REPUBLIC OF THE PHILIPPINES Department of the Interior and Local Government NATIONAL POLICE COMMISSION Makati City RESOLUTION NO, _ 2007-247 APPROVING THE ACTIVATION OF THE PNP HUMAN RIGHTS AFFAIRS OFFICE (PNP-HRAO) UNDER NHQ-PNP GENERAL ORDERS NUMBER DPL 07-04 WHEREAS, in line with the directive of Her Excellency President GLORIA MACAPAGAL- ARROYO during the Cabinet Group Meeting pertaining to the government's human rights campaign strategy, the PNP submitted for the approval of the Commission the NHQ-PNP General Orders Number DPL 07-04 providing for the activation of the PNP Human Rights Affairs Office (PNP-HRAO); WHEREAS, the PNP Human Rights Affairs Office shall serve as a management facility to oversee the implementation of PNP guidelines and policies on human rights laws: WHEREAS, PNP Human Rights Affairs Office shall be headed by a Police Commissioned Officer with a rank of at least Police Senior Superintendent and shall be composed of three (3) sections, namely: (1) Complaints and Investigation Section (2) Education and Advocacy Section (3) Plans and Programs Section and shall perform, the following functions a) Integrate the PNP efforts and come up with holistic approach and systematic implementation of human rights programs and activities; b) Review, formulate and recommend policies and programs, as well as administrative and legislative measures to effectively implement human rights laws; ©) Monitor the conduct of investigation, legal and judicial processes of addressing human rights violations of PNP personnel; d) Undertake information campaigns for media (local and foreign) and interested sectors (e.g. advocates for press freedom and human rights) to project government findings and perspectives and measures being implemented relative to human rights violation of human personnel; e) Establish and maintain linkages with concerned agencies handling human rights violation cases against PNP personnel and; f) Perform other duties as directed by the Chief, PNP. WHEREAS, the existing Committee on Human Rights created by virtue of NHQ-PNP Letter Orders Number 1278 shall cease to exist and its mandate shall be absorbed by the PNP Human Rights Affairs Office. The PNP Human Rights Affairs Office shall be organized as reflected in the attached organizational structure Annex A. It shall be headed by a PCO with a rank of at least Police Senior Superintendent and shall be composed of three (3) sections, namely: (1) Complaints and Investigation Section; (2) Education and Advocacy Section; and (3) Plans and Programs Section. 4. The existing Special Committee on Human Rights created by virtue of NHQ-PNP Letter Orders Number 1278 shall cease to exist and its mandate shall be absorbed by the PNP Human Rights Affairs Office.5. The issuance of this General Orders is in pursuance to the vested powers of the Chief, PNP under Section 26 of RA No. 6975.
