The TIJ Youth Forum on Justice and the Rule of law


An Ancillary Event to the 2nd ACCPCJ
25 – 29 February 2020
Concept Paper

Background
Thailand Institute of Justice (TIJ) proposes that the 2nd TIJ Youth Forum on Justice and the Rule of
law be held in parallel to the 2nd ACCPCJ taking place on 27 – 29 February 2020, with the core
purpose of connecting and empowering young generation. In promoting ASEAN integration, the
cooperation of all sectors of a community, including youth, is vital in achieving holistic and
sustainable outcomes. In keeping with the theme of the 2 nd ACCPCJ, which emphasizes the
significance of promoting cross-pillar, cross-sectoral coordination, TIJ acknowledges the
importance of extending the same attitude towards achieving cross-generational coordination.
The Forum will provide a venue for youth participants to openly discuss issues related to crime
prevention and criminal justice and actively work together in brainstorming impactful solutions,
particularly in the context of cybercrime. The youth of this generation are highly equipped with
digital skills that lead to the access of information from several sources including the social media.
Benefiting from such skills, the forum could serve to bring out innovative solutions from the youth
with a view to addressing such challenges. Through creative problem-solving approaches and
enhanced collaboration, the Youth Forum will further serve to inspire passion and foster
coordination in the complex task of promoting innovative justice for all.

Objectives
I. Empower Youth Community: The overarching vision is to effectively educate and increase
the collaborative capacity of youth in the ASEAN region on a continual basis. By providing
a platform to voice perspectives, this forum aims to amplify youth voices and perspectives
in the development of sustainable solutions.
II. Promote Cross-Generational Dialogue: In line with the emphasis on cross-pillar and cross-
sectoral coordination, this forum takes one step further by encouraging cross-generational
coordination. Acknowledging the unique experiences and perspectives across different
generations, this forum will strive to bridge the collaboration gap between generations in
an effort to foster an open dialogue.
III. Enhance Collaboration: This forum will serve to provide a platform for ongoing collaborative
efforts in crime prevention and criminal justice reform. It provides an environment for youth from

different countries to network with likeminded individuals, exchange practices, discuss


challenges, and jointly identify solutions.
IV. Foster ‘unity in diversity’: At the heart of this forum is the aim of fostering a sense of inclusion.
This forum recognizes that sustainable outcomes will not be achieved unless all voices of
the population are given weight, especially that of the younger generation from different
backgrounds.

25 – 29 February 2020, Bangkok, Thailand

Selection of Participants
The Youth Forum aims to bring together multi-disciplinary of young people across the ASEAN
region who are interested in the field of criminal justice, ideally at least two youth representatives
from each country. Eligible participants will be between the ages of 18 to 25 years. The goal is to
achieve a group of participant representatives of a diverse constituency and background.
Participation of the youth will be entirely funded by the TIJ.

The Theme and Substantive Issues


The Forum strives to bring youth together in the today discussion for tomorrow by providing them
an opportunity to stretch their imaginations towards future scenarios and to open up new
perspectives in order to develop out-of-the-box solutions to cybercrime and other emerging
challenges.
The areas of focus in the Youth Forum will align with the theme of the ACCPCJ: “Promoting the
ASEAN Culture of Prevention for a Collaborative and Innovative Justice for All” with the focus on
cybercrime. The Youth Forum is expected to be a platform that generates preventive ways and
means to address the problem of cybercrime at its root causes. Within this scope, the Youth

Forum will encourage youth participants to explore various dimensions of


the issue, for example, cybercrime awareness, the role of education in media literacy, social
media and violence, ethics and civic engagement, and so forth to complement the overall
discussion of the ACCPCJ. The ASEAN Core Values on Digital Literacy for ASEAN will also be used
as a launching point of discussion.

Modalities
In line with the dates for the 2nd ACCPCJ, the Youth Forum sees the benefit of providing
participants additional days prior to the 2nd ACCPCJ to familiarize themselves with the objectives
of the conference and become acquainted with one another. The Youth Forum will then start off
with the “Design Thinking”1 workshop which aims to ground youth participants with innovative
tools to craft the future of justice they desire.
Day 1 – Arrival of participants and welcome dinner
Day 2 – This will begin with opening ceremony followed by the introduction of Design Thinking
workshop. Relevant guest speakers/experts will be invited to give a speech and participate in the
interactive dialogue. After the workshop will be a project team selection. Each team will be
assigned their thematic issues for the Forum and may begin preliminary stages of planning.
Participants will be instructed to develop key recommendations for good practices and compile
their findings in a written report for presentation.
Day 3 – Youth participants will be invited to join the official opening ceremony of the 2nd ACCPCJ.
Following that, participants will disperse back to the Youth Forum venue where the remaining of
Day 3 will be devoted to team discussions and presentation preparations.
Day 4 – After presentation preparation in the morning youth participants will return to the ACCPCJ
for a presentation. They are also invited to join a networking lunch that will provide youth
participants the opportunity to connect with the attendees of the 2 nd ACCPCJ as desired.
Following the closure of the 2nd ACCPCJ, there will be a farewell dinner for the youth participants,
all of whom will be given the certificates of completion.
Day 5 - Departure
Notes:
1. Selected youth participants may be given certain thematic issues for the discussion prior to the
actual Youth Forum.

Theoretically, the Design Thinking posits human-centred approach to policy design through empathy, definition,
ideation, prototyping and testing. By equipping young persons with growth mindset, sense of justice, and culture of
lawfulness, they would be prepared to become the change agents to better the rule of law in the future.

2. Upon the conclusion of the Forum, TIJ plans to engage youth participants in a youth committee
in preparation of the next Youth Forum of the ACCPCJ.
3. TIJ will inform the Senior Officials Meeting on Youth (SOMY) of the details of the Youth Forum.

Expected Outcomes
All youth participants will be expected to participate in the development of a brief report outlining
the outcomes of their group discussions, specifically summarizing their key recommendations.
This report will be presented at the official ACCPCJ. After the presentation, youth participants will
have the opportunity to receive feedback from the attendees of the ACCPCJ. Likewise, ACCPCJ
attendees will also have the opportunity to reflect on the youth presentations in order to gain a
unique perspective on the thematic issues of the Conference.
Post-conference, TIJ will compile a Report on the 2nd ACCPCJ with a comprehensive summary of
the outcomes and agreements reached during the Conference. The Youth Forum will have its own
designated section in this Report, which will include a synopsis of each Team’s key
recommendations.
The outcome of the Youth Forum will be possibly presented to other ASEAN sectoral bodies.
