Investment Programming, Budgeting and Monitoring-&-Evaluation towards Sustainable Development
February 27-29, 2020, Venus Parkview Hotel / Hotel Supreme, Baguio CIty
Registration Fee is PhP9,600.00 per participant for each activity and requires PhP2,000.00 reservation
fee to ensure one of the limited slots, deductible but non-refundable.

As 3-day/2-nite intensive & extensive capacity development seminar-workshop-forum by anchoring on

planning as the first function of management, it will equip/capacitate or refresh participants with
planning and development knowledge, guide/apply in actual work situations & provide updates on new
planning laws, policies & rudiments applicable and useful in effective, efficient, resilient, inclusive and
sustainable barangay planning and development governance as well as emerging and mainstreaming
trends vis-à-vis on enhanced Barangay Development Planning-Investment Programming-Budgeting-
Monitoring & Evaluation with DRR/CCA/Land Use mainstreaming as well as in synchronizing with upper
level local government planning. Republic Act 10587 and its IRR, otherwise known as the Environmental
Planning Act of 2013 enacted last May 2013 and repealing PD 1308, defines Environmental Planning as the
“multi-disciplinary art and science of analyzing, specifying, clarifying, harmonizing, managing and regulating the
use and development of land and water resources, in relation to their environs, for the development of
sustainable communities and ecosystems”. Likewise, practice of it embraces, among others, providing
professional services in the form of technical consultation, rendering of technical advice, plan preparation,
capacity building and monitoring and evaluation of implementation involving: National, regional or local
development and/or physical framework and comprehensive land-use plans; Planning and development of a
barangay, municipality, city, province, region or any portion or combination thereof. It also professionalizes
planning and development positions in national government agencies, local government units and
government-owned and controlled corporations.
