Greetings from the Konrad Adenauer Stiftung (KAS) Office in the Philippines!

The Konrad Adenauer Stiftung, together with the European Chamber of Commerce of the
Philippines (ECCP), Centrist Democracy Political Institute (CDPI), League of Provinces of the
Philippines (LPP), League of Cities of the Philippines (LCP), and League of Municipalities of
the Philippines (LMP) are implementing the project “Local Government Integrity Circles
(LoGIC)”. This three-year project is co-funded by the European Union (EU) and the German
Federal Ministry for Economic Cooperation and Development (BMZ).

The LoGIC project’s overall objective is to contribute to a culture of integrity in Local

Government Units (LGUs) all over the Philippines. Specifically, the project aims to develop
and implement customize “Integrity Mechanisms” in 300 LGUs in the Philippines with the
participation of multi-sectoral local government “Integrity Circles” and eventually integrate
integrity and good performance through continuing governance reform and sustained local
development in the entire target LGUs.

The Province of Oriental Mindoro has been our partner in this project since 2014. We would
like to ask your good office for permission to conduct the Integrity Self-Assessment Tool
and Workshop in your Municipality on 26 November 2019, with your respective Department
Heads as respondents. The Integrity Self-Assessment Tool will assist in the assessment of
integrity situation in the local administration and is a key step on the way to establish
integrity mechanisms leading to a more efficient and responsive local government.
