Overview
ON February 21, 1972, Richard M. Nixon, thirty-seventh president of the United
States, emerged from the door of Air Force One and began walking down the ramp to
the tarmac of Peking's Capital Airport. At Nixon's orders, an aide blocked the aisle of
the plane to prevent other officials from following too closely. 1 Merely by stepping
onto Chinese soil, the president would change the global balance of power in
America's favor, helping to extract the United States honorably from Vietnam and to
promote the prospects for détente with the Soviet Union. Nixon had determined that
such an achievement was not to be shared with others.
Waiting for Nixon at the bottom of the ramp was Zhou Enlai, the only man ever to
serve as prime minister of the People's Republic of China since its establishment in
1949. For Zhou, too, this was a pregnant occasion. Ever since his government had
been created, the United States had refused to formally acknowledge its existence.
There had been sporadic ambassadorial-level contacts but nothing higher. The
United States had embargoed all trade with China and persistently worked to exclude
it from the United Nations. The arrival of the president of the United States
acknowledged the failure of that strategy and thus was a vindication of Zhou, his
government, and the entire Chinese Communist movement.
Nixon, having noticed Zhou clapping lightly and remembering that polite Chinese
always return applause, began clapping his hands as he descended the steps of his
plane. When he saw that none of the other Chinese officials waiting for him on the
tarmac were applauding, he stopped, and although still quite far from the bottom of
the ramp, extended his hand toward Zhou Enlai. When he reached the ground, he
grasped Zhou's hand for a bit longer than usual. By demonstrating, clearly and
dramatically, his willingness to shake hands with the Chinese premier, Nixon meant
to compensate for John Foster Dulles's pointed refusal to do so at the Geneva
Confer-

ence on Indochina in 1954, a slight that a wounded Zhou had always resented. 2
Despite the gratification that both men must have felt at their first encounter, the
moment was still awkward. Extensive advance work for the visit, including lengthy
meetings between Henry Kissinger and Zhou Enlai and Mao Zedong, had given the
Americans little confidence about how Nixon would actually be received in China.
Kissinger had fretted over the danger that, in the end, the Chinese might fall victim to
the temptation to humiliate the president. Back home, according to one poll, a
plurality of the public worried that Nixon might be "fooled and trapped" by visiting
China. 3
The awkwardness that imbued such a momentous occasion reflected the enormous
gaps that separated the two countries in 1972. All along China's eastern periphery
were traces of an American military presence, aimed one way or another at
containing China's influence. Chinese and American military officers still met at
meetings of the armistice commission at Panmunjom, witnesses to the inconclusive
war the two nations had fought on the Korean peninsula twenty years before. The
United States maintained diplomatic relations and a security treaty with the
Nationalist government in Taipei, the rival regime that the Communists had forced
into exile in 1949, and which still issued periodic calls to recover the mainland.
American troops were still stationed on Taiwan, in part to deter a potential
Communist assault. Further to the south, in Vietnam, the

United States was waging war against one of China's allies: American planes were
bombing Chinese troop concentrations and supply routes, while Chinese antiaircraft
batteries were firing back at them.
Gaps in history and culture also separated the two countries. The United States was
the world's richest capitalist country; China, one of the world's poorest Communist
states. More than any other Western nation, America embodied concepts of
individual liberty, political pluralism, and economic opportunity alien to China. China
was just past the high-water mark of its Cultural Revolution, a utopian yet futile
effort to inculcate its population with the ideals of collectivism, asceticism, and
continuous class struggle. The Chinese still vividly remembered the encroachment of
Western imperialism in the nineteenth century and regarded the United States as
one of the principal beneficiaries of economic and political privilege in China. Many
Americans perceived China as an aggressive and irrational power whose support for
revolutionary movements around the world made it an even more dangerous
adversary than the Soviet Union.
Nor was there yet a firm consensus in either country on the wisdom of a mutual
accommodation. In China, whose leaders were increasingly embroiled in an intense
struggle over the coming succession to Mao Zedong, two principal political
factions--one composed primarily of military officers, the other of radical civilian
leaders--were opposed to any opening to the United States, questioning America's
intentions and doubting its sincerity. According to some later Chinese accounts, the
restrained greeting at the Peking airport reflected the insistence of some of those
leaders that it would be wrong to conduct "propaganda for Nixon" on Chinese soil. 7
In the United States, two previous administrations had resisted proposals to broaden
contacts with China for fear of a storm of domestic opposition, especially from
conservative anti-Communists with strong ties to Taiwan. In 1967, just two years
before Nixon came into office, more than go percent of the American public held
unfavorable images of China, and about 70 percent saw China as the greatest threat
to the security of the United States. 8
And yet, despite the gaps between the two countries and the awkwardness of the
first few hours of the Nixon visit, the president's stay in China proceeded remarkably
smoothly. Within hours of his arrival at the state guest house at Diaoyutai, the
president was summoned to a meeting with Mao Zedong, where the chairman
announced that he "liked rightists" and was pleased to deal with the leading
representative of American conservatives. 9 Perhaps to their mutual surprise, the
two leaders, both of whom had international

reputations as committed opponents of each other's political philosophy, found that
their ideological differences would have little relevance to the conduct of their
relationship. Whatever their public postures, Mao and Nixon were practitioners of
realpolitik and, as such, wanted to engage in an accommodation if they could identify
areas of common interest.
The shared interest that brought the two countries together was their apprehension
about the Soviet Union. The Soviet Union had, under Leonid Brezhnev, undertaken a
sustained expansion of its military power, conventional and nuclear. Much of that
power was being deployed along the Sino-Soviet frontier, in ways that posed a direct
threat to the security of China. At the same time, the Soviet Union was clearly
gaining an advantageous position in the global balance against the United States,
whose will to continue the rivalry was being steadily sapped by the inconclusive war
in Vietnam.

Many in the United States were also aware of the advantages of renewing cultural
and economic ties with China. Scholars, missionaries, and ordinary tourists had long
been fascinated by China and would welcome the opportunities to teach, study,
preach, and travel there. American business would benefit from regaining access to a
market that, at its peak in 1946, accounted for 5 percent of total American exports.
11 Although not a part of Henry Kissinger's calculations in planning the opening to
China, these considerations would help gain domestic support for the reorientation
of American China policy that he and Nixon envisioned.
Thus, when Nixon met Zhou Enlai at the foot of the ramp to Air Force One in
February 1972, their encounter reflected the vast differences between the two
countries and the potential rewards from a more cooperative relationship. This
complex blend of common and competitive interests, memories of a rancorous past,
and hopes for a more favorable future provided an uncertain footing for the new ties
that the two leaders were inaugurating. What kind of relationship could be built on
such unsteady ground and how enduring would it be?
The inability of the Nixon and Ford administrations to complete the normalization of
diplomatic relations, together with their interest in pursuing détente with the Soviet
Union, introduced severe strains into the Sino-American relationship in the
mid-1970s. So did the resurgence of radicalism in Chinese domestic and foreign
policies in 1975 and 1976, as the Gang of Four made their final bid to remove

more moderate adversaries in the struggle to succeed Mao Zedong. Trade and
cultural exchanges diminished and high-level contact became more contentious. By
1976, the initial advance in U.S.-China relations had given way to a sense of
stagnation.
The establishment of formal diplomatic ties between the two countries at the end of
1978 marked the revival of a relationship in decline. The normalization of
Sino-American relations was made possible by the emergence of new leaders in
Peking and Washington who possessed the flexibility and commitment to strike a
bargain that could push the relationship forward. In the United States, the Carter
administration had enough political capital to agree to terminate official relations
with Taiwan, remove American forces from the island, and end the mutual defense
treaty with Taipei, thus meeting China's conditions for the establishment of official
relations. In China, Deng Xiaoping had consolidated his political position sufficiently
to tolerate the continuation of an extensive unofficial American relationship with
Taiwan that would include an ongoing program of U.S. arms sales to the island.
Then came disenchantment, as each country backed away from the other's embrace.
During the presidential race of 1980, Ronald Reagan declared his desire to restore
some officiality to American relations with Taipei, a big departure from the
concessions on the Taiwan issue that had been made by the Carter administration at

the time of normalization. China, seeking to avoid excessive dependence on the
United States, subsequently announced it would follow a more independent foreign
policy, thus abandoning its earlier allusions to a united front with America against the
Soviet Union. American journalists and students returned from China dismayed that
the country did not live up to the utopian expectations generated by the rhetoric of
the Cultural Revolution. Peking chose to criticize the defects in American society as
part of its effort to set limits on political liberalization at home.
Then, the tragedy in Tiananmen Square sparked the most severe crisis in
Sino-American ties since the rapprochement between the two countries had begun
some twenty years earlier. Horrified at the signs of repression in Peking, and
dismayed at the seeming reversal of political and economic reform, Americans
demanded that their government impose diplomatic and economic sanctions against
China. Chinese leaders, angered at what they saw as intervention in their internal
affairs, responded with countersanctions. As a result, U.S.-China relations suffered on
almost every front: American exports to China dropped, American investment in
China declined, the number of American tourists and scholars visiting China
plummeted, the military ties between the two countries were suspended, and official
contacts between Peking and Washington were severely attenuated.
As in the two previous cycles, the leaders of the two countries sought to prevent the
relationship from collapsing entirely. In China, Deng Xiaoping and the Ministry of
Foreign Affairs beat back calls for a fundamental reorientation of Chinese foreign
policy away from the West and toward the socialist bloc and the third world. In the
United States, the White House and the State Department tried to maintain direct
contact with Peking, moderate the impact of sanctions on Sino-American relations,
and preserve China's most-favored-nation trading status. But other powerful
interests in each country were skeptical about the desirability of continuing the
previous pattern of relations. Conservatives in China accused the United States of
attempting to destabilize the Chinese government and to encourage the nation's
"peaceful evolution" from socialism to capitalism. A

broad cross-section of the American Congress wanted to impose tougher sanctions
to punish Peking not only for violations of human rights, but also for arms sales to
the Middle East and mounting trade surpluses with the United States.
On the other hand, this extensive relationship remained highly fragile. In each
country, the domestic consensus supporting the relationship had collapsed.
Important elements of both societies viewed the other with suspicion and dismay.
The two governments confronted each other on issues ranging from human rights to
economics. Although the intense crisis that had developed after the June 4
Tiananmen incident had eased somewhat, the Sino-American relationship had not
experienced a full consolidation, let alone a new breakthrough. Indeed, there was no
confidence in either country that their relationship would not deteriorate further.
CHANGING CONTEXTS
The rise and fall of Sino-American relations in the 1970s and 1980s can be traced, in
large part, to the deteriorating international and domestic contexts for the
relationship. At first, the common threat from the Soviet Union pushed the two
countries together. When the Sino-American rapprochement began, leaders in
Peking were deeply concerned about the Soviet military deployments along the
disputed Sino-Soviet frontier while China was still divided by the ravages of the
Cultural Revolution. By the end of the 1970s, the direct Soviet threat to Chinese
security had abated somewhat, but Chinese leaders still believed that Moscow had
embarked on an equally alarming global geopolitical advance, with the containment
of Chinese influence in Asia an essential element of the plan. The United States also
worried about Soviet strategic gains in Asia, the Middle East, Africa,

and Latin America as it sought to heal the domestic wounds created by the war in
Vietnam. This common interest enabled the two countries to overlook the stark
differences in their economic systems and ideologies in the quest for common
ground against Moscow.
By the late 1980s, however, the strategic rationale for Sino-American relations had
become much less compelling for either country. The peaking of Soviet power in
Europe and Asia and Moscow's growing preoccupation with internal affairs made it
less of a threat in the eyes of Washington or Peking. As a result, both countries were
able to seriously reduce tensions with the Kremlin. The United States made
conventional and nuclear arms control agreements with the Soviet Union and
secured Moscow's cooperation in addressing a wide range of regional issues. China
reestablished high-level official contact with the Soviet Union, expanded bilateral
economic and cultural ties, and made great progress toward a resolution of its
border dispute with Moscow. The Kremlin addressed all of the issues of concern to
China by reducing its forces along the Sino-Soviet frontier, withdrawing troops from
Afghanistan, and persuading Vietnam to seek a negotiated settlement in Cambodia.
As a result, neither China nor the United States felt any longer that it urgently
needed the other to bolster its geopolitical position against the Soviet Union.
For a time, the domestic situation in China provided another favorable context for
Sino-American relations. Under the leadership of Deng Xiaoping, China embarked on
a program of economic and political reform, first tentatively in the late 1970s, and
then with greater vigor in the mid-1980s. To a much greater degree than in the late
Maoist era, China's leaders were interested in gaining access to advanced technology,
export markets, financial capital, and educational opportunities in America. Younger
Chinese intellectuals, some of whom served as advisers to reform-minded Party and
government officials, looked to the United States as a model for the restructuring of
their country's political and economic institutions.
These developments made China even more attractive to Americans than it had been
in the 1970s. Political and economic reform produced a more promising environment
for American trade and investment, provided more opportunities for academic and
cultural exchanges, and narrowed potential differences over human rights. In
addition, it reactivated the long-standing American interest in converting China to
American values and remolding the Chinese economic and political systems along
American lines. What the Chinese saw as a partnership to promote their country's
socialist reform, Americans perceived as an effort to encourage China's political and
economic liberalization.

The political crisis in China in mid-1989 suddenly and drastically transformed this
setting for Sino-American relations. For Americans, the sight of troops in Tiananmen
Square tearing down the statue of the Goddess of Freedom and Democracy dashed
any hopes that China would soon be adopting American values or emulating
American institutions. The wave of repression that subsequently swept the country
shattered the image of a progressive Chinese leadership undertaking a concerted
effort at political and economic liberalization. The appearance of an unstable and
illegitimate government made China a much less attractive location for American
investment, scholarship, or tourism.
Changes in the international environment in the late 1980s and early 1990s
exacerbated the impact of China's domestic crisis on Sino-American relations. The
collapse of communism first in Eastern Europe, and then in the Soviet Union,
reinforced the American tendency to perceive Peking as a recalcitrant government
rather than a progressive one. Once seen as undertaking the most radical reforms in
the Communist world, Chinese leaders were now regarded as reactionary
gerontocrats who were resisting inevitable trends toward free markets and
democracy.
These same developments intensified Chinese concerns about the future of their
relationship with the United States. The surprisingly easy American military victory
against Iraq in early 1991 and the equally startling disintegration of the Soviet empire
in Eastern Europe rendered the United States the world's only military superpower
and threatened to create a unipolar world centered on Washington. The breakdown
of communism in Europe and the apparent spread of democracy throughout parts of
the third world gave the United States greater confidence in its ideological values. In
Chinese eyes, this turn of events increased the odds that Washington would embark
on a policy of peaceful evolution, aimed at encouraging the collapse of the few
remaining Communist states, and meant that the spearhead of this policy would be
pointed squarely against China.
The only positive developments to occur in the context of Sino- American relations in
the late 1980os were events in Taiwan. Changes in the island's leadership, associated
with the emergence of a new generation of political leaders and the rise of a
powerful class of Taiwanese entrepreneurs, transformed Taipei's attitude toward the
mainland. Chiang Kai-shek's successors--first Chiang Ching-kuo, and then Lee
Teng-hui--were willing to tolerate the rapid expansion of cultural and economic ties
across the Taiwan Strait. Lee Teng-hui also took a more flexible attitude toward
political contacts with Peking and sketched out a more realistic position on national
reunification, while still banning any talk of formal independence from the mainland.
As relations between Taiwan and the mainland expanded, the United States could
disengage itself from the Taiwan issue to a degree unprecedented since 1950. As a
result, the Taiwan question became less significant in Sino-American relations than it
had been in the past.
But even this welcome circumstance may not be lasting. Greater political
liberalization on Taiwan will steadily erode the taboo against discussions of formal
independence for the island. Even if the proponents of independence remain a small
fraction of Taiwan's population, as is presently true, they will certainly play a more
vociferous and visible role in Taiwanese politics than they have in the past. Moreover,
their numbers may begin to grow, particularly if the breakup of the Soviet Union
legitimates demands for self- determination in other parts of the world and if
continued repression or instability on the mainland causes reunification to lose its
appeal. Whatever the fate of the Taiwan independence movement, the calls for
enhancing Taiwan's role in the international community, including readmission to the
United Nations, are already beginning to increase and could well receive growing
support in the United States. This development could spark a renewed crisis not only
in Peking's

relations with Taiwan but by extension in Sino-American relations as well.
SUBSTANTIVE ISSUES
These changing contexts have affected the way in which China and the United States
have addressed the chief elements in their relationship: Taiwan, human rights,
strategic relations, and economic and cultural ties. Although these four strands have
been woven into Sino-American relations throughout the two decades under
discussion, their salience and contentiousness have changed over time. The principal
obstacle to U.S.-China relations has gradually shifted from Taiwan to human rights
and has become larger and more sensitive. The main cornerstone has shifted from
strategic relations to economics, a less compelling but more controversial issue. Just
as the context for Sino-American relations has evolved in unfavorable directions, in
other words, so too have the various important elements in the relationship become
less harmonious and more contentious.
The enduring dispute between Washington and Peking over Taiwan reflects a basic
difference in perspective between the two countries. Ever since the outbreak of the
Korean War, the United States has insisted it has a legitimate interest in a peaceful
future for Taiwan and its people. In keeping with this interest, Washington gave
Taipei substantial economic aid in the 1950s and 1960s, formed a military alliance
with Taiwan in 1955, and supplied it with vast quantities of military equipment. China,
in contrast, has insisted that the future of Taiwan is China's internal affair, in which no
foreign country has the right to intervene. Ever since 1950, therefore, China has
consistently demanded that the United States remove its military forces from Taiwan
and recognize the Communist government in Peking as the sole legitimate
government of the country.
The rapprochement between Washington and Peking in the 1970s required both
sides to make difficult concessions on this sensitive issue, which were reflected first
in the agreement on the normalization of Sino-American relations in 1978 and
subsequently in the 1982 communiqué restricting the sale of American weapons to
Taiwan. After 1982, Taiwan became a much less contentious issue in U.S.-China
relations. One reason, as suggested earlier, was the growing economic and cultural
contacts across the Taiwan Strait. But another was that Peking and Washington had
gained a better appreciation of each other's interests on the island and of the limits

to each side's flexibility. After 1982, the United States no longer talked about major
new arms sales to Taiwan or about restoring official relations with Taipei--measures
that Peking would have regarded as violating the understandings that the two
countries had reached on the Taiwan question. Conversely, China no longer
vigorously demanded that the United States repeal the Taiwan Relations Act, reduce
arms sales to Taiwan more rapidly, or put pressure on Taipei to reach an
accommodation with Peking--initiatives that it now understood Washington would
reject out of hand.
As the Taiwan issue receded, human rights began to replace it as the most
controversial aspect of Sino-American relations. Until the mid-1980s, most
Americans paid little heed to the repressive features of the Chinese political system.
The desire to join China in an alignment against the Soviet Union, a lack of
confidence in the applicability of American values to China, and a willingness to take
Maoist rhetoric at face value dampened potential American criticism of China's
human rights record in the mid-1970s. Thereafter, the conviction that post-Mao
China was undertaking concerted political and economic reform also insulated
Sino-American relations from the focus on human rights otherwise so prominent in
discussions of American foreign policy during the Carter and Reagan administrations.
Ironically, the very real, if limited, process of political liberalization that occurred in
post-Mao China began to erode China's exemption from human rights concerns. The
emergence of a small but visible dissident movement in China's principal cities in the
mid- 1980s gave graphic evidence that Chinese intellectuals wanted to create a more
just, open, and democratic society. The massive anti- government demonstrations
that swept across China in the spring of 1989 suggested that those sentiments were
shared by a growing number of ordinary urban residents. And the violent
suppression of those protests on June 4, followed by the tightening of political
controls over Chinese scholars, artists, writers, and journalists, elevated the human
rights issue to a central position in Sino-American relations.
At the same time, what Americans saw as the promotion of human rights was
perceived by many Chinese leaders as an attempt to undermine the Communist
government. Viewed from Peking, previous American intervention in China's internal
affairs had been primarily directed against China's territorial integrity: support for
insurgents in Tibet in the 1950s and, above all, a commitment to the security of
Taiwan. Now, American intervention seemed to be

directed against the very stability of the Chinese national government. American
support for protest, American espousal of political liberalization, and American
sanctions against the suppression of dissent were regarded as evidence of a
concerted American campaign to subvert the socialist system in China and to
encourage its evolution into a capitalist order.
One of the victims of the 1989 crisis in Sino-American relations was the expanding
military and strategic ties between the two countries. Despite their common interest
in opposing Soviet expansionism, Peking and Washington had found it difficult to
build a strategic relationship in the 1970s and early 1980s. There was some sharing
of intelligence and some coordination of foreign policy on issues such as Cambodia
and Afghanistan. But military ties proved problematic. Peking was unwilling to
purchase American weapons or engage in extensive exchanges of military personnel
until the two countries resolved their differences over Taiwan. The United States was,
at this point, more eager to move forward than China, but even Washington was
reluctant to transfer advanced weapons or technology to China, especially those that
might alarm U.S. allies in Asia.
After the successful conclusion of the negotiations over American arms sales to
Taiwan in 1982, the military relationship between China and the United States began
to expand. The sharing of intelligence and the consultations on regional and global
issues continued. Peking and Washington developed programs whereby the United
States would assist China in the production of several types of weapons, including
antitank missiles, artillery shells, antisubmarine torpedoes, and advanced avionics for
jet fighters. The two countries also conducted an ambitious program of military
exchanges, including reciprocal visits by Chinese and American defense ministers,
chiefs of staff, and service commanders, as well as working-level technical
delegations.
Although Peking was willing to conduct military exchanges with the United States
and was eager to acquire American military technology, it was not prepared to
coordinate its broader foreign policy with that of the United States. In the late 1980s,
differences between the two countries emerged on several global and regional issues,
most notably China's arms sales to the Middle East, its apparent violation of the
norms against the proliferation of nuclear weapons, and its continuing assistance to
the Khmer Rouge in Cambodia. As the reorientation of Soviet foreign policy under
Mikhail Gorbachev reduced the Soviet threat to China and the United States, these

divergent perspectives assumed greater prominence in the overall strategic
relationship between the two countries. By the time the Tiananmen crisis of 1989 led
the United States to suspend high-level military exchanges and the coproduction of
military equipment, the Sino-American strategic relationship had more negative
elements than positive ones.
As the strategic rationale for Sino-American relations slowly faded, analysts on both
sides of the Pacific looked for an alternative foundation for the relationship. In the
mid-1980s, at the high point of China's reform program, it seemed that bilateral
economic, educational, and cultural exchanges might play such a role. And, indeed,
during this period this aspect of U.S.-China relations experienced some of its most
rapid growth, in quantitative and qualitative terms. American investment in China
increased and diversified. Trade between the two countries expanded, and its
composition became more sophisticated. American and Chinese scholars began
collaborative research on topics in the humanities, social sciences, and natural
sciences.

and as ideological opposition slowly faded. Beginning in the mid- 1980s, however,
that favorable trend was reversed. The expansion of the substantive relations
between the two countries produced various frictions, and an ideologically based
opposition began to reassert itself in both societies. By the beginning of the 1990s,
the political base for the relationship had been severely eroded, although not
completely destroyed, on both sides of the Pacific.
From the mid- 1970s through the mid-1980s, these ideological obstacles to
U.S.-China relations seemed to be shrinking. The threat from the Soviet Union
enabled conservatives in both countries to set aside their ideological differences and
support a united front against a common enemy. Equally important, the dramatic
changes in China following the death of Mao Zedong in 1976 also reduced the impact
of ideology on the relationship. The death of Mao, the purge of the Gang of Four, and
the rise of Deng Xiaoping steadily weakened the influence of China's ideologues over
their country's foreign and domestic policies. The relaxation of controls over the
academy and the press and the reorientation of Chinese foreign policy toward
promoting economic contacts with the West fostered more favorable images of
America. At the same time, the inauguration of political and economic reform in
China alleviated the reservations that many American conservatives had previously
held about forging friendly relations with Peking. Indeed, some members of the
American conservative community persuaded themselves that China would be the
first Communist country to renounce Marxism, embrace capitalism, and possibly
even adopt democratic reforms.

Developments in the late 1980s, however, led to a resurgence of the ideological
factor in the relationship. Chinese conservatives saw the growing American economic
and cultural presence in China as a dangerous intervention in their internal affairs.
Some began to accuse the United States of trying once again to remake China in its
own image, this time by exporting a secular philosophy rather than religious
teachings. The interest that many younger urban Chinese showed in American
popular culture, economic institutions, and political theory, and the rise of dissent
among the Chinese intellectual and student communities, intensified the concern of
Chinese conservatives that the relationship with the United States was becoming a
destabilizing element in Chinese society.
Similarly, as Americans gained more contact with China, what they learned reignited
some of the ideological reservations of the past. Peking's coercive birth control
program, harsh control over Tibet, and periodic campaigns against dissident
intellectuals united liberals and conservatives in mounting criticism of China's human
rights record. The Tiananmen crisis of 1989 spread these concerns throughout
American society, sparking an upsurge of revulsion at the repression of what was
viewed as a nonviolent student movement in favor of democracy.

in both countries to challenge some aspects of the relationship. In the United States,
for example, American policy toward China began to attract the attention of the
textile industry (which sought tighter restrictions on the import of Chinese fabrics
and garments), organized labor (which regarded Chinese working conditions as a
form of unfair competition with American industry), the right-to-life lobby (which
opposed coerced abortions and other mandatory birth control measures in China),
and the nonproliferation lobby (which questioned China's commitment to halting the
spread of nuclear weapons). In China, the pattern was less visible to foreign
observers, but it is highly likely that state industry sought protection against
American imports, that some groups in the military rejected American criticism of
Chinese arms sales to the Middle East, and that some elements of the academic
establishment felt threatened by the prospect of better-trained young scholars
returning to China from research or training in the United States.
Toward the end of the 1980s, however, the situation began to reverse, as an
ideologically based opposition reappeared in each country and various institutions
and interests in each society began to challenge certain aspects of the relationship.
The crisis in Sino- American relations after the Tiananmen incident of 1989 catalyzed
the formation of powerful coalitions in both countries, drawing together the various
opposition elements that had previously acted in relative isolation. In the United
States, a grouping of liberal human rights organizations, conservative
anti-Communist leaders, and Chinese students and scholars in exile came together to
advocate tougher sanctions against Peking. The American trade deficit with China
and concerns over Chinese arms sales to the Middle East added the nonproliferation
lobby and the protectionist wing of American industry and labor to that coalition. In
China, the American sanctions provided powerful ammunition to conservatives who
had long argued that China should keep its distance from the United States

and gave them common cause with state industrial interests who wanted protection
from American imports.But in neither country did the opposition coalition that
emerged after the Tiananmen incident completely dominate policymaking. In the
United States, the call for harsher sanctions against China was resisted by a
combination of foreign policy strategists, business organizations, and China
specialists, with strong support from the Bush administration. In China, the demand
for a more hostile policy toward the United States was rejected by the Party's central
leadership, with the encouragement of various military, commercial, and academic
interests that had developed a stake in the relationship with America. Like the
substantive base of the relationship, the political basis for U.S.-China relations was
severely weakened, but not completely destroyed, by the crisis of 1989.

enable the two countries once again to overlook their bilateral economic and
ideological differences to meet a common threat to their interests.

second Sino-American honeymoon in the post-Deng era, characterized by the false
euphoria and unrealistic expectations that imbued the relationship in the mid-1980s.
To be sure, the United States can hope for the renewal of political and economic
reform in China, especially after the death of the country's present elderly leaders
and the emergence of new generations of younger and more pragmatic men and
women. But the revival of reform is not the only conceivable scenario for post-Deng
China. And, even if it should occur, the process of economic and political
liberalization is likely to be protracted and difficult, possibly punctuated by crises
comparable to the ones that swept the country in 1989. Moreover, the success of
reform is no guarantee that China and the United States will always see eye to eye on
global and regional issues. Indeed, successful economic reform may exacerbate,
rather than eliminate, the current imbalance of trade between the two countries.
What this picture suggests is the need for a more realistic and mature relationship
with China than has existed in much of the recent past. U.S. leaders should recognize
that they share both common and competitive interests with China. They should see
China as a major regional power with global influence, rather than perceive the
People's Republic either as central to American interests or irrelevant to American
calculations. They should acknowledge that the relationship between the two
countries must be based on hard bargaining, in which the United States mobilizes
positive and negative incentives to pursue its agenda of interests. This relationship
would, in fact, be a normal one, of the kind that most countries have with one
another. But for two countries that have for so long sought a "special relationship,"
achieving that normalcy may require a wrenching adjustment in familiar ways of
thinking.
