TECHNICAL SPECIFICATIONS

This set of Specifications shall govern the methods of construction and the kinds of
materials to be used for the CONTINUATION OF ROOFING SYSTEM FOR ONE (1) BASKETBALL
COURT, TWO (2) VOLLEYBALL COURTS AND ONE (1) LAWN TENNIS shown in the plans and
detail drawings.

The plans, detail drawings and these Specifications shall be considered as


complementing each other, so that what is mentioned or shown in one, although not
mentioned or shown in the other, shall be considered as appearing on both. The reference
line of the CONTINUATION OF ROOFING SYSTEM FOR ONE (1) BASKETBALL COURT, TWO (2)
VOLLEYBALL COURTS AND ONE (1) LAWN TENNIS as specified on the plans. It covers from
Footing/Foundation to the Roof extended from Tennis Court to Volleyball Court. (please refer
to plans)

GENERAL CONDITIONS

All parts of the construction shall be finished with first class workmanship, to the fullest
talent and meaning of the plans and these Specifications, and the entire satisfaction of the
Architect/Engineer.
The construction shall conform to all the requirements of the National Building Code,
as well as the local rules and regulations of the Office of the Building Official of Naval, Biliran,
Philippines.

ITEM NO. I - BIPSU STANDARD PROJECT BILLBOARD


- The Contractor shall provide a Standard Project Bulletin with a size of 4 feet by 8
feet to be hang at the front of the Construction site.
CONTRACTOR’S SCHEDULE & PROGRESS REPORTING
a) Progress Reporting. Throughout the Contract duration, the Contractor shall be
responsible for taking detailed and accurate measurements of the actual progress of
all aspects of the works.
b) Weekly Progress Report. The Contractor shall maintain a Master Project Schedule
to summarize the status of the work; work in progress and the percentage completed.
This summary report shall be updated and issued at the end of every week.
c) Contractor shall submit during the entire duration of the contract a weekly
progress report under cover of a transmittal sheet and shall include as a minimum the
following:
-Management/Executive Report (Narrative)
-Construction Progress
-Forecast for the next one month/Daily-Monthly Weather Chart
-Manpower (Management and Workforce)
-Areas of Concern
-Photographic Report
d) Meetings. Contractor Key Personnel shall meet with BiPSU representative upon
request of BiPSU to discuss matters related to the project. Contractor shall arrange to
record the minutes of meeting and submit for approval.

e) Minimum Mobilization of Key Personnel


Project Manager: full time from Contract award up to completion of Works, to be
mobilized on site during the construction phase;
Site/Construction Engineer: full time from initiation of site mobilization activities up to
provisional acceptance of the works
f) Testing Work. The testing work will include all tests and checks on:
- all concrete mixtures poured on footings, columns, flooring, slabs, beams and
required tests on concrete, structural steel members and reinforcing bars
- testing the effectiveness and workability of electrical lines

ITEM NO. II - CONSTRUCTION SAFETY AND HEALTH

The Contractor shall be responsible for safety of all workmen and other persons
entering the Works and shall at his own expense; where not stated otherwise take all
measures, subject to the Engineer's approval, necessary to ensure their safety.
Such measures shall include but not be limited to:
• Provision of safety and emergency regulations for fire, gas, and electric shock
prevention, together with rescue operation plan
• Safe control of flowing water
• Provision and maintenance of suitable lighting to provide adequate illumination
at place of work with appropriate spares and standby unit
• Provision and maintenance of safe, sound slings, pulleys, ropes, net and other
lifting device
• Provision of safe access to any part of the works.
• Provision of notices in local dialect temporarily or permanently during
construction at locations likely to be used by the public. Placement of such
notices shall depend on the existence of the nature of work in the vicinity.
These notices shall be in addition to any other statutory requirements demanded
of the Contractor
- The Contractor shall ensure that all his Employees are fully conversant with
the regulations, emergency and rescue procedures etc. and shall enforce a
rule that will instantly dismiss any employee committing a serious breach of such
regulations.

- The Contractor shall provide one (1) First Aider and (1) one Part-time Safety
Practitioner

Provision of First Aid/Medical Facilities

• Provision of first aid/medical facilities shall be made along with commencement


of work to provide quick medical service to injured/sick work person, and
employees. Services shall also include on-the-way service and other
arrangements required for taking them to the nearest hospital in case of
emergency.

• The scope of work shall include service of at least one part-time experienced
health worker/health assistant with a minimum of once a week full time site visit

as work assignment. The Contractor shall also supply and provide adequate
medicines and facilities required for standard first aid.

• The Contractor shall inform the Engineer regarding the medical facility within
a week after its establishment and operation.

ITEM NO. V - REMOVAL OF STRUCTURE & OBSTRUCTION


Refer to Standard Plan: All Removal of existing activities shall have barricades and
warning signs displayed prior to execution to ensure safety of every individual. No execution
of activity shall commence without the presence of a safety officer or an Engineer in-
charge on site. Activity shall cover existing Perimeter Wall including the cyclone wires shall
be removed completely wherein such removed materials shall be properly displaced away
from the passersby to keep the safety of every individual. Part of the removed materials will
be used as embankment for Item VI together with the excavated earth. Additionally,
existing structures outside the wall but within the perimeter of the building shall be removed
also on the course of implementing the drainage canal system along the perimeter of the
building.

ITEM NO. VI - STRUCTURE EXCAVATION

All excavations shall be made to grade indicated in the drawings. Where the
construction site is covered with any kind of fill, the excavation for footings should be made
deeper until the stratum for safe bearing capacity of the soil is reached.

Whenever water is encountered in the excavation process, it shall be removed by


bailing or pumping, care being taken that the surrounding soil particles are not disturbed or
removed.

ITEM NO. VII – EMBANKMENT FROM EXCAVATION & REMOVED MATERIALS


(BACKFILLING, GRADING & COMPACTION)
Lay backfilling with a thickness of 0.20 m from the existing flooring, should be thoroughly
compacted and wetted by tamping or rolling. Materials to be filled in shall consist of
excavated soil from excavation activity mixed well with crushed removed materials from
Removal activity. This shall extend to area as indicated in the plan.

ITEM NO. VIII. GRAVEL BEDDING


All Reinforced concrete Structures below Natural Grade line (NGL) shall be filled in
completely with well compacted crushed gravel of size ¾’’ and thickness of at least 50 cm.
Structures include: Canal flooring, Column Footing, Wall Footing

ITEM NO. IX – REINFORCED CONCRETE

All concrete shall be mixed thoroughly until there is uniform distribution of the cement
and aggregates, and should be deposited as nearly as practicable in its final position, care
being taken to avoid segregation of the aggregates.

Water to be used for mixing concrete shall be clean and free from injurious amount
of oil, acids, alkalis, salt and other organic materials.

PROPORTIONING OF CONCRETE

All concrete work shall be done in accordance with the standard specifications for
plain and reinforced concrete as adopted by the Government. Cement to be used shall be
Portland Cement.

The following proportion of concrete mixture shall be used for the various parts of the
building:
Columns, footings, Wall Footing &
Footing tie beam - Class A (1 : 2 : 4)
Concrete Hollow Blocks - Class B (1 : 3)
Reinforced Concrete Beams and Slabs - Class A (1 : 2 : 4)
Concrete slab floor (suspended) - Class A (1 : 2 : 4)
The fine aggregate for concrete shall consist of natural sand, or of inert materials with
similar characteristics, having clean, hard and durable grains, free from organic matter or
loam.

The coarse aggregate for concrete shall consist of crushed rock or durable or strong
qualities or clean and hard gravel. Size of the coarse aggregate to be used shall vary from
20mm to 40mm (3/4” to 1-1/2”)

Description of Works: Columns, Footings, Footing Tie Beams, Beams, Suspended Slabs
(Concrete Bleacher Top), Slab on fill (Elevated floor) & Canal Flooring.

CONCRETE SLABS ON FILL

Concrete slab on fill shall be poured on a gravel bed of not less than 50mm thick.
Each concrete slab course to be poured shall not be more than one meter wide, and each
course shall be poured alternately to the indicated floor finish.
Stainless Floor Drains size 4” in diameter shall be provided on the floor at every 5-
meter span of perimeter wall which will be attached to 4” in diameter pvc Elbow with 4’’ to
2’’ Reducing bush and 2” diameter pvc pipe going to the drainage canal outside the
building. Please refer to the Structural Design as indicated in the plans.

ITEM NO.X - MASONRY WORKS


Concrete Hollow Blocks: Non load bearing type with even texture and well-defined
edges, with a minimum compressive strength of 350 psi.
- Use 4” X 8” X 16” (125mm thick.) masonry unit
- Reinforcing bars and tie wires: use 12 mm in diameter vertical bars at 600mm on
center and 10 mm diameter horizontal bars at every third layer.
- All concrete hollow blocks shall be extended unless otherwise specified and
anchored up to the bottom of the slab, beams and columns.
- Mortar and plaster works: With mix and texture as required.
- Mortar shall be composed of one (1) part Portland cement and three (3)
parts sand.
- Plastering shall consist of one (1) part Portland cement and two (2) parts sand for
external and internal walls of the building including comfort rooms and Walls
Adjusted.
- Cement Plaster Finish with a thickness of 0.016m for both Internal walls & External
Walls of the building.
- Tile Works shall be well placed provided that no voids shall be present between the
tiles and the concrete surface.

ITEM NO. XI - REINFORCING STEEL BARS

All steel reinforcing bars to be used in this construction shall consist of round
deformed bars with lugs or projections on their sides to provide greater bond between the
concrete and steel. All steel reinforcing bars to be used shall be:

All steel reinforcing bars shall be accurately placed and secured against
displacement by tying them together at each bars intersection with Gauge # 16 galvanize
iron wire.
The steel reinforcing bars indicated for footings, columns, slabs, beams girders and
other concrete members shall all conform to the number, size and spacing as indicated in
the drawings or schedule of steel reinforcements.
No metal reinforcement shall be installed in place unless it is free from rust, scale or
other coatings, which will destroy or reduced the bond with concrete. Use Rust converter in
removing the presence of rust prior to fabrication of Steel Reinforcement.
For Safety Hand Railings at the Reinforced Concrete Ramp, use 2” diameter Stainless
Steel Pipe Welded in accordance to satisfactory quality using stainless welding rod with
distances indicated on the drawing.

Beams, Suspended Slabs (Bleacher Top), Slab on fill, Canal Wall &

ITEM NO. XII- WELDING works

All work shall comply with all applicable codes including National Mechanical
Code as adopted by the local government.
Provide all materials, tools and labor required to perform the work shown on
the drawing and described in these specifications. If any material, devices, equipment or
related accessories not included on the plans but are required to complete the system and
installation shall be included of the contractor. Mechanical contractor shall not proceed to
any installation due to changes without proper submittal and approval. All materials to be
used shall be new and shall conform to the Reference Code and Standards Layout
dimension shown in drawing are approximate only and intended to serve as an installation
guide. Dimension may be adjusted as required to meet field condition.

Submit AS-BUILT Plan when all installation is done.

ITEM NO. XIII - FORMS AND SCAFFOLDING

All forms for concrete works shall be properly braced or connected together so as to
maintain the correct position and shapes of the concrete members. Forms shall be
constructed sufficiently tight to prevent bulging and seepage of water.

Forms shall not be removed until the concrete has attained sufficient strength to
support its own weight and any loads that may be placed on it. Side forms of beams and
girders maybe removed earlier than the bottom forms but additional post or shoring must be
placed under the beams or girders until they have attained the strength.

Roofing works shall be implemented according to plan design and measurements.
Roof Sheets shall be locked with J-Bolts attached to C-Purlins (Refer to plans) with Insulation
sheets.
Entrance Door Roofing shall have a slope of 2% using whole Polycarbonate sheet
6mm thick sealed with breather tape on the edge and attached on top of C-Purlins using
self-tapping screw and sealed on the wall with Roof Sealant.

Paint works shall conform to proper painting procedure where surface area to be
painted must be free from dust, water and rust for steel surfaces. For presence of rust, rust
converter must be applied prior to painting. Fresh or new concrete or masonry shall be
treated with neutralizer and sealant prior to primer (2 coats) and top coat finish (2 coats).
Rectangular tubes shall be painted with Red Oxide Primer (2 coats) and Metallic Gray
Acrylic Paint Finish (2 coats). (Refer to plans)

ITEM NO. XVI – ELECTRICAL & AUXILIARY WORKS


All electrical works shall have done accordance with the provisions of the latest
edition of the Philippine Electrical Code.
The electrical works herein shall be done under the direct and immediate supervision
of a duly qualified licensed electrical engineer.
All wires shall be of type letter THHN for power and lighting system and be Color
Coding. Smallest branch circuit wire shall be 3.5mm² in raceway 15mmø size conduit.
Method of wiring shall be as follows; unless otherwise specified in drawings. All branch circuit
homerun for power and lighting shall not be combined in the same raceway. All
convenience outlet will be 3 prong and be grounded, and
The wiring of A/C unit shall be 5.5 mm² or higher wire size depending the size of aircon
capacity needed in raceway 15mmø size conduit and rated 2Phase or 3Phase, 30AT and
20AT.
All Electrical conduits must be recessed or concealed properly with the standard
length of supports and fittings.
Layout dimension shown in drawing are approximate only and intended to serve as
an installation guide. Dimension may be adjusted as required to meet field condition.
Any material, devices, equipment or related accessories not included on the plans
but are required to complete the system and installation shall be included of the contractor.
Electrical contractor shall not proceed to any installation due to changes without proper
submittal and approval.
Submit AS-BUILT Plan when all installation is done.
