Ledakan "bom bunuh diri" di Polrestabes Medan, pada Rabu (13/11) sekitar pukul

08.40 WIB, terjadi karena "polisi menjadi musuh nomor satu" kelompok teroris,
kata Sidney Jones selaku peneliti lembaga Institute for Policy Analysis of Conflict
(IPAC).

Menurut Sidney, penyerangan terhadap polisi dan aset-asetnya dapat dirunut hingga
2010 ketika ada kamp pelatihan terduga teroris yang dibongkar oleh polisi di Aceh
sehingga menewaskan sejumlah terduga teroris.

"Sejak itulah polisi menjadi target nomor satu, walaupun kemudian sudah ada justifikasi
ideologis juga, tapi umumnya motifnya balas dendam. Polisi adalah instansi yang
menangkap dan dilihat sebagai orang yang paling legitimate sebagai target oleh
mereka," papar Sidney kepada wartawan BBC News Indonesia, Liza Yosephine.

"Dan yang ditargetkan bukan Densus, yang bertanggung jawab atas memberantas
terorisme, tapi justru polisi yang biasa saja," sambungnya. Sidney menambahkan,
institusi kepolisian kerapkali menjadi sasaran target serangan, karena "lebih
gampang dan polisi ada di mana-mana".

institution that captures and is seen as the most legitimate as the target by them, "said
Sidney to BBC News Indonesia journalist Liza Yosephine.

"And the targeted is not Densus, who is responsible for combating terrorism, but rather
the ordinary policeman," Sidney adds that the police institution is the target of the
attack, because it is "more easy and the police are everywhere".
