CHAPTER I

INTRODUCTION

On- the- job- training (OJT) is one of the best experiences and highlight of the college

life of the criminology student. This training helps the trainees to experience the different

demands of their future job. This is a great opportunity for them to apply the things that they

have learned inside the four corners of the classroom. This on- the- job- training also helped

them in enhancing their personality, confidence and instilled in them the value of respect for the

law and services to the community.

On- The- Job- Training (OJT) means training in the public or private sector engaging in

productive work that provides knowledge and skills essential to the full and adequate

performance on the job.

The inters of Western Philippines University are required to conduct a two week On-

The- Job- Training to five different agencies. The interns played great roles during their

internship in the different agencies concerned. They were tasked to assist the personnel and the

daily work whether it is in the field, in the office, their daily operation our paper works. The

interns must observe how things work inside the agencies and assume that they are one of the

personnel and must therefore act like professionals having discipline, and one responsible

personnel. This is to help them develop and build their good attitudes, manners and skills as

future law enforcers.

The group was deploy and conducted the internship in the following agencies; Maritime

Group-2NDSOU PNP (MG),Palawan Provincial Crime Laboratory Office (SOCO), Palawan

National School (PNS), Sta. Monica National High School (SMNHS) and Provincial Jail

Management Division (PJMD).


CHAPTER II

NARRATIVE

Maritime Group-2NDSOU PNP (MG)

The first agency of their deployment was at the Maritime Group-2NDSOU PNP (MG). It

is headed by PSUPT. Greg R. Tugonon; MG has many divisions inclusive of the Special

Operating Units in which the Interns were assigned. The real function of MG inside the NSU is

to secured the Sea land everything which are being imported and exported inside the area of

Puerto and Curie island.

The Internship lasted from 08 January 2018 to 19 January 2018. The students made a

division of labors and assigned Interns Cherry Cabailo and Angelo Brian Alipoon at the

Entrance Vehicle, wherein their primary function is to check the gate pass of all the vehicles that

will enter the PPA. Meanwhile, Interns Jeric Campos and RenicaGeneta were assigned deployed

at the Entrance Pedestrian to assist all the people who enter the PPA. In the Admin Lobby,

Interns Ralph Leland Flores and Myra Jazon were positioned and their purpose is to assist the

personnel inside the Admin Office and serve as Information Officers at the Information Desk. In

the Port Police Division (PPD), Intern ChaddyEnero was designated, wherein his function is to

assist PPD Personnel, Ma’am Maria Linda U. Gabon in the help desk. On the other hand, Intern

Mary Rose Valderama was also assigned in the PPD Office; her primary duty is to assist Ma’am

Christia Ann G. Beguina the PPD Secretary inmaking reports and memoranda. Intern Jay

Paigma was assigned to rove in all the areas and posts. And he assists and escorts to check the

cargo and passenger ships in the arrival area. Lastly, Interns RosalinoPaalan and Ana Marie

Villareal were posted in the Exit Gate; their purpose is to assist the guards in checking the
departing vehicles and cargo trucks. The important events during the span of their Internship in

the PPA were the Karakol Festival and the Passenger Terminal Baggage (PTB)Inspection. The

Karakol Festival was held on 09 December 2015, wherein the Interns performed their duties

well as the traffic enforcers and assisted all the people who participated in the aforementioned

event. And on the PTB Inspection, the Interns have assisted in the checking of baggage to detect

the contrabands and any prohibited items. On the last day of their duties, the Interns participated

in their Christmas Party and formally ended their Internship in PPA.

Tiniguiban Elementary School and Sta.Monica Elementary School

The interns were assigned to the school as a part of their community immersion. This

part of on-the-job training aimed to develop the self-composure, temperaments and patience of

the interns despite of being in the midst of the crowd. The span of their On-the-Job Training ran

from 14 December 2015 to 08 January 2016.

The Interns were divided into two (2) groups, the first group was assigned in the

Tiniguiban Elementary School; the first group was consisted by Intern Jay Paigma who was

assigned in the information desk, Interns Angelo Brian Alipoonand ChaddyEnero were

deployed as the roving officers and as relievers in the traffic enforcers. Interns RosalinoPaalan

and Ana Marie Villareal were positioned at the entrance area to guard the gate and check all the

persons and they also served as traffic enforcers and assisted the studentswho enters and exits

the school premises. The main events were the Coronation of the Little Mr. and Ms.

Tiniguibanand the school Christmas Party. The Interns assisted in the cooking and dispensing of

the snacks and organized and decorated the stage and the venue of the events.
On the other hand, the second group was assigned in the Sta. Monica Elementary

School. The group was led by Intern Ralph Leland Flores; and was composed by Interns Myra

Jazon, RenicaGeneta, Jeric Campos, Cherry Cabailo and Mary Rose Valderama. They have

shifted on their roving duties and guarded the gate. Both of the groups formally ended their

duties and functions as Interns in Tiniguiban and Sta. Monica Elementary Schools on 08

January 2016.

City Traffic Management Office (CTMO)

The third agency where the Interns were detailed was in the City Traffic Management

Office.They learned the actual apprehending of violators in traffic and also in assisting the

pedestrians in the intersections.

The Interns were deployed on January 11, 2016. On their first day the Interns reported to

the CTMO. They had been briefed and oriented by Mr. Bacani who was the head of the CTMO.

As part of the Interns’ obligations, they formed properly at the CTMO before they have

subdivided their group and deployed them to different intersections. Some were assigned at

Rizal corner Valencia, some at Rizal corner H- Mendoza, some at Jollibee Valencia and some of

the group along to ensure the safety of pedestrians in crossing the lanes and to control and

prevent the occurrence of traffic congestions. In addition, Sir Bacani, the head of the CTMO,

advised the Interns to have their rotation of posts for every two days and at the last three days of

the duties, there will be an actual capturing and ambushing of drivers and motoristswho were

not obeying the traffic rules and regulations.

The Interns have learned the fieldworks of a traffic enforcer and their means of

operations. They helped pedestrians in crossing the lanes especially the senior citizens, students

and persons with disabilities.


The Interns understood the true meaning of the word timing, the importance of a whistle

in scolding violators, and the value of patience in disobedient pedestrians and drivers the reality

of being a traffic enforcer.

22 January 2016, the last day of the Interns in the CTMO were praised by Sir Bacani for

their outstanding performances on the traffic and as theysay goodbye to the CTMO traffic

enforcers and thanked Sir Bacani and the otherpersonnel that the interns have enjoyed in the

span of their Internship in the traffic.

Palawan Provincial Internal Affair Service(PALPIAS)

The PALPIAS is one of the divisions of PNP. Its main goal is the apprehension and

investigation on the violation of their fellow Policemen that needs hearing for their

administrative and criminal case.

25 January 2016 was the first day of the interns in the PALPIAS, there was also a

traditional Monday flag ceremony wherein the Interns joined the activity with the personnel,

staff, and co-interns coming from the different Universities. After the flag ceremony the Interns

move to the office of PALPIAS.They have only three personnel:the Chief personnel of the IAS

was PINSP Joel Sales Monsanto,Investigator SPO2Conrado Rafael, and Admin. Clerk

SPO1Nelvie S. Daquer although they lack on personnel they can still manage their works with

more efficieny. Sir Rafael reminded the Interns about the rules and regulations, he told them that

they should not be sleeping during duty hours and keep on reading Reviewer Books for Board

Exam. As theyoriented them, PINSP Joel Monsanto, they reminded the Interns that they will

have an examination on the following days for the spot exam, after the duty. Sir Monsanto

entrusted the office keys to Intern Jay Paigma.


On 29 January 2016, the Interns assisted some PNP personnel who came by the office to

claim their clearance for their PFT requirements.

Last day of the Interns on PALPIAS was on 05 February 2016, they started their day on

a meeting with PINSP Joel Sales Monsanto for the boodle fight which will serve as an ending

ceremony of the Interns in IAS, Intern leader Jay Paigma along with the Fullbright Interns

organized the boodle fight.

2nd Maritime Special Operation Unit(2nd MSOU)

The fifth agency was the 2ndMSOU is one of the divisions of the PNP to apprehend the

offenders in the land and sea and they are also the one who aretasked in capturing the violators

when it comes to nature and environments and to protect the territory from foreign violators.

On 08 February 2016, the first day of interns in the 2nd MSOU they were briefed by

PINSP Mailyn Sotto Petallo for the rules and regulations of the 2nd MSOU, and thenthey came

to their lecture hall PO1 JefersonSanco about the Criminal Law, Law Enforcement

Administration and Criminal Procedure. On 10 February 2016, PINSP Petallio informed us

about the past batches of WPU Interns that they have a good record on their agency. On 11

February 2016, PO1 Sanco declared that they will have an examination regarding their lectures.

On the following day, PO1 Sanco taught the Interns about the Gun Safety and the

Arresting Procedures of an offender. They also introduced the interns the newly issued gun,

TABOR SITAR and GLOC 17 theywere also taughton how to handle both weapons and combat

positions and the assembling and disassembling of the firearms. The Interns also learned the

different kinds of knot tying and its uses, their lecturer was PO2 Dimanalata. The interns were

also taught by PO1Tamayo on how to respond to emergency and crisis situations and on how to

conduct first aid and CPR.


On the last week of the Internship, in 2nd MSOU they were informed by PO1 Tamayo

and PO1 Salenas that they will be assigned on different Offices and Units, they learned the

functions of each offices and their uses to the other and performed cleanliness, orderliness and

established good communication and rapport with the personnel on 2nd MSOU.

On their last day at 2nd MSOU, 18 February 2016, the Interns were taught about the

features of the Patrol Boat or Gun Boat, their teacher was PO1 Arzaga, on that day an

examination was also conducted by PO1 Salenas and PO1 Tamayo.They have also

conductedPhysical Fitness Exercise that has been part of their last activityand last ceremony

they gave thanks and bid goodbye to all the PNP personnel of the 2nd MSOU.

National Bureau of Investigation (NBI-PUERDO)

The last agency for the On-the-Job training for the semester was in the National Bureau

of Investigation, Puerto Princesa City, District Office (NBI-PUERDO). It was headed by the late

Director Atty. Florenciano C. Canlasand is currently being handled by Acting Chief Cedric T.

Caabay. The Interns were divided into the different units of Clearance Section, Admin Office,

Information Desk and the NBI Gate and conducted a rotation of duties. The Internship lasted

from 21 February 2016 to 04 March 2016.

The Interns also assisted the elder and the first timers in the online application of NBI

clearance; they have also assistedthe clients that they should interview before directing to the

Investigators of the NBI. The interns have also observed the way of issuing of subpoenas. They

have served the NBI investigators on investigating the target areas on some cases.

The special event during the Internship at the NBI-PUERDO was the Mr. and Ms.

Peacekeeper 2016 at the Balayong Festival. Wherein the Interns avidly supported and cheered
for the representative of NBI-PUERDO, Special Investigator III Joselito Valle, who won as the

2nd runner up.

Lastly, the Interns formally completed their duties in the NBI on 04 March 2016, and

extended their thanks and goodbye to all the NBI personnel.

CHAPTER III

ANALYSIS AND EVALUATION

This chapter consists of the analysis and evaluation of the Criminology Interns to the

diverse agencies they were tasked and deployed.

In the Philippine Port Authority (PPA), the personnel are very strict when the security of

the port, the safety of all the passengers, the baggage and valuable items are being concerned but

they have a very welcoming attitude which has also reflected on the atmosphere of the PPA.

They are very approachable when it comes to their clients; they are also health conscious that
they have fitness activities such as Basketball games and Zumba every Tuesdays and Thursdays

to keep them physically fit, strong and capable. These events and activities also served as a

bonding to strengthen their camaraderie and the unity of their divisions. They also held meetings

every morning to keep the circulations of the information to every personnel and divisions. They

were also assessed to be very good in all of the performances of their personnel and staff, the

facilities, offices and the rest of the premises are also always clean, sanitation and orderliness is

strictly observed.

In the Tiniguiban and Sta. Monica Elementary Schools, the School Principals, teachers

and other staff are very, patient and caring to all of the students that they were sometimes

abused by their pupils (especially the grade 6 pupils) and they are alsohospitable and kind to the

Interns who were detailed on their school. The teachers are efficient on their own works and do

not usually rely on the Interns. On the other hand, the school facilities lack sanitations. They are

also lacking when it comes to their security and traffic enforcers which could have employ

safety to every persons and properties of the school. Both of the schools were rated to be very

good when it comes to the teachers and staff yet appraised to be on average level if their

facilities are concerned.

In the City Traffic Management Office (CTMO), the Interns have observed that they

were firm with the timeliness of all the employees. The head of the CTMO, Sir Bacani is a very

efficient leader because he is not bias in every drivers and motorists that he will encounter. He

does not show animosity and partisanship to any person as long as they have committed an

offense. In the CTMO, they wanted that all personnel, including the Interns shall be presentable

and clean in their uniforms and bearing, shall also be responsible to every action that they will

make. Most of the CTMO personnel are very approachable and illustrates calmness and humility
when they apprehend offenders. The City Traffic Management Office only shares with the

grounds of Mendoza Park, which means they have deficiency in impounding the vehicles. Their

workplace is very constricted; they also have a scarcity in their facilities, specifically to their

comfort rooms. Despite all these shortages, the CTMO employees are evaluated to be highly

good in the execution of their duties. The Interns really enjoyed their stay and in rendering

services in the CTMO, especially during their apprehensions to the motorists.

In the Palawan Provincial Internal Affair Services (PALPIAS), they are strict to the

Interns during office and work hours. They always advise the Interns to avoid sleeping while on

the actual performance of their duties, they must always be polite to every people who comes to

their good office, the Interns must always be presentable at all times. Although they lack on

personnel, they are very efficient and effective on their duties and obligations towards their

performance and they also display courtesy towards every other PNP personnel, all of the

officers in the PALPIAS are intelligent, eloquent and well-mannered. The head of the IAS,

PINSP Joel S. Monsanto is a very good exemplary for all the Interns who aspires to be a

member of the PNP because he is God-fearing and always lectures about guidance. Their office

and facilities lacks when the kitchen utensils and equipment are concerned. Regardless of the

lack of personnel, equipment and facilities, the Interns have evaluated their office and services

to be excellent.

The 2nd Maritime Special Operation Unit (2nd MSOU), every personnel treat each other

as family. They do not like tardy and scattered Interns. They always want the Interns and every

personnel to be complete and responsible to every piece of their uniform. The personnel are very

friendly; they share their knowledge and experiences in their lives, trainings and board

examination tips towards the Interns. They also invest in winning the trust of the community.
They involve in community based activities such as participating in the Nutrition Month,

planting of trees during the Love Affair with Mother Nature and helping the needy people by

giving relief goods and extending any kinds of help that they can share to others.

They are noted to be the number one agency that is trusted by the United States of

America for trainings like the BALIKATAN Exercises. All of their members who were on the

low ranks were motivated to enroll in schoolings to enhance their skills and avail the privilege to

escalate their ranks. Their personnel are evaluated to be snappy, physically fit and capable in

their entire job. Their office may be hard to get by but their services are very effective. The

Interns gauged them to be very good.

Last but not the least, the National Bureau of Investigation-Puerto Princesa District

Office (NBI-PUERDO), the employees are friendly but since they are very busy with all their

transactions and works in the NBI premises, they usually neglect the interactions with each and

every one. Towards the clients, they are very approachable especially to the senior citizens,

pregnant women and disabled persons. The NBI equipment and facilities are not very efficient.

Their Internet network is not staggering and not stable. Their performance can be appraised to

be average although they were aided by the Information Technology (IT) Interns. They have

improved their Canteen; their comfort room is clean and can be used. All their personnel’s

performances are evaluated to be efficient. The Investigators are speedy workers. But they lack

on their facilities.
CHAPTER IV

CONCLUSIONS AND RECOMMENDATIONS

This chapter presents the conclusions and recommendations of interns in their on-the-job

training experience report.

Conclusions

Based on the analysis and evaluation, the following conclusions were drawn:

Philippine Ports Authority (PPA)

1. The agency manifests a good and knowledgeable personnel and very hospitable and

kind personnel towards their clients.

2. The agency has a clean and spacious offices as well as facility with hard-working

employees.

3. The agency possesses a modern and advanced technology that helps them to do their

work efficiently and faster.

4. The agency follows a good and reputable standard when it comes to conducting of

their inspections.
Tiniguiban and Sta. Monica Elementary Schools

1. The school personnel are strict when it comes to time management. The regular time

of office work and field operation is earlier than the standard time of the office hour.

2. The schoolstaff possesses a very kind and hospitable attitude.

3. The school is very health conscious. They avoid contamination of foods.

City Traffic Management Office (CTMO)

1. The agency is very time conscious.

2. The agency illustrates good rapport to their clients.

3. The agency shows up to the public with good bearing and presentable uniforms.

4. The agency’s employees try their best to remain calm and humble in every situation and

in approaching their clients and/or apprehending the offenders.

Palawan Provincial Internal Affair Services (PALPIAS)

1. The agency is very efficient in doing multi-tasks despite of the fact that they lack of

personnel.

2. The agency displays no partisanship towards any complainants, clients or to the other

PNP officers.

3. The agency uses a modern technology in releasing clearances.

4. The agency is very speedy and efficient at the same time in the course of the

performance of their duties.

5. The agency does not neglect their obligations and duties.

2nd Maritime Special Operation Unit (2nd MSOU)


1. The agency treats everyone as family.

2. The agency is not greedy on what they have as long as they can share anything.

3. The agency possesses highly advanced and modern equipment and facilities specifically

with their vehicles and armory.

National Bureau of Investigation (NBI-PUERDO)

1. The agency’s employees are very humble. Despite of their busy schedules and hefty

tasks, they still managed to do their jobs efficiently.

2. The agency manifests a good reputation and possesses intelligent and reliable

investigators.

3. The agency might lack on their equipment and facilities, they still try their best to render

good services to the people.


Recommendations

Based on the analysis and evaluation, the following recommendations were drawn:

Philippine Ports Authority (PPA)

1. The agency needs additional personnel and Port Police Officers.

2. The agency needs to have more advanced equipment especially to the large cargoes.

3. The agency needs additional female port personnel to handle and check female

passengers and their belongings.

4. The agency needs to expand their departure area to avoid being crowded and other

accidents.

Tiniguiban and Sta. Monica Elementary Schools

1 The school needs additional security officers/security guards to ensure the safety of the

pupils, teachers and staff.

City Traffic Management Office (CTMO)

1 The agency needs a bigger office to accommodate more clients.

2 The agency lacks impounding area for the vehicles.

3 The agency needs separate comfort rooms for males and female and must also improve

cleanliness.

4 The agency needs to conduct seminar and orientation for the CTMO Employees for them

not be biased and partisan towards any offenders.

5 The agency also needs to have at least a monthly or quarterly checking/evaluation of the

CTMO Employees towards the performance of their duties.

Palawan Provincial Internal Affair Services (PALPIAS)

1 The agency needs additional officers to be even more effective in executing their works.

2 The agency needs to improve their office and other facilities such as the kitchen and

comfort rooms.

3 The agency lack vehicles to be used on missions and in the actual performances of their

duties.

2nd Maritime Special Operation Unit (2nd MSOU)

1 The agency lacks barracks for the duty officers detailed in Puerto Princesa, Palawan.

2 The agency needs to have a division of labors due to their numerous members who are

being lousy because they have nothing to do in the Maritime Office.

3 The agency lacks personnel who will uphold the maintenance of their equipment and

facilities.
4 The agency needs to improve their logistics and supply records of their equipment

especially to the armory and must have additional members of the Logistics Unit.

National Bureau of Investigation (NBI-PUERDO)

1 The agency needs to conduct a one-day RNR or team building for at least once a month

or any sports events and etc., to strengthen their bond, lessen their stress and enhance

their cooperation.

2 The agency lacks powerful Internet connection which will improve their works and will

immediately releasing of clearances.

3 The agencyneeds to improve their system in handling a crowd of people applying for

clearances whether online or not.
