4th International Kite Festival and 2nd International Sweet Festival inaugurated by Vice President
Venkaiah Naidu in Hyderabad, Telangana
On January 13, 2019, Vice President Venkaiah Naidu inaugurated the 4th International Kite Festival and
2nd International Sweet Festival in Hyderabad, Telangana.
i. It was organised by the Department of Tourism, Government of Telangana and the Ministry of
Tourism, Government of India, as a part of Sankranthi celebrations, at the Parade Grounds in Secunderabad.
ii. This year’s theme for Telangana International Kite Festival was for empowerment of the girl child: ‘Educate
girl child and she will save the world’.
iii. As many as 42 professional kite flyers from abroad and 60 from India are participating in the Kite Festival
and it witnessed participation of nearly 100 enthusiasts of kite flying from 19 different countries including
India.
iv. Moreover, sweets from 20 countries and from 25 Indian states were displayed at the Sweet Festival.
About Makar Sankranthi:
♦ It is a harvest festival, a celebration of life and vitality. It is the festival of Sun God who is often regarded as the
symbol divinity and wisdom.
♦ In south India, it is popularly called ‘Pongal’, in Punjab and Haryana it is called ‘Lohri’, in Assam it is called
‘Bihu’ and ‘Khichdi festival’ in Bihar.
Secunderabad Railway Station: the first Railway station to hoist Tricolour National flag on a 100 feet
tall pole under Railway’s order
On January 2, 2019, Secunderabad Railway Station, in Hyderabad, became the first railway station of South
Central Railway (SCR) zone to hoist a huge tricolour on a 100-foot tall pole.
i. This was done according to the Railway Board’s order to hoist the national flag at 75 A1 category railway
stations.Kacheguda, Hyderabad became the 2nd and 3rd railway Stations to hoist the100-foot tall pole.
ii. The flag would be guarded by the Railway Protection Force (RPF).
iii. Furthermore according to the order, SCR has taken the initiative to hoist the National Flag at 2 other ‘A1’
category Railway Stations they are Vijaywada and Tirupati.

reserves. iii. Fund amount of 2.25cr was also sanctioned to protect the tigers and to prevent forest fire
accidents
Agri-Vision 2019, a two-day conference on ‘Envisioning Agro Solutions for Smart and Sustainable
Agriculture’ at Hyderabad
On 17th January 2019, Vice-President of India Shri Venkaiah Naidu inaugurated the 2-days Agri-Vision 2019
conference on ‘envisioning Agro-solutions for smart and Sustainable Agriculture” in Hyderabad,
Telangana. The conference was concluded on 18th January 2019.
Key Points
i. The Agro-vision 2019 conference was jointly organized by the Professor Jayashankar Telangana State
Agricultural University (PJTSAU), Confederation of Indian Industry (CII) and Cornell University, USA.
ii. Vice-Chancellor of PJTSAU, Dr V Praveen Rao chaired a Panel discussion on “Technology in Agri
Entrepreneurship: Success stories and experiences from the progressive farmers”.
iii. Dr. Trilochan Mohapatra, Director General of Indian Council for Agricultural Research (ICAR) chaired a
session on “Post-harvest management and value addition of foods: Role of Farmer Producer’s
organization (FPOs) in improving Market Access” on 18th January 2019.
Justice T B N Radhakrishnan sworn in as Chief Justice of Telangana HC; Justice Praveen Kumar as the
acting Chief Justice of Andhra Pradesh High Court
On January 1, 2019, Justice Thottathil Bhaskaran Nair Radhakrishnan was sworn in as the Chief Justice of
the Telangana High Court.
i. His oath was administered by Telangana and Andhra Pradesh Governor E.S.L. Narasimhan.
ii. After that the CJ of Telengana HC administered the oath of office to 12 justices of Telangana High Court.
iii. He had been serving as the Chief Justice of the High Court of Judicature at Hyderabad for both the states of
Telangana and Andhra Pradesh.
Other News:
Governor Narasimhan also administered oath to Justice Praveen Kumar as the acting Chief Justice of Andhra
Pradesh High Court in Vajaywada.
Background:
♦ As per the Supreme Court’s directions, the existing high court in Hyderabad was bifurcated as per demands of
the advocates and legal fraternity for a separate high court for Telangana.
♦ The High Court of Judicature at Hyderabad had been serving as common high court of the two states since
June 2014 when Andhra Pradesh was bifurcated to carve out Telangana.
♦ High Court of Andhra Pradesh was established by December 31, 2018, in state capital of Amaravati.

The Proposal of Ministry of Power for higher power allocation to Home State from Under Construction
Projects of NTPC
The Cabinet Committee chaired by Narendra Modi has approved the proposal of Ministry of Power to allocate
85% of Power generated to Telangana and Jharkhand from Under Construction Projects of National Thermal
Power Corporation Limited.

i.The proposal seeks to provide 85% of power to Telangana govt. generated from Telangana Super Thermal
Power Project (4000MW) of NTPC ltd. and further 85% to Jharkhand govt. from Patratu Thermal Power Station

Unemployment allowance of Rs 3,000 per month proposed by KCR government in Telangana Budget
On 22nd February 2018, Telangana Chief Minister K. Chandrashekhar Rao presented a Vote-on-Account
Budget for the year 2019-20.
Key points:
i. It is an interim budget.
ii. The total expenditure is valued to be Rs 1,82,017 crore which is 4 percent higher than the previous year-
out of which there is a revenue expenditure of Rs 1,31,629 crore and a capital expenditure of Rs.32,815
crore.
iii. The estimated revenue surplus is pegged at Rs 6,564 crore and fiscal deficit is Rs 27,749 crore which
is2.81percent of Gross State Domestic Product (GSDP).
iv. Revenues for Budget Estimate (BE)of 2019-20 of the state are valued at Rs 94,776 crore.
v. A sum of Rs 1810 crore has been allocated in the Budget to fund an unemployment allowance of Rs
3,016 per month to the eligible youth.
vi. Rs. 6,000 crores have been allocated to waive off agricultural term loans of up to Rs. 1 lakh.

Special Expenditure Observers for States of Andhra Pradesh, Arunachal Pradesh, Gujarat, Karnataka,
Nagaland and Telangana, have been appointed by Election Commission of India
On 26th March 2019, Election Commission of India has appointed Sh. Gopal Mukherjee as Special Expenditure
Observers for the state of Andhra Pradesh and Telangana and Sh. D.D. Goel as Special Expenditure
Observers for the state of Arunachal Pradesh and Nagaland for the upcoming Lok Sabha Elections.
Key Points:
i. Sh. Gopal Mukherjee is ex- Indian Revenue Service (IRS) officer of 1980 batch, and former Member of Central
Board of Direct Taxes (CBDT).
ii. Sh.D.D.Goel is ex- Indian Revenue Service (IRS) officer of 1982 batch, and former Directorate General of
Income Tax Investigation (DGIT Inv.).
iii. Both these officers will oversee and monitor the work being done by the electoral machinery and ensure
that stringent and effective enforcement action is undertaken against the person/entities who are trying to
persuade voters by distributing cash, liquor & freebies etc.
iv.Further, the Commission has decided to give additional charge of Gujarat and Karnataka to Sh. Shailendra

Maharashtra and Gujarat while Ms Mahajan will be deployed in Tamil Nadu and Karnataka.
ECI appoints Special Central Police Observer for Andhra Pradesh and Telangana
Election Commission of India has appointed Shree K K Sharma (IPS 1982 Retd DG Border Security Force) as
the Central Police Observer for the States of Andhra Pradesh and Telangana.He would oversee the deployment
and other security related issues in both the states.
K K Sharma was earlier nominated for the States of West Bengal and Jharkhand but his appointment was
objected by the opposition parties of both states.
MoU signed by Ola and Telangana Govt. to strengthen traffic infrastructure in Hyderabad
A Memorandum of Understanding (MoU) was signed between Ola and the Government of Telangana to
support the government’s initiative to implement smart solutions to enhance mobility experience further
strengthening traffic infrastructure in Hyderabad.
i. Under the MoU, the first pilot project proposed is the dynamic mapping of riding quality of various major
roads in Hyderabad through the network of vehicles operating on the Ola platform.
ii. The desired outcome of this pilot project is to reduce accidents causing because of potholes, monitor the
construction of roads, and prioritize budget for road repair.

i. Over 20, 000 field staff in different districts of Telangana was imparted training on 12 soft skills
modules and 3 domain-specific modules on RTI, Office Procedures, and Finance & Accounts, by Dr MCR HRD
Institute.
ii. The institute is also mentoring other states to spread the Comprehensive Online Modified Modules on
Induction Training (COMMIT) Programme as a national mission.
The M3 version of EVMs to be used in Nizamabad Lok Sabha and Likely To Enter Guinness Book with
Record EVMs
On 11th April 2019, The Nizamabad Lok Sabha constituency in Telangana may enter in the Guinness World
Records for the maximum number of Electronic Voting Machines (EVMs) of M3 version used in the polling
booth.
Key Points:
i. Total of 12 EVMs in each polling station was linked to one control unit in each of the 1,778 polling centers.
ii. It became the first constituency in the country to witness polling with EVMs for a large number of
candidates (185 candidates).
iii.This new version of EVMs was developed by the Electronics Corp of India Ltd (ECIL) and Bharat
Electronics Ltd (BEL).
iv. The Nizamabad constituency has a little over 15.53 lakh voters including 3.73 lakh farmers.
v. This new M3 version EVMs, came after 2013, with a maximum capacity of 384 candidates including NOTA,
have additional features like Tamper Detection and Self Diagnostics.
Telugu poet K Siva Reddy honoured with the prestigious Saraswati Samman 2018
On 11th April 2019, Telugu poet K Siva Reddy has been honoured with the prestigious Saraswati Samman,
2018with a cash prize of 15 lakh rupees for his collection of poetry titled ‘Pakkaki Ottigilite’.
Key Points:
i. He was born in 1943 in Karmurivari Palem near Tenali, Andhra Pradesh.
ii. He has won several awards, including the Sahitya Akademi Award for his book ‘Mohana! Oh, Mohana!’.
iii. The Saraswati Samman award was given annually for an outstanding literary work written in any 22 Indian
languages listed in Schedule VIII of the Constitution of India. It is one of the highest literary awards,
instituted by the KK Birla Foundation in 1991.
Telangana records 15% GSDP growth in FY19 with Rs. 8,66,875 crore
Telangana recorded 15% Gross State Domestic Product (GSDP) growth for the Financial year ended March
31, 2019 with Rs.8,66,875 crore. For the year 2018, it stood at Rs. 7,53,804 crore.

Key Points:
i. After the formation of Telangana state, this was the first ever highest growth registered.
ii. The capital expenditure for the year was Rs. 47,038 crore and this was the main reason for recording the
highest growth rate. The total capital expenditure from 2014-15 to 2018-19 was Rs. 1,64,519 crore.
iii. Primary sector grew by 10.9%, secondary sector by 14.9% and tertiary sector registered a growth of 15.5%.
The debt to GSDP ratio was 22%, lower than the limit set by Fiscal Responsibility and Budget Management
(FRBM) Act which is 25%.
iv. 14.2% was the GSDP rate for the year 2017-18 and 2016-17.

Justice Raghvendra Singh Chauhan sworn-in as the second Chief Justice of Telangana High Court
Acting Chief Justice of Telangana High Court, Raghvendra Singh Chauhan sworn-in as the second Chief
Justice of Telangana High Court in Hyderabad. He succeeded Chief Justice T.B. Radhakrishnan in April, 2019
and sworn in as acting Chief Justice.He hails from Rajasthan.

i. His Oath taking ceremony was administered by Governor E.S.L. Narasimhan.

13th Global Healthcare Summit organized by AAPI and GAPIO held in Hyderabad
Vice President of India, Shri Venkaiah Naidu inaugurated the 13th edition of the annual Global
Healthcare Summit (GHS) organized by American Association of Physicians of Indian
Origin (AAPI), with the lighting of the traditional lamp and delivering the keynote address at the Taj
Krishna Hotel in Hyderabad.
i. The GHS is being organized by AAPI in concert with the British Association of physicians of Indian
Origin(BAPIO) and the Global Association of physicians of Indian Origin(GAPIO) along with several
alumni chapters of medical schools in India.
ii. During the Summit a medical quiz competition for medical students will be held, where winners
will be given ₹5lakh, ₹3lakh and ₹1lakh

iii. Dr. Sudhakar Jonnalagadda, AAPI vice president for 2018-2019, said that the 14th edition of GHS

Jaipal Reddy, former Union Minister & Senior Congress leader, passed away in Hyderabad
On July 28, 2019, Former union minister and senior Congress leader from Telangana, S. Jaipal Reddy,
aged 77, passed away at Asian Institute of Gastroenterology in Hyderabad while undergoing
treatment for pneumonia.
Key Points:
i. Born on 16 January 1942, in Madgul, Telangana, he was a 4-time Member of Legislative Assembly
(MLA) from Kalwakurthy from 1969-84.
ii. He served as a Union Minister for Information and Broadcasting in the IK Gujral cabinet in 1998
and Union Minister for the Ministry of Earth Sciences and the Ministry of Science and Technology
from 2012 to 2014.
iii. He was conferred with the best parliamentarian award in 1998.
