Recognition of Prior Learning (RPL)

What is the Recognition of Prior Learning (RPL)?


A large section of work force in India, especially in the informal sector, has not undergone any
formal training to acquire skills. In such cases, skills have been acquired at work place, mostly
through informal training, and have been developed based on the experience gained over a period
of time. RPL is a formal process of recognizing previous experiential learning through a systematic
assessment and certification process to award a formal qualification.

Why is there a need for conducting RPL in construction sector?


Construction sector is the 3rd largest employer of workforce in the country and contributes about
8.1% of the total GDP. It is expected to get a huge fillip by the demands of urbanization in the near
future with more than 50% of the population that would be living in urban areas by 2050. To meet
this demand, it will be critical to develop a workforce that is adequately trained and qualified to
meet the needs of modern day construction work.

RPL in construction sector would help in developing competencies among the tradition workforce
to meet the modern day requirements of the construction. RPL would also help in opening doors
for upskilling and multi-skilling of work force and contribute towards improving sectoral
productivity and efficiency

What are the roles and responsibilities of the key stakeholders involved in
implementation?

How do I know if I am eligible to participate in RPL?


Any construction worker or his/her family members who is registered with the BOCW and has
completed 90 days of work in the construction sector is eligible to get trained (if required) and
certified under RPL

What is the status of the RPL pilot launched by Department of Technical


Education and Training, Madhya Pradesh?
MPCVET has initiated a pilot project for RPL in construction sector in the State. The pilot is aimed at
assessing, training and certifying 5000 Construction Workers registered with the Labour Welfare
Board and/or their family members (if applicable). The project has been initiated across four
districts of Madhya Pradesh- Bhopal, Indore, Gwalior and Sehore. 19 sites have been identified
across 4 districts for the pilot phase. The project is being implemented as per DGET guidelines with
2 training providers (Bhaskar Foundation & IL&FS), 1 assessing body (Star Projects Pvt. Ltd.) and a
certifying agency (Construction Sector Skill Council of India). The pilot project is being funded by
the Madhya Pradesh Board of Construction Workers (MPBoCW)
