1.0 SELAMAT DATANG

Selamat Datang and Welcome to Universiti Utara Malaysia (UUM) and Malaysia.

Congratulations on making the right decision in choosing UUM as the university to pursue your studies and
fulfill your academic dreams.

This student guide will provide you with all the necessary and important information that you will need to know
as a student in UUM throughout the 2019/2020 academic session.

As such, we hope that this guide will be a useful source of information to help you settle in as a member of the
UUM community.

To help you know more about our country we have also included a section on Malaysia.

We wish you all the best and once again welcome you to UUM and Malaysia.

1.1 WELCOME TO MALAYSIA

Since attaining independence 56 years ago on 31 August 1957, Malaysia has grown from strength to
strength. Malaysia with its harmonious multicultural society, a robust economy, and a stable government has
enjoyed great prosperity since it gained independence in1957.

It is a federation of 13 states which consists of West Malaysia (Malay Peninsula) and East Malaysia. There
are eleven states in West Malaysia comprising Perlis, Kedah, Penang, Perak, Selangor, Malacca, Negeri
Sembilan, Johor, Pahang, Terengganu and Kelantan; and in East Malaysia, the states of Sabah and Sarawak.
There are also three Federal Territories (namely, Kuala Lumpur – the capital: Putrajaya – the new
Administrative centre; and Labuan – which is an island off the coast of Sabah).

With a population of more than 25 million, Malaysia practises a democratic system of government with a Prime
Minister as the head of the executive arm. At present, Y.A.B. Dato’ Seri Mohd Najib Tun Abdul Razak is

Malaysia’s 6 Prime Minister. As Malaysia is also a constitutional monarchy, the constitutional head of the 14
states of the Federation is His Majesty the Yang di-Pertuan Agong who is elected every five years from one of
the nine hereditary rulers or sultans.

Malaysians are fortunate to have witnessed in the past decades, rapid development and advancement within
the country itself. Malaysia takes great pride in having one of the tallest buildings (the Petronas Twin Towers),
the world’s largest technology “corridor” (the Multimedia Super Corridor-MSC) that has attracted international
firms/organizations to set up their innovations in technology, as well as the world’s first “smart cities” (Putrajaya
and Cyberjaya) that run on an e-platform.

The nation’s capital city of Kuala Lumpur has also emerged as one of the six cities in the world that offers
travellers modern airport check-in facilities and services within the city with its ultra modern transportation hub
at KL Sentral.

The Kuala Lumpur International Airport (KLIA), which has the capacity to handle 25 million passengers and 5
million tonnes of cargo is the most modern airport in the region. This state-of-the-art international airport is the
region’s largest international airport and is also one of the largest in the world. It began operations on 27 June
1998.

Another architectural marvel that is close to the KLIA is the Sepang International Circuit, which has, since its
official opening on March 9, 1999, been playing host to the annual prestigious F1 international races as well as
the MotoGP, A1GP, and the Merdeka Millennium Endurance races.

The nation has a well-developed road transport system as the whole country is easily accessible via the North-
South and East-West Highways. Likewise, the capital city, Kuala Lumpur and its surrounding areas are
equipped with a modern urban system of public transportation networks such as the Light Rail Transit (LRT)
and commuter monorail.

Malaysian ports have the capacity to handle containers totalling 11 million TEU and about another 450 million

tonnes of cargo. Port Klang presently ranks 11 while the Port of Tanjung Pelepas is 22 in the World
Container Port League.

In higher education, Malaysia is quickly becoming the regional hub for educational excellence. It has 20 public
institutions of higher learning (which include an International Islamic University), 16 private universities, four
foreign university branch campuses, as well as more than 500 private colleges to meet the academic needs of
Malaysians as well as foreign undergraduates and postgraduates who come to pursue their studies here.

At present, there are more than 70,000 foreign students from a total of 150 countries pursuing their studies at
Malaysian institutions of higher learning and private colleges. By consistently and continuously providing
quality education, these local institutions have begun to attract more and more renowned foreign universities
from the UK and Australia to jointly set up off-shore branch campuses here. Various higher institutions from
the US, Canada, France, and New Zealand are also offering twinning as well as franchised and external
degree programmes in partnership with Malaysian colleges and universities.

GUIDE FOR REGISTRATION

DOCUMENTATION

1. Complete all forms attached to this Guide.

2. Settle all payments before registration.

3. Prepare four (4) recent colour photographs, which must be fixed onto the related forms/documents
given.

4. Ensure that all information and documents are complete (ORIGINAL certificates of diploma/degree,
MUET/IELTS/TOEFL, full academic transcript, letter of scholarship/study loan, offer letter and
letter of approval/official leave from employer).

DURING REGISTRATION
The following indicates the flow of registration that students need to observe:

 Letter of approval/ official leave from employer/ relevant authorities to
pursue this programme.

ENGLISH LANGUAGE REQUIREMENT
ENGLISH LANGUAGE REQUIREMENTS

International students should meet any one of the following English requirements set by the university before
they are accepted for admission to the UUM Main Campus or the UUM KL Campus or other off-campus study
programmes.

International Undergraduate students must obtain:


i. 59 in the TOEFL Internet based Test; or
ii. Band 5.5 in IELTS; or
iii. Band 3 in MUET / Band 2 in MUET (Brunei and Indonesia)

i. They must obtain a degree from any of the countries where English is the language of instruction in their
educational system. The countries include Anguilla, Antigua & Barbuda, Australia, Bahamas, Barbados,
Bermuda, Botswana, British Indian Ocean Territory, British Virgin Islands, Cameroon, Canada, Cayman
Island, Dominica, Falkland Islands, Federated States of Micronesia, Fiji, Gambia, Ghana, Gibraltar,
Grenada, Guam, Guernsey, Guyana, India, Ireland, Isle of Man, Jamaica, Jersey, Kenya, Kiribati,
Lesotho, Liberia, Madagascar, Malta, Marshall Islands, Mauritius, Montserrat, Namibia, Nauru, New
Zealand, Nigeria, Pakistan, Palau, Papua New Guinea, Philippines, Rwanda, Saint Helena, Saint Kitts &
Nevis, Saint Lucia, Saint Vincent and the Grenadines, Samoa, Seychelles, Sierra Leone, Singapore,
Solomon Islands, South Georgia and the South Sandwich Islands, Sri Lanka, Sudan, Swaziland,
Tanzania, Trinidad & Tobago, Turks and Caicos Islands, U.S Virgin Islands, Uganda, United Kingdom,
USA, Zambia, and Zimbabwe.

If students do not meet any of the above English requirements, they must sit for the Intensive English class as
a preparatory course, which will be conducted by the Professional Development Unit (PDU) of School of
Languages, Civilization and Philosophy (SLCP) and subsequently get the minimum band required in the
Malaysian University English Test (MUET).

If students fail to get the minimum score, they must register and repeat the Intensive English course before
retaking the MUET test. Following the new ruling by the Malaysian Immigration Department effective from 1
January 2014, students must fulfil the English requirement for admission into their respective program within
the validity period of the student visa which is one (1) year.

Failure to meet the entry requirements will result in termination of study.

Intensive English Course will be offered three (3) times a year, which will be in the month of September,
February and June. Students are required to register and follow the Intensive English Course before sitting for
the MUET test.

Malaysian University English Test (MUET)

The Malaysian University English Test (MUET) at UUM will be administered by the Malaysian Examinations
Council (MEC). The objective of MUET is to measure the English language proficiency of pre-university
students for entry into tertiary education. MUET comprises all the four language skills of listening, speaking,
reading and writing.

Rules and regulations:

1. All international students who do not meet the minimum English requirements must sit for the MUET test
which will be administered at the end of Intensive English Course. Students who failed to attend the test
on the specified dates will be automatically graded as FAIL in which they will have to repeat the
Intensive English Course and sit for the MUET test.

2. Students who arrive/plan to arrive after the registration date for Intensive English and MUET will not be
allowed to register. Registration can only be done during the subsequent semester.

International undergraduate students must obtain not less than Band 3 in the MUET test and international
postgraduate students must achieve Band 4.

The Intensive English Course is exempted for the following students:

i. students who graduated from UUM and want to further their studies in UUM;

ii. students who had their studies terminated in UUM but later re-applied to pursue their undergraduate
studies in UUM, and had already followed Intensive English Course and obtained a passing grade in
MUET. The results are valid for five (5) years;

Intensive English Course for International Students

The Intensive English Course for International Students is a course designed for international students to
develop their confidence and competence in using English in social and academic environments. This course
is especially tailored to fulfil the needs of students who have not demonstrated an acceptable level of English
proficiency upon entrance into the University.

This is a preparatory English course which introduces students to communication skills in an integrated
manner, using the four modes of speaking, listening, reading and writing. The course provides a variety of
language tasks and activities to develop students’ communication skills. Students will have a lot of
opportunities to apply the language in a wide variety of contexts. They will also be trained to prepare
themselves for MUET.

Students are allowed to take the Intensive English Course for up to three (3) times within the duration of the
validity of their visa which is in one (1) year.

Payment for the Intensive English Course for one semester is RM2880 and it is included in the student’s tuition
fees during the first semester.

MUET Results

The results of the MUET test will be available on the MEC’s portal http://www.mpm.edu.my and via SMS.
PDU SLCP will announce the result release date to students.

1. Students are entitled for refund in the event of termination / deferment / discontinuation of study based
on the percentage as stated in para 2 provided that:

a) Students obtain a confirmation letter from their College or the Academic Affairs Department for
deferment or termination of study.
b) Students provide information about their bank accounts to the Bursary Department for the
process transmitting the payment.

Candidates who failed to undergo medical examination and purchase health insurance would not be allowed to
register.

The following outlines the types of illnesses/diseases specified by the Ministry and the implications to study at

HEALTH INSURANCE FOR INTERNATIONAL STUDENTS
The Ministry of Higher Education Malaysia requires all International Students studying in Malaysia to be
covered by the Health Insurance Scheme throughout their period of study effective from 1 January 2009.

Universiti Utara Malaysia (UUM) has worked together with our local insurance agent to provide the Health
Insurance Scheme that comprises of Group Hospitalisation and Surgical Plan (GHS) and Group Term Life

OTHER IMPORTANT CONSIDERATIONS

To enter Malaysia, a visitor should possess the following documents:

 Passport or Travel Document


Every person entering Malaysia must possess a valid national Passport or internationally recognized
Travel Document valid for travel to Malaysia. The document shall be valid for more than five (5) years
from the date of entry to Malaysia.

 Fulfill visa requirement


Foreign nationals who require a Visa to enter Malaysia must apply and obtain a Visa in advance at the
Malaysian Representative Office before entering the country. The grant of a Visa is not an absolute
guarantee that the holder will be allowed to enter Malaysia. The final decision lies with the Malaysian
Immigration Officer at the point of entry.

 Pass
Foreign nationals have to obtain a pass at the point of entry besides a Visa (where required) which
allows them to stay temporarily, in Malaysia. A pass is an endorsement in the passport constituting
permission to stay for the approved duration.

IMMIGRATION PROCEDURES

As international students, you are required to follow the rules and regulations imposed by the Malaysian
Immigration Department during your study here.

Starting from January 2014 (refers to Malaysian Immigration Rules and Regulation) all international student
who want to pursue their study in Malaysia are required to get a Visa With Reference (VWR) to enter
Malaysia.

The offer of admission does not come with a Student Pass. Students must obtain a ‘Single Entry Visa’ from
the nearest Malaysian Embassy/Consulate before entering Malaysia if it is required by their countries.

I. NEW APPLICATION (VWR)

1. International applicant who is offered a place to study in Malaysia is required to apply for Visa With
Reference (VWR) before entering this country. Visa With Reference (VWR) is a visa issued by the
Malaysian Representative Office abroad to a non-citizen to enable individual(s) to enter Malaysia after
the visa is approved by the Immigration Department Headquarters in Malaysia. The VWR process will
normally take 1 to 2 months. Therefore, students are advised to take immediate action upon receiving
the offer letter from the University. E-Visa application can be made at
http://educationmalaysia.gov.my/student-pass-application.html

2. The following documents are required for applying the VWR and applicant is required to upload
complete documents through online:
Complete and upload the following:

i. One (1) copy of UUM Letter of offer OR Deferment letter.


ii. One (1) copy of data page of the passport to be copied only on one side of the A4 size paper.
iii. Four (4) passport size photographs with WHITE background (3.5cm x 4.5cm).
iv. One (1) copy of Academic degrees and transcripts. (Including translated copies in English if the
original documents are NOT in English).
v. Application from Libya, Iran, Iraq, Somalia, Sudan, Syria and Yemen must provide a copy of ALL
passport pages.
vi. No Objection Certificate (NOC) for students from Sub-Saharan Africa (if applicable)
Note: Institutions applying on behalf of students from Sudan will be required to get the NOC from
the Sudanese Embassy in Kuala Lumpur.
Note: Institutions applying on behalf of students from Iran will be required to get the Letter of
Eligibility (LOE) from the Embassy of the Islamic Republic of Iran, Kuala Lumpur.
vii. Payment through banker’s cheque/bank draft/bank transfer can be made payable directly to EMGS at

3. CIAC will email the VWR approval letter to you once ready. Please obtain the Single Entry Visa with
Reference (VWR) at the nearest Malaysian Embassy/Consulate in your home country by producing
the VWR approval letter. With the Visa Approval Letter, you are entitled to get a Single Entry Visa in
your passport at the Malaysian Embassy/Consulate in your country. Please bring along your Offer
Letter, the Visa Approval Letter and your passport when you do your visa endorsement.

4. Applicants who have previously applied in any institution in Malaysia are required to cancel their
application from the said institution and with Education Malaysia Global Services (EMGS). The
Universiti Utara Malaysia is unable to apply the VWR and Student Pass for an applicant unless that
institution has made the cancellation with the Immigration Department. Applicants are required to get
a letter of release from the said institution.

5. For applicants holding a Student Pass from another institution, please ensure that the existing Student
Pass validity period is shortened by the said institution and student must have 30 days validity of
Special Pass during registration day at UUM.

6. In addition, the Immigration Authority of Malaysia requires all universities in Malaysia to sign a
Personal Bond on behalf of the applicant, binding the University for the said sum. To comply with this
requirement, the University requires a candidate to lodge with the University the said sum for this
purpose. The amount of money paid will subsequently be refunded to the applicant upon completion or
withdrawal of his/her study in this University, on the condition that there is no violation of any provision
of the Immigration Ordinance 1959 (F.M. 12 of 1969) and Immigration Regulations 1963 (F.L.N
228/63). (Please refer to the Appendix A). Once the applicant has ascertained the rate of bond to be
paid, please make the payment to ‘Bursar Universiti Utara Malaysia’ for that sum of money in
Malaysian Ringgit (MYR) before applying for the Student Pass.

ll. APPLICATION FOR NEW STUDENT PASS

At the airport of Malaysia KLIA, the immigration official will stamp onto student’s passport giving a
social visit pass of 14 / 30 / 60 / 90 days. Applicants are required to register and pay all the prescribed
fees before submitting their passport to U-Assist. Upon completing all registration requirements at
UUM, student may submit his/her passport to U-Assist with the following documents for student pass
within 7 days enter to Malaysia.

i. Two (2) copies of “VAL Letter”


ii. Two (2) copies of Single Entry Visa / Visa on Arrival
iii. Two (2) copies UUM Offer Letter from the faculty to be signed by Dean/ Deputy Dean/ Head of
Department. (certified registered)
iv. A photocopy of Insurance payment receipt from Insurance Company (KSDC)
v. Two (2) sets of certified copies of Universiti Utara Malaysia Medical Report
vi. A photocopy of official receipt for the Personal Bond payment (for Full time students only).
vii. Medical check-up from University Health Centre, UUM.
viii. Payment for Banker’s cheque to PENGARAH IMIGRESEN NEGERI KEDAH.

Upon receiving all required documents, U-Assist will liaise with the EMGS for the supporting letter
sticker and liase with Immigration Department to get the Student Pass for the applicants.

III. APPLICANTS WITH FAMILY

1. Applicants are advised to enter this country alone prior to issuance of Student Pass.
Dependent Pass can only be applied after the Student Pass is approved and issued (not
applicable to undergraduate students).

2. According to the Immigration Circular (1995), undergraduate students are not allowed to bring any
dependent during his/her stay here.

3. To get the Dependent Pass is the decision and discretion from Immigration and UUM only facilitate
student with the application only.

IV. JOURNEY PERFORMED (JP) VISA FEE

New applicants will be charged an additional Journey Performed (JP) visa fees. This requirement will
also apply for those who are on a Single Entry Visa (Social/Tourist) obtained from the Malaysian
Embassy/ Consulate in their home country.

V. EXTENSION OF STUDENT PASS

1. Application for the extension of Student Pass must be made through U-Assist three (3) months before
the expiry date of the Student Pass.

2. Students who are late in submitting their application for the extension of Student Pass will be required
to pay a penalty of MYR100.00 for the special pass imposed by the Malaysian Immigration
Department. If the late submission more than 7 days student will have to pay MYR30.00 per day and
it is the rule from Immigration.

3. If you wish to apply for the extension of the Student Pass, please submit the following documents to
U-Assist and make it three (3) sets of copies:

a) Three (3) copies of Certification of study with current passport no and UUM offer letter
b) Three (3) copies of Insurance (old and new)
c) Three (3) sets photocopy of ALL pages of Passport with a minimum validity of 3 years.
- Front page of the passport to be copied only on one side of the A4 – sized paper.
- The subsequent of every 2 pages may be copied on one side of the A4 – sized paper.
d) Two (2) passport size photographs with light blue background (3.5cm x 4.5cm).
e) Supporting letter to continue study if CGPA below than 2.00.

f) Payment for Banker’s cheque to EMGS ESCROW ACCOUNT 1 (Acc No.:514057662341)
After EMGS process percentage reach 90%, student should submit the following document
to U-Assist.
a) Certification of class attendance / progress report certified by supervisor
b) 1 coloured photos with light blue background (3.5cm x 4.5cm).
c) Passport
d) Payment for Banker’s cheque to PENGARAH IMIGRESEN NEGERI KEDAH.

Vl. IMPORTANT NOTES:

1. A student who has overstayed in Malaysia will be brought over to the Immigration Department for
questioning by the Immigration Enforcement Officer, accompanied by the U-Assist officer of this
University. Any penalty imposed by the Immigration Department for overstaying or any other penalties
must be borne by the student.

2. Students with passport validity period less than the duration of extension sought must first apply for
renewal of the validity period of the passport before applying for the extension.

3. Student who obtained poor results based on the last examination held will be brought over to the
Immigration Department for questioning by the Immigration Officer. Final decision on the period of
extension will be made by the Immigration Officer.

4. Employment in Malaysia: Student with a valid Student Pass can only work as a part-timer not more
than 20 working hours per week in only four (4) sectors i.e. restaurants, petrol stations, mini markets
and hotels. For further enquiries on this matter, please contact the Immigration Department.

5. Please be cautioned that the immigration rules and regulations are constantly being revised and it is
YOUR responsibility to stay abreast of any changes made thereof. Please inform U-Assist of any

HOW TO GET TO UUM

Students can get to UUM via one of the following methods:

1. by domestic flight from KLIA to Sultan Abdul Halim Airport, Kepala Batas, Alor Star;
2. by taxi from Sultan Abdul Halim Airport, Kepala Batas, Alor Star;
3. by taxi from Arau Railway Station; or
4. by bus or Taxi from Shahab Perdana Bus Station, Mergong, Alor Star.

ON ARRIVAL BY FLIGHT

All international students/agents should notify the Visa Unit, Center for International Affairs and Cooperation
(CIAC) with detailed information about their arrival.

BY ROAD

The North-South Expressway (PLUS) has made it easy for any traveller to drive up to the UUM campus.
Roads are accessible from major towns and cities in the Peninsula. It is a 7-8 hours drive from Kuala Lumpur.

From Alor Star / Jitra or from the nearest town Changlun, students can take a taxi or local bus, HBR Liner or
Kenderaan Bas Mara that goes straight into the UUM campus in Sintok.
TEMPORARY ACCOMMODATION

Upon arrival, the students are advised to find their own accommodation. However, they can also choose to
stay temporarily in any accommodation listed below upon making their own arrangement.

a) EDC-UUM

The EDC-UUM is located at Sintok, which is about 3 km from the UUM Campus. It offers comfortable
accommodation for tourists. There are 88 guestrooms (82 Standard Superior, 4 Executive Suites and 2 VIP
Suites) and all rooms are decorated with beautiful art work while the Suites come complete with kitchenette
and living room.

 Standard Superior Room : RM 190.80 per day


 Executive Suite : RM 424.00 per day
 VIP Suite : RM 530.00 per day

All rooms and suites are well furnished and equipped with IDD telephones, individual air-conditioning, TV, mini

The University Inn offers comfortable accommodation for tourists. It is located near the Sultan Badlishah

 Family room 1 twin bed + 1 single bed: RM 175 per day

DOCUMENTS CHECKLIST FOR REGISTRATION

Students are to make sure that the following documents are brought along on the
registration day for verification by the respective College:
