Purpose

The Human Resources Officer, in close collaboration with the Asia Regional Representative, ensures
adequate set-up and implementation of HR in Asia Regional and Country offices.

Strategic responsibilities

Ensure that regional office has established technical standards for HR and advice on the implementation
and follow up of those standards and best practices.

Operational responsibilities
Employee record management:

- Initiate HR filing system (National and International staff in Pakistan), both hard and soft records of
employees inclusive of employee information, CV, documentation (degrees and experience), contracts,
visa’s, leaves and performance reviews.

- Maintain and update HR formats (e.g. timesheet, leave form, overtime claim form etc.) based on
revisions made to conditions of employment and travel policy.

- Ensure relevant staff orientation on the conditions of employment and HR formats based in
Pakistan.

- Prepare monthly payroll and submit with Finance Officer (Regional) and Finance and Admin Officer
(Country) on the last day of the month.

- Maintain and ensure EOBI registration and submission of monthly EOBI payables to the relevant
authorities.

- Maintain and ensure Health & Life insurance contracts are up to date for all local staff with
additions and deletions based on contract validity.

- Facilitate staff insurance claims and inquires through insurance provider.

Recruitment:
- Coordinate the recruitment and selection process of national staff in close cooperation with the
respective supervisors ensuring that this is in line with Norwegian RC regulations and respective
National Labour Laws.

- In collaboration with Security, Finance, Logistics, Programmes (results management), develop and
provide an orientation/induction package for all new national recruit on NorCross policies and
procedures within the first two weeks of joining for all to understand the goals and objectives of
NorCross Asia.

- Support RR in developing HR planning strategies, considering the immediate and long-term staff
requirements.

Performance management:

- Under guidance of Delegate Line manager review existing JDs and development plans.

- Under guidance of Delegates, oversee effective methods of goal setting, communication and
empowerment through responsibility to build employee ownership of the organization.

- Ensure effective practice of NorCross performance management cycle (quarterly one-on-one


meetings between employee and Delegate line manager on objectives, annual appraisal, and
development of new objectives for 2020).

- Day to day follow-up of HR issues (performance, attendance, contracts, insurance claims,


coordination, counselling).

- Promote equality and diversity as part of the culture of the organization.

- Support additional coordination activities towards national staff, as needed.


Support function to RR:

- Conduct HR set up analysis annually to identify staffing needs, turnover and patterns.

- Support RR with tasks related to the HR portal.

Work environment:

- Conduct work environment surveys to identify needs for further improvement and enabling a
conducive environment. (inclusive of team building, workplace and gender ethics, code of conduct
refresher)

- Bridge management and employee relations by addressing demands, grievances or other issues.

- With the support of RR, establish, introduce and lead the Anti-Sexual Harassment Committee for
Asia Regional Office and Pakistan Country Office.

Collaboration
- Collaborates closely with Pakistan Red Crescent HR department to ensure alignment of HR setup in
accordance to the Local Staff Employment in Pakistan between PRCS and NorCross.

- Collaborate closely with all Asia Country Offices to ensure alignment with NorCross CO mandates.

Qualifications

Formal Competence

- Masters in HR management or equivalent

- 3 to 5 years of proven working experience in HR in humanitarian context.

- Minimum of 2 years of experience of working in international organization and/or INGO/UN

Skills and knowledge

- In-depth understanding of relevant HR technical standards and the operationalization of those


standards in the organization.

- Clear communicator (written and verbal)

- English work proficiency is required; regional languages an asset.

- Advanced understanding of the use of innovative tools and approaches in relevant technical
discipline, is an asset.
