SEEKING THE DECLARATION OF THE POLYTECHNIC UNIVERSITY
OF THE PHILIPPINES (PUP) AS A “NATIONAL UNIVERSITY” – A
NATIONAL POLYTECHNIC UNIVERSITY, TO BE SPECIFIC.

SUCH DECLARATION IS NO MERE LABELING. THE PUP


ADMINISTRATION, WITH THE SUPPORT OF OTHER SECTORS IN
THE PUP COMMUNITY, HAS LOBBIED FOR IT BECAUSE IT WOULD
MEAN VERY REAL SUPPORT FOR THE UNIVERSITY AS A WHOLE.

THUS FAR, THERE ARE ONLY TWO NATIONAL UNIVERSITIES BY


LAW: THE UNIVERSITY OF THE PHILIPPINES (UP) AND THE
MINDANAO STATE UNIVERSITY (MSU).i

WITH THIS, A HUGE AMOUNT OF FINANCIAL SUPPORT (X10)


WHICH IS EXPECTED TO DOWNLOAD INTO THE ACCOUNT OF THE
UNIVERSITY, AN ESTIMATED OF SEVENTY THOUSAND STUDENTS
WILL BENEFITS AND MORE CLASSROOM AND FACILITY
EXPANSION WILL BE FUNDED.

III. OBJECTIVES THE MAIN OBJECTIVE OF THIS PR CAMPAIGN IS TO HELP PEOPLE


ESPECIALLY THOSE WHOSE IN POWER TO ENLIGHTEN
THEMSELVES IN THE DECLARATION OF THE POLYTECHNIC
UNIVERSITY OF THE PHILIPPINES (PUP) AS A “NATIONAL
UNIVERSITY” – A NATIONAL POLYTECHNIC UNIVERSITY.

IV. RATIONALE POLYTECHNIC UNIVERSITY OF THE PHILIPPINES HAS BEEN FIRM


TO ITS MISSION AND VISION AS AN ACADEMIC INSTITUTION IN
THE LIVES OF THE LESS-PRIVILEDGED YOUTH THROUGH
EDUCATION. IT HAS ALSO DEMONSTRATED ITS RESPONSIVENESS
TO THE SOCIO-ECONOMIC DEMANDS OF THE COUNTRY.

PUP IS ELIGIBLE FOR NATIONAL POLYTECHNIC UNIVERSITY (NPU)


STATUS BECAUSE IT PRODUCES A GREAT NUMBER OF QUALITY
STUDENT AND SUCCESSFUL ALUMNI, LARGE NUMBERS OF
GRADUATING PROFESSIONALS ANNUALLY AND PUP HAS BEEN A
CONSISTENT CHOICE ON TOP COMPANIES.

BY GRANTING PUP INTO A NATIONAL UNIVERSITY, PUP WILL


CONTINUE THE LEGACY OF BRINGING ITSELF NEARER TO THE
LESS PRIVILEGED AND MARGINALIZED SECTORS OF OUR

PARA SA BAYAN".

V. PR STRATEGIES PUBLIC RELATIONS

THE DEPARTMENT WHICH IS RESPONSIBLE FOR COMMUNICATING


NEWS AND STORY ANGLES TO PRODUCE EARNED MEDIA.

GIVEN THAT OUR MODERN WORLD INVOLVES TECHNOLOGY AND


THE WIDE USE OF SOCIAL MEDIA, ONE EFFECTIVE WAY TO
PROMOTE PUP BEING LABELED AS NPU IS TO HAVE PARTNERSHIP
WITH FAMOUS INFLUENCERS OR BLOGGERS TO WRITE A POST
THAT WOULD STRENGTHEN THE CAMPAIGN TO DESIGNATE THE
SAID UNIVERSITY AS A “NATIONAL POLYTECHNIC UNIVERSITY”.

IT IS THE ORGANIZATION RESPONSIBLE FOR FOR STABLISHING


VALUABLE REALATIONSHIPS L, BUILDING AWARENESS AND
COMMUNICATING NEWS TO PUBLIC. WE KNOW THAT THE
POPULATION OF VLOGGERS & YOUTUBERS IN OUR COUNTRY IS
GROWING, WE CAN COLLABORATE WITH THEM AND WASK THEM
TO WRITE A POST OR UPLOAD A VLOG THAT WILL PROMOTE OUR
DEAR PUP AS NU.

THIS IS ALL ABOUT BUILDING RELATIONSHIPS WITH REPORTERS,


AND EDITORS AND SECURING FAVORABLE COVERAGE. MOST
OFTEN THIS INVOLVED COLD PITCHING, DISTRIBUTING PRESS
RELEASES AND CONNECTING ON SOCIAL MEDIA. SINCE OUR
UNIVERSITY IS WELL KNOWN TODAY FOR HAVING POPULAR
NEWS CASTERS AND JOURNALISTS AS A PROFESSORS WE CAN
ASK THEM TO HELP US PUBLICIZE AND PROMOTE PROMOTE PUP
LABELED AS NU.

COMMUNITY RELATIONS

COLLABORATING WITH COMMUNITY ACTIVITIES IS A GOOD WAY


TO PROMOTE. EXAMPLE OF THIS ACTIVITY IS TO HAVE A CHARITY
WORKS IN COMMUNITY SUCH AS FEEDING PROGRAM, DONATING
EDUCATIONAL ITEMS OR COMMUNITY SERVICE IN ONE
COMMUNITY.

VI. DOERS/EXPECTED HOUSE BILL 9023 AND SENATE BILL 2124 AN ACT AMENDING
OUTPUTS/OUTCOMES PRESIDENTIAL DECREE NUMBERED 1341, OTHERWISE KNOWN AS
“THE CHARTER OF THE POLYTECHNIC UNIVERSITY OF THE
PHILIPPINES,” SEEKS TO STRENGTHEN THE CHARTER OF THE
POLYTECHNIC UNIVERSITY OF THE PHILIPPINES (PUP) BY
DECLARING IT AS THE NATIONAL POLYTECHNIC UNIVERSITY
(NPU) TO CONTINUOUSLY GIVE QUALITY YET AFFORDABLE
EDUCATION TO POOR BUT DESERVING STUDENTS. A LOT OF
PEOPLE, IN A POSITION OR SIMPLE, BELIEVE THAT THIS BILL WILL
BE A GREAT OPPORTUNITY NOT ONLY FOR THE CAMPUS ITSELF
BUT FOR ALL THE STUDENTS AND PARENTS WHO ARE
DESERVING TO BE PART OF THE QUALITY EDUCATION GIVEN BY
THE CAMPUS.

INTELLECTUAL AND ADMINISTRATIVE LEADERSHIP IN THE
UNIVERSITY AS ITS CHIEF EXECUTIVE OFFICER ; 2) SERVE
AS THE HEAD OF THE UNIVERSITY FACULTIES AND OF
ANY BRANCH THEREOF;
2. HAVE GENERAL SUPERVISION OVER ALL ACADEMIC,
BUSINESS AND FINANCIAL OPERATIONS OF THE
UNIVERSITY;
3. PROMULGATE AND ENFORCE GENERAL POLICIES
AFFECTING ANY UNIT OF THE UNIVERSITY AND TAKE
SUCH ACTIONS WHICH IN ONE’S JUDGEMENT ARE
NECESSARY FOR THE PROTECTION OF PROPERTY AND
GENERAL INTEREST OF THE UNIVERSITY, ITS STUDENTS
AND PERSONNEL AND THE OPERATION OF THE
UNIVERSITY AS A WHOLE;
4. INFORM THE BOARD ON ALL MATTERS RELATING TO THE
OPERATION AND WELFARE OF THE UNIVERSITY; AND
5. JOIN IN THE EXECUTION OF ALL CONTRACTS, DEEDS, AND
INSTRUMENTS FOR THE PROPER CONDUCT OF THE
BUSINESS OF THE UNIVERSITY, AND EXERCISE SUCH
OTHER POWERS AS MAY BE SPECIFICALLY AUTHORIZED
BY THE BOARD OF REGENTS AMONG OTHERS.

EXPECTED OUTPUT:

FOUNDED IN 1904, POLYTECHNIC UNIVERSITY OF THE


PHILIPPINES HAS MORE THAN 20 CAMPUSES SERVING 70,000
STUDENTS, MAKING IT AS THE LARGEST STATE UNIVERSITY IN
THE PHILIPPINES IN TERMS OF STUDENT POPULATION. THE MAIN
BRANCH WAS LOCATED AT STA. MESA, MANILA. PUP HAD
PRODUCED COMPETENT AND FULLY-EQUIPPED GRADUATES THAT
SERVES LOCALLY AND INTERNATIONAL.
THE BILL WILL PROVIDES THAT THE NPU UNIVERSITY SYSTEM
SHALL BE COMPOSED OF THE PUP'S EXISTING REGULAR
CAMPUSES AND OTHER CAMPUSES THAT MAY BE ESTABLISHED.

CURRICULAR OFFERINGS BY THE NPU SHALL INCLUDE
UNDERGRADUATE AND GRADUATE PROGRAMS IN VARIOUS
FIELDS OF STUDY AND NON-TRADITIONAL COURSES. IN ADDITION
THE NPU SHALL OFFER OTHER PROGRAMS IN THE POLYTECHNIC
AREAS IN LIGHT OF ITS PURPOSE AS A NATIONAL POLYTECHNIC
UNIVERSITY.

THE NPU SHALL ENJOY INSTITUTIONAL AND FISCAL AUTONOMY


AND SHALL BE TREATED IN A MANNER CONSISTENT WITH ITS
INSTITUTIONAL REQUIREMENTS.

THE NPU SHALL ALSO EXCLUSIVELY DETERMINE ITS TEACHING,


RESEARCH AND EXTENSION THRUSTS, PLANS, POLICIES,
PROGRAMS AND STANDARDS IN LINE WITH NATIONAL GOALS
AND PRIORITIES. WITH THIS, THE NPU SHALL RECOMMEND ITS
ANNUAL BUDGET TO THE PRESIDENT OF THE PHILIPPINES AND
CONGRESS.

THE NPU SHALL PRIMARILY PROVIDE HIGHER OCCUPATIONAL,


TECHNICAL AND PROFESSIONAL INSTRUCTION AND TRAINING IN
THE FIELDS OF ENGINEERING AND ARCHITECTURE, APPLIED
SCIENCES, ACCOUNTANCY, LAW, EDUCATION, BUSINESS AND
MANAGEMENT, AND SHALL PROMOTE APPLIED RESEARCH,
ADVANCE STUDIES, AND PROGRESSIVE LEADERSHIP IN THESE
FIELDS.

THE NPU SHALL IMPLEMENT PROGRAMS DESIGNED TO ADDRESS


PRESSING SOCIAL NEEDS BY RENDERING SERVICES TO
INDIVIDUALS AND COMMUNITIES AND EMPOWERING THE
CITIZENRY FOR SUSTAINABLE DEVELOPMENT.

THE BILL ALSO PROVIDES THAT THE NPU SHALL HAVE THE RIGHT
AND RESPONSIBILITY TO EXERCISE ACADEMIC FREEDOM. IT
SHALL LIKEWISE BE A POLYTECHNIC UNIVERSITY OF
INTERNATIONAL CHARACTER AND SHALL HAVE INTERNATIONAL
LINKAGES AND INTERNATIONALLY-RECOGNIZED CURRICULA.

WITH THIS, THOUSANDS OF STUDENTS AND PARENTS WILL BE


BENEFITED. ALSO, HUNDREDS OF EMPLOYEES WILL BE GIVEN
ENOUGH COMPENSATION FOR THE BEST SERVICES THEY WILL
PROVIDE FOR THE QUALITY EDUCATION NEEDED BY THE
STUDENTS. AND BELIEVING THAT QUALITY EDUCATION WILL
UPGRADE THE COUNTRY’S STATE AND STATUS POLITICALLY,
SOCIALLY, AND ECONOMICALLY.

VII. LOGISTICS IN THIS CAMPAIGN, LOGISTICS IS BADLY NEEDED FOR US TO BE


ABLE TO REACH THE TARGET – THE REALITY OF THE VISION OF
THE 1ST POLYTECHNIC UNIVERSITY IN THE COUNTRY TO BE A
NATIONAL POLYTECHNIC UNIVERSITY. WE NEED PEOPLE AND
TIME FOR THIS. FINANCES IS ALSO A NECESSITY WHICH PLAYS
ALSO ONE OF THE MAJOR ROLES IN THIS PROJECT.

INCOME INDIVIDUAL IS USING IT. PUP STUDENTS ARE VERY
CREATIVE IN MAKING DIGITAL ABSTRACT AND POSTERS AND WE
CAN USE THEM TO MAKE ONE FOR THEIR BELOVED UNIVERSITY.
WE MAY UPLOAD IT ON FACEBOOK. THROUGH THIS, SOFT-
HEARTED NATIONAL OFFICIALS MAY SAW THIS AND IT’LL BE THE
REASON TO THEIR SUPPORT TO THE CAMPAIGN.

TO BE ATTENDED BY STUDENTS. WE WILL BE INVITING MEDIA
PRACTITIONERS AND DIFFERENT ORGANIZATIONS SO THAT THEIR
SENTIMENTS AND SUGGESTIONS WILL BE VOICED OUT.

3. MEDIA RELATION (SOCIAL INFLUENCER)

THEY CAN BE USED AS CAMPAIGNERS TO PROMOTE THE
TRANSITION OF THE UNIVERSITY’S STATUS.

OVERALL, IF THESE WERE BE CONDUCTED IN THE RIGHT TIME


AND PLACE WITH THIS MINIMAL COST, WE CAN ACHIEVE OUR
GOAL TO HELP THE PEOPLE BEHIND THIS CAMPAIGN IN
CHANGING THE STATUS OF THE UNIVERSITY.

EVALUATION THAT WE SHOULD RESOLVE THE PROBLEM BEFORE IT ARISES.
1. RISING COST AND UNEXPECTED EXPENSES – WE SHOULD
HAVE CONTINGECY PLAN FOR THERE WILL BE A
POSSIBLE MOMENT WHEREIN YOU CANNOT CONTROL
THE EXPENSES MOST ESPECIALLY IF IT IS NOT INCLUDED
IN THE BUDGET PROPOSAL.
2. TECHNOLOGICAL CHALLENGES – IN TERMS OF INTERNET
DIFFICULTIES AND UNAVAILABILITY OF IT EQUIPMENTS
TO BE USED.

TO SUM UP, THIS PR CAMPAIGN MAY BE ALITTLE HELP TO THE


PEOPLE WHO ARE REALY PUSHING PHE PROPOSED CONVERSION
OF THE UNIVERSITY. THIS JUST CAN BE HELP IN TERMS OF
INFORMATION DESIMINATION OF THE QUALITIES AND
QUALIFICATION OF THE UNIVERSITY WHICH MAY BE POSSESSED
TO BE A NATIONAL UNIVERSITY. THIS ALSO AIMS TO RELEASE
THE EXPRESSION OR FEELING OF STUDENTS WHO ARE CARING
FOR THE SAKE OF THE UNIVERSITY.
