The Commissioner of the New Jersey Department of Transportation herby Initiated a review of
the above captioned pubflc highway-rail at-grade crossing on her own motion In order to review
and determine If revisions to the rallroad warning devices and roadway traffic control d~vlces
would better serve the public.

New Jersey Transit Rall Operations owns, operates and maintains the rallroad tracks.

New Jersey Transit Rafi Operations made an lnltlaf request for consideration of cl~sure of the at-
grade crossing due to the number of occurrences of motor vehicles foullng the three-track at-
grade crossing. The roadway configuration and steep Incline on each approach to the railroad
tracks create dangerous scenarios.

• The at-grade crossing Is located In the Borough of Ho-Ho-Kus In close proximity to the Ho-
Ho-Kus-Train Station. Residents of the neighboring community, conveniently access the
train station via Glenwood Road (Ridgewood side of Warren Avenue (Brookside Ave)).
Closure, greatly affects the Village of Ridgewood. Designating Warren Avenue as One-
Way (e~stbound) potentially reduces fouling occurrences and maintains access to Ho-Ho-
Kus from Ridgewood. .

• The Borough of Ho-Ho-Kus and the VIiiage of Ridgewood were to present the •one Way"
concept to their respective council.

• February 2O17-The Engineer for the Borough of Ho-Ho-Kus, via emall, Informed Rafi road
Engineering that the Ho-Ho-Kus Council had no objection to designated orie -way•

• • March 2017 - The Engineer for the Village of Ridgewood, via email, Informed Railroad
Engineering '7he VIiiage would consider making Glenwood Road one way east bound only
to keep the crossing open/'

A Diagnostic Team Meeting conducted on Wednesday, April 26, 2017 at the hlghway-rall at-grade
crossing of New Jersey Transit Rail Operations Mainline with Warren Avenue (Brookside Avenue)
In the Borough of Ho-Ho-Kus, Bergen County, form·ulated proposed recommendations with
respect to the above captioned matter.

Alf concerned parties were advised of the proposed recommendations submitted for
consideration to the Commissioner of the New Jersey Department of Transportation via
Memorandum of Record signed June 6, 2017. Appropriate local publJcations published Legal
Notice of the matter.

During the comment period, Railroad Engineering Services received numerous emails and fetters
concerning the· closure/one way designation. Many of the comments stated traveling
inconvenience Qf l,\ldgewood residents. The Ho-Ho-Kus Chamber of Commerce expressed
concerns of buslpess Impacts. Two comments were In favor, with one citfns a need for additional
sidewalks.

The Department's Exception Review Committee received and evaluated a follow up report from
the Enforcement/Non Enforcement Trial Period. (MeetJng with NJDOT Railroad Engineering
December 2018). In April 2019, the Exception Review Committee RENDERED A DECISION TO
ESTABUSH WARREN AVENUE {BROOKSIDE AVENUE) AS ONE-WAY.

A. Therefore, The Commissioner of the New Jersey Department of Transportation, based upon
a review of the Memorandum of Record and Exception Review Committee determination,
HEREBY ACCEPTS and ADOPTS the recommendations of the Diagnostic Team, and In
consonance with NJ.S.A. 48:2-1, 48:2-13, 48;2-28, 48:2-29, 48:12~58, 48:12-152, 39;4-128.

designation. Review of the Warren Avenue (Brookside Avenue) at-grade crossing after
the analysis period wlll determine the necessity for the active railroad warning
devices/traffic control devtce/ gate and mast.

14. Upon review, If the device or any part of the device is found to be no longer necessary, It

• may be removed.

Northwest quadrant
15. Remove existing active railroad warning/traffic control device assembly and foundation.

16. Install new active railroad warning/traffic control device assembly mast and foundatlon.

17. Install mast mounted single faced retro-reflective railroad crossing crossbuck (RlS-1)
signs. Align single faced retro-reflective crossbucks (R15-1) to face Warren Avenue
(Brookside Avenue) eastbound traffic.

18. Install mast mounted single faced twelve (12) Inch light emitting diode (LED) automatic
flashing Hght signals. Align single faced twelve (12) inch automatic flashlng lights to face
Warren Avenue (Brookside Avenue) eastbound traffic.

19. Install jury arm mounted slngle faced twelve (12) inch light emitting diode (LED) automatic
flashing light signals. Align automatic flashing light signals towards the upper bend of
Glenwood Avenue for Warren Avenue (Brookside Drive) eastbound traffic.

(Brookside Drive) eastbound traffic.

the gates. ..The device location and roadway width will dictate the gate length.

Surface
31. Install new crossing surfaces. The- crossing surface shall extend a minimum of three (3)
feet ~eyond the outer edge of traveled way and pedestrian pathway. The new crossing
surface shall Include continuous welded running raU. The design of the aosslng shall
conform to railroad stan~ards, and provide as uniform as practical vertical profile through
the crossing area to ml~imize any discontinuity between the aosslng surface and the
roadway approach paver1ents _leading up to the cro~lng confines and track structure.

circuitry-housing unit should conform to a lateral clearance of 30 feet from the roadway.
Circuitry-housing unit elevation based on any flood zone requirements. Anticipated
location for new raflroad circuitry housing unit Is the northwest quadrant.

35. Install nameplates ·or tag-Identifying railroad's name, street crossing name, USDOT
number, and emergency telephone number (Emergency Notification Sign - ENS 1-13) on
masts and circuitry housing unit.

36. Install 'NO TRESSPASSING: signs In northwest and northeast quadrants.

37. Install •ENTER PLATFORM,; sign on fencing In southeast quadrant.

38. Purchase and deliver roadway swing gates.(Ho-H~Kus and Ridgewood Police Department

"'*Due to the roadway profile, law enforcement personnel from Ho-Ho-Kus and
I Ridgewood discussed swing gate installation at the exit of Warren Avenue (Brookside
Avenue} onto Warren Avenue/1st Street and the entrance at Glenwood Road and Upper
Boulevard. The swing gates wflf assist during crossing construction phase as well a
preventive measure from vehicle fouling the tracks during inclement weather.

39. Install guide rail in northeast quadrant. The guide rail length (approximately fifty (SO) feet,
shall cover the area along the Railroad R.O. W where the grade drops severely Into the
HoHoKus Brook ravfne.

40. Repair guide rail In southwest quadrant along Ralfroad R.O.W. retaining wall. Install new
guide raff end attachment.

41. Remove/repair wall in southwest quadrant, in conjunction with the guide rail repair.

42. Clear vegetatron along Warren Avenue {Brookside Avenue)/Glenwood Avenue west of
the at-grade crossing to maintain a clear view f~r eastbound vehlcles approaching the
active raffroad traffic warning/control devices.

43. Restore/Repair and maintain stonn water drain~ge swale in the northwest quadrant.

traffic controls for trains, vehicles and pedestrians affected by work at the crossing .e@fore

47. Upon approval of the appropriate documents and associated funding, the State of New
Jersey shall reimburse NEW JERSEY TRANSIT OPERATIONS for costs Incurred to Implement
the recommendation to the raflroad warning devices. (BeCOP!roendatlon Items A1~

48. NEW JERSEY TRANSIT OPERATIONS shall provide a signed and dated •Contractor's
Certificate of Compliance - Items Containing Steel & Iron"; NJOOT Form OC-17, upon
delivery of ralls/steeVlron to the at-grade crossing or upon submission of the first Invoice
for surface construction ofthe subject project. The first surface construction invoice must
indude the "Contractor's Certlflcate of CompHance•, NJOOT Form DC-17 for acceptance
and approval.
49. Upon completion of all construction of subject project and for the purposes of Project
Closeout, NEW JERSEY TRANSIT OPERATIONS shaJI provide a •statement of Certification"
specifying, ~he Railroad certifies that all materials received meet or exceed the appllcable
A.R.E.M.A. and N.J.D.O.T. Standards and all work has been completed to the satisfaction
of NJ.D.O.T."

SO. NJDOT Railroad Englneering will send out Notification of Project Cfoseout1 at which time,
Raffroad has forty-five (45) days to submit FINAL fnvofces, If any•. No invoices accepted
after the forty-five (45) day notification period. NO INVOICES WILL BE PROCESSED AFTER
THE FEDERAL PROJECT END DATE.

4. Maintain regulatory "One-Wa~ (R6-1/R6-2) signs at the intersection of Glenwood Road
