1. General Description of the WORK


Supplemental Manpower Contracts Administration Division (SMPCAD) is responsible for
managing the company’s supplemental manpower resources. One of the main SMPCAD’s
business processes is the recruitment of the SMP resources. SAP e-recruiting has been
selected as the platform to automate the business processes related to supplemental
manpower procurement. The cycle of the various functionalities within this process consisted
of the initiation and creation of the manpower requisition, the creation of the service request
postings, the invitation of vendors to submit applications, the assessment of the candidates,
the interview and the selection of the candidate, and the offers to qualified candidates. In
addition to the main procurement functionalities SMPCAD also required to have an intelligent
reporting environment that can be utilized for recruiting data analysis and decision making.
In addition to the recruiting data analysis and decision making, the intelligent reporting
environment should also provided reports that will be used by the various admin areas and
organizations in the company to assist these organizations for their inputs to the company’s
operating plan for their SMP counts and costs. These reports should provide information
about their SMP’s various costs at the individual and also organizational summary levels.
The best way to satisfy the recruiting data analysis and decision making requirements is to
use as the base, the existing e-recruiting reports that we currently utilizing for the recruitment
of the regular resources and build from these reports the Business Intelligence (BI) reporting
environment required for the SMP resources.
For the business requirements that needed to satisfy the company’s operating plan, the best
way to satisfy this; is to capture and transport to SAP/BW platform, the transactional data from
the SMP HR actions and the Payroll results and also build the require reports and queries.
These queries should provide actual cost information of regular invoice labour and overtime
and overtime invoice labour. The information in these queries should be grouped within the
cost centres and the organizations within these cost centers.

Contract Duration:

CONTRACTOR shall achieve Project Completion & Overall Acceptance within one hundred
eighty (180) consecutive calendar days from the effective date of this Lump Sum Contract
(LSC). Contract Completion shall be achieved when CONTRACTOR has performed all the
WORK in strict compliance with all the requirements of this LSC. CONTRACTOR shall
mobilize his consultants and other resources within two weeks from signing the contract or as
directed by SAUDI ARAMCO’s Representative.

2. Specific description of the WORK


The scope of this work consists of the replication of about 80 existing R/3 e-recruiting reports
in the Business Intelligence (BI) platform (SAP/BW) and the development in the same
platform the reports required to satisfy the company’s operating plan requirements. The
information we have in the existing e-recruiting reports will be used as the base to develop the
queries needed in order for SMPCAD to be able to make recruiting data analysis and
intelligence business decisions. Also, the HR data and the Payroll results will be used to build
the required environment in SAP/BW for the company’s operating plan requirements needed
in the area of the actual SMP costs.

In order to do this, the e-recruiting historical data and the future recruiting data in PRR should
be transfer and also maintain in the Business Intelligence (BI) – (SAP/BW) platform. In
addition to this, all the exiting e-recruiting R/3 reports should be replicated as BW queries into
SAP/BW and new ones should also be developed to support the SMP business intelligence
reporting requirements. Also, the HR data for the SMPs and their Payroll monthly results
should be transferred and maintained in the SAP/BW platform. The contractor will have to first
develop the recruiting, and HR/Payroll infrastructure in BI environment as the 1st layer of info
providers and on top of that, he will have to create the 2nd layer of queries that will satisfy the
SMPCAD’s recruiting and operating plan intelligence reporting environment.

3. Deliverables
The results of this project are presented in form of deliverables released by the project. Below
you can find the list of deliverables.

Deliverable 1: Technical deliverables


The contractor should Develop, Test, and Deploy an intelligent data recruiting reporting
environment in SAP/BW platform. The contractor should also be able to follow the technical
development requirements outlined below:

• Create ODSes /
• Create Info Cubes if needed.
• Create Update Rules.
• Creating info-Packages.
• Create process chains
• Schedule the process chains through Control-M

• Maintain Solution Manager Implementation.
• Manage Reports/Roles BI Dashboard Wizard.

Our internal analysis indicated that the contractor will have to develop and deliver for this

Deliverable 2: Project Deliverables


Follow SAP SAUDI ARAMCO Methodology for software development and provide all
deliverables including full documentation identified in the methodology. More specifically the
contractor should deliver the following:

• Complete the Business Blueprint, and Realization phases of the project


• Finalize project proposal, project scope and schedule
• Determine the business requirements, provide detailed design and anticipate future
configuration and development activities
• Produce the project Business Blueprint Management Summary (BBMS) document
• Customize and configure source system connection
• Conduct business prototype and confirmation sessions of realized product
• Providing Integration System Testing
• Conduct User Acceptance Testing (UAT) with Subject Matter Experts (SME’s)
• Conducted performance and tuning if needed for the data load and for the run time of
required reports
• Rollout the final solution

Deliverable 3: System Testing


Upon completion of the development the following testing should be performed:

• Unit Technical Testing (UTT) & Functional Testing (UFT): This type of testing is carried
out in the development environment to verify the proper functioning of the different
components. A unit testing sign off document is produced indicating mutual agreement
to proceed with the next User Acceptance Testing. This document is based on the test
plan and scripts developed in the earlier stages by the contractor.

• User Acceptance Testing (UAT): UAT is a critical milestone for the project and should
be precisely planned and executed. A criterion for acceptance that was agreed upon
during the preparation of Test Plans is used as a guideline. The identified issues
during the UAT testing should be register, track, and resolve before the system
implementation. The UAT consists of testing data integration, accuracy, delta
extraction mechanisms and authorizations, front end delivery mechanism and
presentation.

Deliverable 4: Training/Knowledge Transfer


E-learning Training Document: Before rolling out the solution to all users, a step by step
presentation must be made available in the Dashboard to guide the users to various reporting
functions.

Deliverable 5: Project Documentation


SAP Solution Manager will be used to track the project progress and link the project
documentations that will be stored in the Document Management System (Documentum)
throughout the complete life cycle.

4. Contractor’s Technical Criteria for Manpower Qualifications

On successful awarding of the contract, the contractor is expected to bring people having the
following skill sets in order to execute the project to successful completion:

• SAP BI 7.0 Functional Consultant

• SAP HR and Payroll experienced Functional consultant

• SAP HR e-recruiting experienced Functional consultant

• SAP HR e-recruiting experienced ABAP/BSP programming specialist

• SAP BI 7.0 Development specialist

• SAP BI 7.0 Consultant with experience of SAP BEx Reporting


• SAP BI 7.0 Consultant with experience of SAP Web Reporting
• Development experience of Crystal Reporting

Project Preparation Phase: This is the first phase of the project. During this phase, the
CONTRACTOR becomes familiar with the SAUDI ARAMCO environment. He will prepare all
appropriate documents to plan and design the project.

Business Blueprint Phase: During this phase, CONTRACTOR shall meet with the user
community, proponents, and technical staff to define the functional and technical requirements
of the Systems being developed. The output of the blueprint phase is to define all realization
tasks.

Realization Phase: In this phase, CONTRACTOR will develop and customize the system
accordingly to what has been designed during the blueprint phase. The output of this phase is
ready to be tested by the users involved.

Final Preparation Phase: At the beginning of this phase the system development and
customizing activities have been already finalized for testing and user acceptance. Last
changes to the system are applied according to the comments provided during the Use
Acceptance Test. In this phase, the knowledge transfer and integration testing activities are
performed. The activities for planning the movement to production are refined in this phase to
ensure a smooth production environment.

Go Live and Support Phase: in this phase, the final solution will be accessible to all users in
Production System. Support period; a minimum of one month from the Go Live date shall be
used to perform where the team provides maintenance of the system by identifying and
resolving issues that arises after Go Live.
