Introduction

Pantawid pamilyang pilipino program(4Ps)is a conditional Cash Transfer program of the


Philippine Government and a poverty reduction strategy that provides monthly allowance to the
poorest of the poor to improve their health and education particularly of children from 0 to 18
years old.In the Philippines,a nationwide program addressing the issue of poverty was launched
in 2008 by the Development of Social Welfare and Development.This is the Pantawid Pamilyang
Pilipino Program patterned after same programs in the Latin Americans,which provides
conditional cash to Filipino Families Poverty(chaudhury,et al 2013).

Tubeza and leonon(2018)reported in an article in Philippine Daily Inquirer that Social Weather
Station(SWS) has surveyed 10 million Filipino families which rate themselves as poor.Under the
health component each family-beneficiary receives a total of PHP 6,000 annually for their health
and nutrition expenses.The program provides a total of PHP 3,000 per child for a school year
that is for their efucation expenses.At least 85% of the required school days of children aged 3-5
years old must be enrolled in day care program(Reyes,et al (2013).

Fernandez's(2012)article reports the former presidents Gloria Arrroyo's,having been involved in


the implementation of the 4p's which administration started,concern about the problems that
may arise in the implementation of the program.The complexity of the program requires trained
personnel to effectively carry out the implementation process.Related to this
Browne(2013)stated that CCT programs can benefit from utilizing theories of change in its
planning to have a cleaner sense of how behavioral.and social change will happen,how
conditionalities should be designed to produce this change,and how the (positive) changed can
be sustained.

The pantawid as the program is commonly referred to has two objectives:Social assisstance
achieved by providing cash assistance to address families short-term needs and social
development attained by investigating in human capital to break the intergenerational poverty
cycle(official Gazette,2016).In 2016,DSWD completed the SWDI baseline assessment report with
covered 90.20 percent of the all pantawid families (3.7 million).As cited by reyes and Tabunga
(2012) in long-run, the 4ps goal is to achieve
