The attention of allthe Commissioners, of Corporations /
Municpalities / Nagarpanchayat of the State except GHMC are
invited to the reference cited wherein while enclosing the
action plan for implementation of the G.O.Ms.No.35d'and
further suggestions for its effective implementation and to
spread awareness/importance of rain water harvesting
structures in the State of Telangana, have approved the
recommendations of the committee constituted by the
Govemment vide G.O.Rt.No427 MA&UD(C) department, dated
10.62016 and directed all the concerned
Departments/Organizations to take further action as per the
recommendations of the Committee.

2) Therefore, while forwarding a copy of reference cited to


all the Commissioners, of /

/Nagarpanchayat of the State except GHMC, are directed to
take action immediately inthe matter as
per the
recommendations of the Committee.

3) The RDMA of Hyderabad and Warangal are
requested to monitor the action taken by the ULBs as
suggested by the Committee and also for integration of RWHS
with PTIN.

ln the reference lst cited, Government have issued certain orders for
conservation and Harvesting of Rain Water Structures in construction of buil,dings in
atl. Municipal Corporations / Urban Devetopment Authorities / Municipatities.

2. ln the reference 2d cited, Hon'bte High Court in their order dated 78'4'7016 in
WP (PlL) No. 51 of 2016, dlrected the Government to constitute a Committee of
s: Experts to monitor the comptlance of G.O. Ms. No. 350, MA & UD (Ml) Department
dated 9-6-2000 and to make further suggestions for effective implementation of the
said G.O.

3. ln pursuance of the same, in the reference 3'd cited, Government have


constituted a Committee of Expert to monitor the comptiance of G.O. Ms. No. 350, lvlA
& UD (M) Department dated 9-6-2000 and to make further suggestions for effective
implementation of conservation and harvesting of rain water.

4. ln the reference 56 cited, the Committee made certain recommendations for


effective imptementation of Rain Water Harvesting in atl Municipat Corporations /

Government after careful examination of the same have approved the

In pursuance of orders of Hon'ble High Court of Judicature at Hyderabad, in public


Interest Litigation filed vide PIL No.51 of 2016 for effective implementation of G.O.Ms.No
350, MA & uD (M1). Dept, dt.09.06.2000, The Government of relangana, constituted a
committee of experts vide 6.o.Rt.No.427, MA&UD (c) Dept, dt.10.06.2016. to monitor the
conlpliattce attd to make further suggestlons for the effectrve rmplementation of the said
G.O. for conseruation and harvesting 6f rain water.

The committee of experts was constituted with the following members.

The committee of
experts held detailed deliberations during the meetings
conducted on dt.25-06-20t6, dt.02-07-2016 and dt.l9-07-2016 in the Chambers of the
Chief Englnccr, CHMC, Prof.M.V.S.S.Giridhar, Senior Fa€u16/,JNTU,Hycleral-lacl arrd Director
(Technical), HMWS&SB, Hyderabad respectively. The Committee also conducted field visits
and examined the various rain water harvesting structures constructed in the premises of
JNTU,Hyderabad.

The committee of experts recommends the following Action Plan for effective
implementation of Rain Water Harvesting in all Municipal Corporations/Urban development : i..
Authorities/ Municipalities.

1. To collect data on existing rain water harvesting structures and to create database
linking to Property Tax Identification Number (PnN) of GHMC and Customer Account
Number (CAN) of HMWS&SB in case of all existing structures, further it needs to Geo
tag (location with Latitude, Longitude & Altitude) the same.
2. To collect information of all defunct Bore wells and to take necessary steps to
recharge surplus Rain Water at feasible locations.
3. To co-ordinate all the activities on Rain water haryesting carried out by Govt./private
agencies and civil societies.
4. To conduct awareness programs, training programs and providing technical advice on
design of Rain Water Harvesting structures, data collection of new structures,
monitoring & evaluation of the structures.

structures and to provide guidance to the citizens'

10. It is reported that, HMWS&SB has decided to insist the non residential areas such as
Industries, Institutions and Large Open Areas etc., to construct RWHS under
Jalabhagyam programme with the cost of the owners of the concerned
premises

within the ORR limits of Hyderabad'

ll.Existing Rain Water Harvesting structures are getting choked up with silt and other
debris and becoming a problem for maintenance. To minimize the cost of ihe
maintenance of the structure, it is suggested to place a perforated HDPE membrane

(about 1OO-125 microns) as top layer for all existing Rain water harvesting structures

with immediate effect.

12. Recharge bore wells/Recharge Shaft/ Injection wells are to be made mandatory at the
locations of heavy runoff and at in all Govt' open
geologically feasible areas
spaces/premises, apartmentt premises, gated communities etc to improve
groundwater levels and'to prevent urban suface runoff.

13.It is suggested that, in every building owned or occupied by the Government or a


statutory body or a company or an institution or a.private person owned or controlled
by the government, RWH Structure should be provided. The prelnises should have
percolation pits and/or P.ain water/ Roof top water collection syitems to be installeC
depending on the nature and size of the building/ venture to achieve zero sui{ace run
off from the premises. The recharge pits shoutd have a sufficient space to store the
run off and they should be covered on the top with a provision to manhole.
14.It is also suggested that wherever the Rain water harvesting structure is not provided
-
as per GO, the executive authority or its representative, after giving notice to the
Owner /Occupier of the building, arrange to eiecute Rain water harvesting structure
in such building and recover the cost of the structure along with incidental expenses
[rereof in the same manner as property tax/ Water bill.

15.it is also suggested that all premises such as Institutions, Schools, Engineering

Colleges, Gated Communities etc., having area greater than 5 acres should not allow<J to 2'

design accordingly to achieve zero liceffirge premises. N

16.All the surplus Rain water in all public parks needs to be harvested and injected into

17,It is alsdsuggested that.wherever the owner/ occupier of the building fails to provide
the required Raln Water Harvesting Structures in the building before the date as may
be prescribed by the authorities, the Water supply and Electricity service connection
provided to such building shall be disconnected till Rain Water Harvesting Structures is
provided to that premises.

In view, for effective implementation of all the above suggestions, the Committee
recommends creation of an independent Rain Water Harvesting Cell in Town Planning
Wing of GHMC, Hyderabad to look after all the activities related to Rain Water Harvesting
Structures and to disseminate the information through the public portal, &rL-r f*'^a

The above Cell needs to conduct meeting with the expert committee with a

frequency of 3 months to discuss the developments and future plans.
