     SAMMANA is a group comprised of farmers and fishermen. The farmers were allegedly long time residents in Bataan.
     According to them their members were qualified and recommended for approval as farmer beneficiaries of a land in Bataan.
     July 26, 2000 DAR Secretary lifted the coverage for who may be qualified beneficiaries.
     SAMMANA filed an action opposing it
