1. PROJECT TITLE: POWER IN MaLiHaN
Promoting WoMen (Women and Men)
Empowerment through Resourcefulness in Making
Water Lily Handicrafts

2. PROJECT BACKGROUND

Pantay Fatima is a barangay in the city of Vigan, in the province of


Ilocos Sur. The barangay was non-existent in the ancient times. The
existence of the island began when the big branch of the Abra River
between Vigan and Sta. Catalina became lesss navigable. This resulted in
the formation of the island in the middle of the above of the mentioned
rivers.

This parcel of island then called “Pantay” which means an island forms
by means of receding waters. As days passed by, the populations grew.
The eastern named “Pantay Daya”, the western portion was “Pantay Laud”
and the middle portion named “Pantay Fatima”. With the settling of the
Benedictine nuns and sister, who constructed a shrine in the cova of their
monastery with our Lady of Fatima in the middle, adopted the term Fatima.

As mentioned, that the place was surrounded by bodis of water, the


residents of the barangay noticed the vast growth of water lilies. These
flowering plants are known to thrive in bodies of water, growing up to height
of approximately 40 inches. This free-floating perennial aquatic plant has
grown massively in one-hectare swampy area in the said Barangay. While
they also provide useful organisms to underwater life, they multiply rapidly
and clog waterways, block drainage systems and cause floods. However,
these water lilies, once seen as aquatic nuisances at Pantay Fatima and in
other neighboring barangays and cause for other bodies of water to
overflow now have an alternative use.

As this becomes a serious problem, I would like to embark on a project


or program that will make the plant productive and not a nuisance.

3. PROJECT DESCRIPTION

b. Project purpose

Power in MaWaLiHan intends to:

 Develop gender sensitization processes for personnel in-charge


of the project and for its participants;

 Promote participation by men and women in new organizations


for conservation and sustainable use and production of
resources;

 Develop a participatory process of comprehensive


environmental education in natural resource conservation, and
the recognition of gender differences concerning access to and
use of these resources, a process that contributes to changes in
attitudes;

 Generate and propose productive alternatives for men and


women that are more profitable, friendlier to the environment
and incorporate the knowledge of participating groups;

 Provide support for local organization, primarily the most


vulnerable groups, through technical and funding for basic
services; and

 Provide trainings skills to ALS (Alternative Learning System)


Learners in order for them to be exposed on these kinds of
livelihood activities and for them to have an idea if ever they will
put up a business in the near future.

c. Results/Outputs

The Project POWER in MaWaLiHan or called Promoting WoMen


(Women & Men) Empowerment through Resourcefulness in Making
Water Lily Handicrafts is to provide livelihood out of water hyacinths.
This kind of livelihood project will not only eliminate the problem of
water lilies affecting the drainage systems but also generate alternative
source of income for the residents and it gives many benefits to the
environment, as well as, providing job for the people.

This project aims to improve the living conditions of men and


women in the barangay through the sustainable use and conservation
of natural resources and the recognition of existing inequities and
inequalities, for the construction of a more equitable society, and to help
and expose ALS Learners on livelihood activities through trainings.

Once harvested, stalks of water lilies will be dried under the sun
and will be cut, bent around a wire frame, flattened or gone through
welding. After which, they will be weaved, trimmed, blow torched,
applied with glue and varnished to the desired finish.
Finish products include tissue holders, bags, slippers, baskets,
floor mats, lamp holders, notebook covers and many others. The
organization will sell these items in the market with foreigners as the
top buyers. The profit that they would get from it is equally distributed
to all the members after they has set an amount for their revolving fund.

d. Inputs/Activities

This project will carry out in two stages:

In the first stage, the Barangay Council will identify and approach
potential participants, and priorities for each of the components will be
defined by means of participatory appraisal. The principal topics/
problems and techniques to be employed will be determined during this
stage.

In the second stage of the project, the work plan prepared with
the participation of men and women will be implemented.

The project has three components, each guided by strategies that


promote participation, community organization and gender equality:

- Environmental education for sustainable natural resource use


with equity
- Administrative and strategic action of the project
- Establishment of sustainable and equitable productive systems
- Involvement of school teachers, church leaders and park
rangers in defining educational needs
- Design and construction of educational material by those
involved and the joint identification of dissemination strategies
- Establishment of community records detailing threats to the
different species of flora and fauna
- Community dissemination of the information from these
records and proposals for action
- Take gender criteria into consideration when selecting
personnel
- Develop ongoing training processes and establish periodic
opportunities for reflection and analysis of what is taking place
- Form interdisciplinary work groups to implement project
activities
- Establish horizontal relationships for internal project
administration
- Assess local knowledge
- Validate productive alternatives selected on the basis of results
from demonstration plots
- Disseminate experiences, promoting exchange with producer
organizations in other regions
- Assess economic and environmental profitability
- Provide associations with training in equitable business
administration
- Promote activities in the area of productive and marketing
organization

 STEPS ON HOW TO MAKE A PRODUCT OUT OF WATER


LILIES
(Slippers)
1. Gather long stems of water lilies;
2. Fresh water lilies should be put under the sun to let it dry.
Let it dry for 3-4 days;
3. After sun-drying, wipe and clean the dried stem with a cloth
to remove excess water and dirt;
4. Flatten the dried water lilies using a bottle;
5. Cut the flattened stems of waterlilies into thin pieces;
6. Intertwine or braid the stem cuttings and make the desired
design;
7. Prepare the soles of the slippers by using a pattern;
8. Put holes on the upper center corner and other holes on the
right and left corner of the soles for the sling;
9. Insert the braided waterlilies into the holes;
10. Knot (forming a letter T) the sling on the center corner with
other sling/braid. Put plastic hose on the knotted area;
11. The braided water lilies are then used as the sling. To cover
the rubber sole, start putting the other braided waterlily
stems starting on the outside-inside using an adhesive glue
for good grip;
12. Cover also the side of the sole with waterlilies;
13. Cut another rubber sole for the heel thicker than the first one
to add some height and cover it with another rubber sole
again with rough surface and apply contact cement;
14. Lastly, cover the thick sole with braided waterlilies.

f. Exit Plan

It will continue to inspire the barrio-folks to make necessary action


not only to sustain but to improve the quality of every output and to use
their initiatives to be taken in order to promote and deliver to clients
their choice and satisfaction.

The barangay will serve as the immediate beneficiary of the


project but at the same time will act as the first hand buyer or client,
then they will soon advertise the products to the city in general and to
the public. The proponent will act to monitor the implementation and the
disposition of the products and to check whether it is gaining and to
supervise how the run-out or roll-out of the project is being done.

As it grows, it will eventually be registered to DOLE to make it


more legal especially when it generates higher income. The project
must propagate and increase.
