WEAKNESSES:
- There is no established COMPREHENSIVE ITS
PLAN/Framework in the Philippines;
- There are limited Transportation Engineers in the
Philippines;
- There are limited institutions offering Transportation
Engineering/ITS programs/courses;
- The government has limited funds to implement possible
beneficial projects
- There is no defined bills that could require concerned
agencies to collaborate in forming a comprehensive
framework as well as to support the competency
advancement of the Transportation industry

OPPORTUNITIES:
- There are developed technologies that are available thru
TECHNOLOGY TRANSFER Programs;
- Good partnership between the Philippines and countries

transportation issues which can be integrated with ITS;
- The government expenditures in transportation projects is
increasing;
- CE students are getting interested to specialize in
Transportation Engineering
- Public-Private Partnership Programs between government
and private companies

What are Potentials and Barriers of Advancement of Philippine Transportation?
POTENTIALS:
• Competency Advancement in the Philippine Transportation
Industry is in progress which are evident on the implemented
projects (Non-contact apprehension, ETC on toll gates, etc)
- IT / ECE practitioners in the country is increasing
- CE (students) are getting inclined to specialize in
Transportation Engineering
• TECHNOLOGY TRANSFER from developed countries
BARRIER:
• Absence of ITS Council and Comprehensive ITS Framework in the
Philippine government;
• Connected Multi-mode Transportation is still under development
(funds might focus on network expansion and not on digital technology)

- ACCURATE Traffic Data is necessary to plan and address transportation
issues
POTENTIALS:
Through ITS, computer application/systems can be used to develop:
• Automated Data Collection System
 Accurate Traffic Data will be available for planning and
several traffic analysis to develop effective programs
 The government would know the PASSENGER DEMAND,
thus, SUPPLY of MASS TRANSPORTATION will be accurately
estimated
 Enforcement will be more effective
 Reliable Trip information will be available for public (PUVs
and Railway Lines)
