INVITATION TO A MEETING TO DISCUSS THE QCTO's PLAN TO REVOKE QUALITY
ASSURANCE FUNCTIONS DELEGATED TO SETAs
Section 261 of the Skill Development Act (SDA), 1998, Act No. 97 of 1998 allows the Quality
Council for Trades and Occupations (CTO) to delegate its functions in writing to any suitable
body. The delegation does not prevent the performance of the function by the QCTO itself,
therefore the delegation may be reviewed, amended or sat aside or revoked at any time by
the QCTO.
Since December 2016 the QCTO has been engaging with the Department on the process of
revoking functions delegated to Sector Education and Training Authorities (SETAs).On
18 September 2018, a meeting was convened by the QCTO to consuit with SETAs on the
plan. However, there was poor attendance by senior managers from SETAs and it was agreed
that the QCTO will update the plan and submit to the Department for further consultation with
the SETAs.
On 23 November 2018, the QCTO submitted its plan to the Department and on
12 December 2018 the Department requested inputs and comments from the SETAs on the
QCTO plan, On 25 April 2019, the Minister noted the SETA comments and has instructed the
Department to. convene a workshop with SETAs and the QCTO to discuss the plan and to
finalise QCTO plan to revoke quality assurance functions delegated to SETAs for approval.
Based on the aforesaid the Department hereby invites SETA Chief Executive Officers, Quality
Assurance Senior Managers and QCTO executives to @ workshop which is arranged as
follows:
