of payment.

6.0 Safeguarding children and young people


Throughout the process, compliance with Plan’s Safeguarding Policy and standards must
