Basketball Tournament

RULES and REGULATIONS

PROVISIONS:
1. The Basketball Tournament 2015will be held at Brgy. Pulung Bulu, Angeles City, Pampanga
starting October 23, 2015 (10/23/15);
2. The Basketball Tournament is headed by the Chairman of the Technical Committee who will
Supervise the work of the Officiating Officials and assist them in the smooth functioning of the
games.
3. The participating teams are required to pay the amount of TWO THOUSAND PESOS (₱ 2,000.00)
Pesos as participating fee which must be paid on or before the opening day.
4. The Basketball Tournament will be covered by existing Federation International Basketball
Association FIBA amateur rules and its rules changed as of 01 October 2014.
5. Only Officiating Officials from ABRA will officiate the games.

OBJECTIVES:
1. To promote and foster friendship, camaraderie and harmonious relationship among our constituents
in the organization.
2. To stay away from prohibited drugs and other form of vicious vices.
3. To discover potential basketball player that can bring honor and glory in our organization.
4. To gain self-respect and to instill in the minds of the players, coaches, team followers and spectators
the thru spirit of sportsmanship and fair play.

RULE I
ELIGIBILITY:
1. Only for bonafide residents of Brgy. Pulung Bulu, Angeles City, Pampanga.
1.1 Residency requirements as required by the Technical Committee.
2. No age limit and no height requirements.

RULE II
CONDUCT OF THE GAME AND SUSPENSION:
1. Teams can enlist a minimum of 12 players and a maximum of 15 players. All fifteen (15) players can
play in a regular game.
2. The players indicated in the Official team Line-up whose officially submitted to the Technical
Committee is final and can’t be altered.
3. Teams must have at least one (1) set of uniform using their designated color.
4. Player’s jersey numbers must start from 00 up to 99.
5. Late players can play provided that he is included in the Official Team Line-up.

RULE III
CONDUCT OF THE GAME AND SUSPENSION:
1. The proper conduct of the game demands full and loyal cooperation of the members of both teams
(players, substitutes, coaches, assistant coaches, excluded players and tem followers).
2. Each team shall do its best to secure victory, but this must be done in the spirit of sportsmanship and fair
play.
3. No player is allowed to play if he is under the influence of liquor or under the influence of illegal drugs.
4. No coaches, assistant coaches, substitutes, and team follower is allowed to stay in the team bench area if
he/she smells any alcohol, any other substance or under the influence of illegal drugs.
5. Players who were caught by the Officiating officials making a Trash Talk and Taunting to an opponent
during the game, will be charged with Technical Foul. Repetition of the same offense subject player(s)
to be thrown-out of the playing court.
6. Player/s, coache/s, assistant coache/s, and substitute/s figured or engaged (provoked or unprovoked)
themselves in a fight during the game, will be thrown-out of the playing court and will be slapped with
automatic forfeiture and therefore the team/s is/are no longer allowed to participate in the Tournament.
7. Players who is charged with Unsportmanlike foul (hard foul) in a regular game in two different
occasions (e.g. during 1st or 3rd period) will be slapped with a one (1) game suspension. Repetition of the
same offense and will be involved in a fight (free for all) during the game; subject team(s) shall lose the
game and automatically be BANNED for further participation in the Tournament.
8. No uniform and/or no entrance fee means no play. Team/s failed to comply either or both is/are not
allowed to join the Tournament.

RULE IV
WAL-OUT OF THE GAME:
A team that walks-out of the playing court during the game, due to any reason shall be given by the
Technical Committee a fifteen-minute grace period to reconsider their actions and return to the playing court
and continue to play the game. Failure to do so after the lapsed of the fifteen-minute grace period, the team
shall be declared loser by Forfeiture of the game.

RULE V
PROTEST PROCEDURE:
1. Judgment calls made by the Officiating Officials shall not be accepted as basis of protest.
2. The team captain of the team who shall made the protest, should sign in the score book indicating
therein that he is protesting the result of the game.
3. Protest of any nature shall be formally submitted to the Chairman of the Technical Committee in a
written form, within Forty Eight (48) hours after the game, otherwise the protest shall be junked.
4. A protest fee in the amount of ________________________ (₱______________)Pesos.
5. Decision in any kind /nature of protest shall be handed-out by the chairman of the Technical Committee
within _________________ (_____) days after it was formally filed.
6. The Technical Committee is the governing body to act and decide on all kind/nature of protest.
7. The technical committee’s decision is final. No appeal.

Rule VI
TOURNAMENT FORMAT:
1. A single round robin in the elimination. Having two brackets or sets of opposing teams.
2. Top 3 teams from each bracket will enter the succeeding rounds wherein the top 1 teams (1 and 1) from
both brackets will wait for the semi-final round.
3. The remaining four (4) teams after the elimination round will enter in the quarter-final round.

4. Winners from the quarter final round will fight in the semi-final round against the waiting teams (Top
1A and Top 1B) from the elimination round.
Semi-finals
Quarter Final Winner vs 1 of Bracket A
Quarter Final Winner vs 1 of Bracket B
5. Losers in the semi-final round will meet in One Game Battle for Third place.
6. Winners in the semi-final round will meet in a single game for Championship.

RULE VII
TIE, TIES, TRIPLE TIES OR QUADRUPLE TIES:
The FIBA amateur rules effective October 1, 2014 will be applied (see page 69 to 72 Classifications
of teams).

RULE VIII
GAME POSTPONEMENTS:
There will be a postponement of the official schedule of games due to uncontrollable reasons, such
as rains, brown-outs, fire and etc. It will continue upon re-scheduling of the games by the chairman of the
Technical Committee. The remaining time, score, such as players’ fouls will still remain, upon the
continuation of the re-scheduled games.

RULE IX
POWERS OF THE TECHNICAL COMMITTEE:
The Technical Committee is reserving all rights and power to decide to penalize any teams or
individuals that can’t comply with its policy.
