 “AN ORDER UPDATING THE APPOINTMENT OF MS. CRISTINA
CASTILLO-TALIMORO AS BARANGAY GAD FOCAL PERSON OF
BARANGAY STO. DOMINGO”

WHEREAS, the Local Government Code of 1991 mandates all local

government units to promote and ensure the general welfare of everyone
within their territorial jurisdiction hereby upholding the rights of every
constituents to access in all aspects of development and to enjoy the quality
basic services and facilities;

WHEREAS, THE Sangguniang Barangay of sto. Domingo has approved the

appointment of Ms. Cristina Castillo-Talimoro
WHEREAS, RA 9710 recognizes that mainstreaming Gender and
Development (GAD) perspective in the local development policies, plans and
programs will provide ample opportunities of woman to enhance and develop
their skills, acquire employment and contribute to the development and
upliftment of their families and communities to the fullest of their capacities;

WHEREAS, the Joint Memorandum Circular (JMC) No. 2013-01 issued by the
Philippine Commission on Women, Department of Budget and Management,
National Economic and Development Authority, and the Department of
Interior and Local Government, provides guidelines for the localization of the
Magna Carta of Woman;
WHEREAS, Joint Memorandum Circular (JMC) No. 2013-01 in consonance
with IRR of the RA 9710 mandates the creation/strengthening of the LGU’s
effort on mainstreaming gender perspectives in the local governance;

NOW, THEREFORE, I, MICHELLE ANN L. YU, Punong Barangay of

Barangay Sto. Domingo, by virtue of the powers vested in me by law, do
hereby strengthen the composition of the Barangay Gender and
Development Focal Point System (BGADFPS) of the Barangay Sto. Domingo.

Section 1. Barangay Gender and Development Focal Point

System
(Barangay GADFPS)
 The Barangay GAD Focal Point System shall be
composed of the following:

Co-Chairperson: Richard N. Yu, Chair of the SB Committee on
Women, Children and Family
Focal Person: Cristina Castillo-Talimoro
Members:

Section 2. Secretariat
 The secretariat/administrative support services to the Barangay
GADFPS shall be provided by the Barangay Secretary Malyn L. Elpa.
Its duties and functions include the following:

1. Provide administrative assistance and logistics support in the

conduct of meeting, seminars and training;
2. Take the minutes, documentation of the meetings,
conferences for a training and seminars;
3. Consolidate various GAD reports prepared by the Barangay
GADFPS; and
4. Perform such other related functions.

Section 3. Effectivity.
 This order shall take effective immediately.
