ln the reference lst cited, Government have issued certain orders for
conservation and Harvesting of Rain Water Structures in construction of buil,dings in
atl. Municipal Corporations / Urban Devetopment Authorities / Municipatities.
2. ln the reference 2d cited, Hon'bte High Court in their order dated 78'4'7016 in
WP (PlL) No. 51 of 2016, dlrected the Government to constitute a Committee of
s: Experts to monitor the comptlance of G.O. Ms. No. 350, MA & UD (Ml) Department
dated 9-6-2000 and to make further suggestions for effective implementation of the
said G.O.

The committee of
experts held detailed deliberations during the meetings
conducted on dt.25-06-20t6, dt.02-07-2016 and dt.l9-07-2016 in the Chambers of the
Chief Englnccr, CHMC, Prof.M.V.S.S.Giridhar, Senior Fa€u16/,JNTU,Hycleral-lacl arrd Director
(Technical), HMWS&SB, Hyderabad respectively. The Committee also conducted field visits
and examined the various rain water harvesting structures constructed in the premises of
JNTU,Hyderabad.
The committee of experts recommends the following Action Plan for effective
implementation of Rain Water Harvesting in all Municipal Corporations/Urban development : i..
Authorities/ Municipalities.
1. To collect data on existing rain water harvesting structures and to create database
linking to Property Tax Identification Number (PnN) of GHMC and Customer Account
Number (CAN) of HMWS&SB in case of all existing structures, further it needs to Geo
tag (location with Latitude, Longitude & Altitude) the same.
2. To collect information of all defunct Bore wells and to take necessary steps to
recharge surplus Rain Water at feasible locations.
3. To co-ordinate all the activities on Rain water haryesting carried out by Govt./private
agencies and civil societies.
4. To conduct awareness programs, training programs and providing technical advice on
design of Rain Water Harvesting structures, data collection of new structures,
monitoring & evaluation of the structures.

Industries, Institutions and Large Open Areas etc., to construct RWHS under
Jalabhagyam programme with the cost of the owners of the concerned
premises
ll.Existing Rain Water Harvesting structures are getting choked up with silt and other
debris and becoming a problem for maintenance. To minimize the cost of ihe
maintenance of the structure, it is suggested to place a perforated HDPE membrane
(about 1OO-125 microns) as top layer for all existing Rain water harvesting structures

the required Raln Water Harvesting Structures in the building before the date as may
be prescribed by the authorities, the Water supply and Electricity service connection
provided to such building shall be disconnected till Rain Water Harvesting Structures is
provided to that premises.
In view, for effective implementation of all the above suggestions, the Committee
recommends creation of an independent Rain Water Harvesting Cell in Town Planning
Wing of GHMC, Hyderabad to look after all the activities related to Rain Water Harvesting
Structures and to disseminate the information through the public portal, &rL-r f*'^a
