Q. You are the CEO of Zilla Panchayat. A Gram Panchayat
Secretary, who reports to Block Development Officer working
under you, has been assaulted by Gram Panchayat member
(Elected Person). The member is an influential figure in
theTehsil and is very close to the local MLA. The Panchayat
Secretary is severelyinjured and is hospitalized. He was

A) Preliminary Enquiry:First I will conduct aPreliminary
enquiry myselfwith help of other officers to get the exacts facts and
information on the incident, as BDO has just informed me.PE
will help me to take an unbiased and fair decision on the incident.

B) Hospitalize the Panchayat Secretary: If I find that the incident
is true and Panchayat Secretary is in hospital, I’llextend all
treatment support to him and his family and will ensure he is out of
danger. Human value demand to treat a person with dignity and
empathy.

C) Ask Police to investigate into Panchayat Member’s actions


: As Member has taken law in his hand; he has violated the rule of

law. Police will take the action as per law under applicable sections.

D) Enquiry with Poor Woman: I’ll talk to the poor woman and
tell herto lodge FIR against Secretary if he demanded bribe. Law
will take its course.

E) Service to Poor Woman and public: I will also instruct to
provide the required service to poor woman as per eligibility and

also instruct that no member of public should be harasses and

required service should be proved in effectively and in speedy
manner. So that, in future such incidents doesn’t occur.

F) Motivate the Team: I will also ask to my team members to
adopt the values of honesty and unbiased in their office duty and
also ensure them to provided violence free working environment.
