1. Background. According to Army Doctrine, the United States Army is moving towards
organizing staff operations by the six war fighting functions based on a maneuver
construct and operation. To date, many of the directed mission staffs in various areas of
operation have not conformed to this doctrinal concept or construct and remain
organized as Napoleonic General staffs. In order to coordinate and train as a unit
fights, units task organize and follow the construct of their higher and the units it
replaces in order to facilitate synchronization of staff processes, coordination, and
understanding with higher, lower, and adjacent headquarters. The same is true for the
13th Sustainment Command (Expeditionary) and its directed mission.
3. Reason. The unit 13ESC is conducting a relief in place with is currently task
organized this way as well as its higher headquarters and subordinates. In order to
train as we fight and to focus on the exercise, this method provides the best opportunity
to maximize training on its directed mission. The employment of the warfighting
techniques serve to move the staff in the warfighting function direction.
3. Discussion. 15th Transportation Company is a medium truck cargo company with the
palletized load system (PLS) capabilities located at Fort Sill, Oklahoma. The unit
supports the ammunition hauling requirements for the field artillery units and other units
on Fort Sill. 15th Transportation is a Corps sustainment level capability requiring
Sustainment Brigade TRA oversight. Currently, 15th Transportation Company is
currently assigned under 100th Brigade Support Battalion, 71st Fires Brigade on Fort Sill
with ADCON authority. TRA responsibility is currently with 1 st Sustainment Brigade, Fort
Riley, KS. With the 71st Fires Brigade aligning with III Corps and 4th Sustainment
Brigade, Fort Hood, TX, approximately 488 miles (5 hours) from Fort Sill, OK,
recommend the TRA responsibility align with 4th Sustainment Brigade.
